The U. S. Coast Guard is part of the Department of Transportation (DOT)) team to expand the maritime Differential Global Positioning System (DGPS) service into a national transportation safety system. The U. S. Coast Guard's role is to implement a Nationwide DGPS (NDGPS) expansion effort to more than double the existing number of broadcast sites. The NDGPS system is designed to meet all surface transportation navigation requirements in the United States and will provide double terrestrial DGPS coverage across the continental United States. The USCG uses 285-325 kHz (Medium Frequency) to broadcast corrections which provide signal for up to 250 nautical miles. Unfortunately, this frequency range typically requires 340-foot towers for short monopole (tenth of a wavelength) implementation typically discussed in textbooks. Because of the unusually long wavelength, several years of consulting, modeling, and testing were required before fully understanding how to meet system requirements given the severe constraints imposed by practical implementation. The electrically short antennae places increased pressure and complexity for the Antenna Tuning Unit (ATU) to maintain a 50 + 0j Ohm load for all weather conditions. Legacy equipment lacks the sophistication to maintain a 50 Ohm, low VSWR condition, resulting in transmitter mismatches, amplifier failures, extended off-air periods, excessive technician call outs and exhausted sparing and depot maintenance. An all weather ATU presents itself as a tool to significantly improve system availability. The desire to develop, build, and field an all weather ATU started with a carefully laid out plan to incorporate the engineering process with the required contracting process to serve as a vehicle to evaluate emerging technology fairly while providing options for design improvement, quality control, and efficient production and fielding. Earth stations(ES) play a vitally important role in satellite communication systems(SCS), and the evaluation of earth stations is in deadly need with the rapid development of SCS application market, but only a few researches have been done on it. In this paper, an earth station marking scheme based on TOPSIS, which is one of the most popular MCDM method, is proposed. By this scheme, the marking result is rational, comprehensive, interpretable and comparable. To take both people's preferences on criteria and objectivity of the result into account, pairwise comparison matrix method is used to calculate weights of criteria. Instead of constructing ideal solution from extreme criteria values of alternatives, fixed positive and negative ideal solutions(FPIS and FNIS) are proposed to avoid rank reversal and keep the result consistent.

In multi-agent reinforcement learning, scalability is a significant challenge. Applying reinforcement learning algorithms in large-scale multi-agent systems requires consideration of algorithm efficiency. This paper attempts to reduce network parameter quantity and training time from the perspective of parameter sharing. However, parameter sharing may also bring some disadvantages, such as policy similarity, which may limit the formation of cooperative policies and affect the efficiency of the entire system. To address the problems caused by parameter sharing, this paper proposes a multi-agent reinforcement learning algorithm with role parameter sharing (R-PS). By dynamically dividing roles and selecting objects for parameter sharing, R-PS automatically identifies intelligent agents that may generate beneficial parameter sharing and conducts partial parameter sharing within the roles. Meanwhile, intrinsic rewards are introduced to increase the diversity of agent strategies. Experimental results show that R-PS can effectively divide roles, benefit from partial parameter sharing, and form diverse policies through intrinsic rewards. Convolution neural networks (CNN) are vulnerable to adversarial attack, which brings security risks to the application of convolutional neural networks in reality. Adversarial attacks are usually done by adding subtle perturbations in images to fool models to output wrong results. In black-box conditions, the transferability of attack method is mostly focused to fool more model. To enhance the transferability of adversarial attack, we proposed an attack method against the commonly used 1× 1 convolution operator (1ConvA, 1× 1 Convolution Attack), which exists in many convolutional networks for improving the complexity of the model and the gradient flow. Experiments on many CNNs demonstrate 1ConvA can generate adversarial examples with better transferability. © 2022 IEEE.

A field investigation of arboviruses was conducted in Dejiang, Guizhou Province in the summer of 2016. A total of 8,795 mosquitoes, belonging to four species of three genera, and 1,300 midges were collected. The mosquito samples were identified on site according to their morphology, and the pooled samples were ground and centrifuged in the laboratory. The supernatant was incubated with mosquito tissue culture cells(C6/36) and mammalian cells(BHK-21) for virus isolation. The results indicated that 40%(3,540/8,795) were Anopheles sinensis, 30%(2,700/8,795) were Culex pipiens quinquefasciatus, and 29%(2,530/8,795)were Armigeres subbalbeatus. Furthermore, a total of eight virus isolates were obtained, and genome sequencing revealed two Zika viruses(ZIKVs) isolated from Culex pipiens quinquefasciatus and Armigeres subbalbeatus, respectively; three Japanese encephalitis viruses(JEVs) isolated from Culex pipiens quinquefasciatus; two Banna viruses(BAVs) isolated from Culex pipiens quinquefasciatus and Anopheles sinensis, respectively; and one densovirus(DNV) isolated from Culex pipiens *** ZIKVs isolated from the Culex pipiens quinquefasciatus and Armigeres subbalbeatus mosquitoes represent the first ZIKV isolates in China's Mainland. This discovery presents new challenges for the prevention and control of ZIKV in China, and prompts international cooperation on this global issue.

