This paper compares the E-Participation roadmaps of industrial and developing countries, based on Germany and Kenya as representatives. Therefore, the ICT roadmap of each country is de-scribed in a clear shape and with representative E-Participation projects of each country. Based on these projects, the comparison is performed on a categorical level in terms of (1) participation forms, (2) used ICT, and (3) socio-political requirements. After-wards, the results are summarized to determine an overall view on the E-Participation situation in both countries. As a result of the comparison similarities and significant differences will be identified. The results are useful for software developing organizations that want to create ICT governance tools for industrial as well as developing countries and therefore need to consider the characteristics and requirements of both country types. We present a new cellular automata model for one-lane traffic flow. In this model, we consider the driver prejudgment according to the state of the leading car. We also consider that the vehicle deceleration capability is finite and the braking distance of the high-speed running cars cannot be ignored, which is not considered in most models. Furthermore, comfortable driving is considered, too. Using computer simulations we obtain some basic qualitative results and the fundamental diagram of the proposed model. In comparison with the known models, we find that the fundamental diagram of the proposed model is more realistic than