Shielded through-silicon vias (S-TSV) filled with multi-walled carbon nanotubes (MWCNT) in the via and the shielded layer, and benzocyclobutene or silicon in the insulation layer is presented in this paper. Then, the equivalent transmission line models of the two S-TSVs are established. Based on the model, the forward transmission coefficient and attenuation constant are calculated and the impact of quantum capacitance Cq of MWCNT on the transmission performance of S-TSVs is analyzed. The results indicate that the performance of S-TSVs with Si insulation layer in 0-100 GHz can be significantly improved by Cq. Also, the performance of S-TSV filled with BCB above 40 GHz can be improved. In addition, the temperature effect of silicon can be balanced by Cq. As a result, the heat stability of S-TSV with silicon insulation layer is improved. © 2018 IEEE.

Dissimilarity measurement plays a key role in clustering analysis. Due to the lack of order relation between categorical values, the clustering of categorical data is harder than that of numerical data. To improve the clustering quality of categorical data, SBC (space structure based clustering) algorithm proposed a novel representation scheme for the space structures of them. The representation scheme improved the discriminability of categorical data, while caused problems either: low-efficiency and high-dimensionality. In this work, we prove that it is possible to represent categorical data with the space structure more efficiently while maintaining the same clustering performance. To achieve that, a fraction of representative objects is selected as the reference set, with which a low-dimensional space structure matrix would be built. Since the reference set directly affect the dissimilarity measure, a cluster-based method is proposed to get better reference set. The theoretical and experimental proofs show that, compared with SBC method, the proposed methods are more efficient and extendable maintaining the approximately same clustering performance.

Return-to-dl-resolve [3] is a general exploit technology that can break through complex protection mechanisms. However, it's hard to be employed for security researchers must understand the principle of ELF dynamic linking and construct shell-code manually. This paper proposes an automatic method to generate Return-to-dl-resolve exploit based on symbolic execution, which provides a symbolic execution environment for ELF executable files, constrains symbolic program state at crash point and solves the constraints through constraint solver, then implements a system called R2d1AEG to generate Return-to-dl-resolve ShellCode automatically. The experimental results show that R2dlAEG system can generate shell-code more quickly and can break both NX and ASLR.

The United States Coast Guard is engaged in a project to re-capitalize Reference Station (RS) and Integrity Monitor (IM) equipment used in the Nationwide Differential Global Position System (NDGPS). The Coast Guard in partnership with industry is developing a new software application to run on an open architecture platform as a replacement for legacy equipment. Present commercially available off-the-shelf Differential Global Positioning System (DGPS) RS and IM equipment lacks the open architecture required to support long term goals and future system improvements. The utility of the proposed new hardware architecture and software application is impressive - nearly every aspect of performance and supportability significantly exceeds that of the legacy archetecture. The flexibility of the new hardware and software architectures complement each other to offer promising possibilities for the future. For example, the new hardware architecture uses Ethernet for internal and external site equipment communications. Each Local Area Network (LAN) will be equiped with a router and two 24 port switches. Various levels of password protection are provided to manage security both locally and remotely. While the new software application directly supports the legacy RS-232/422 interfaces to devices such as GPS receivers, a system design goal includes the ability to directly address each device from NCS. With the use of TCP/IP to RS-232/422 port server devices, the system can meet these forward reaching goals while supporting legacy equipment. New system capabilities include remote software management, remote hardware configuration management, and flexible options for management of licenses. The new configurable RS and IM architecture is a PC-based emulation of legacy reference station and integrity monitor equipment. It supports fluid growth and exploitation of new signals, formats, and technology as they become available, while remaining backward compatible with legacy architecture

Rectangular harmonic model is a common model in UAV geomagnetic navigation. In order to reduce the navigational error caused by the model factors and achieve high-precision navigation, the original Earth's main magnetic field model is replaced by rectangular harmonic model. In creating a rectangular harmonic model, inertia weight adaptive particle swarm algorithm is adopted to solve the problem that too many undetermined coefficients can easily fall into local optimum in the central region. The ability of generalization to inhibit the boundary effect of radial basis function neural network is used in the border region. Meanwhile, the design of the error box to a more reasonable distinction between center and boundary is designed. The simulation results show that the optimized combination of the two intelligent algorithm makes the accuracy of the model further higher. © 2019 IEEE.
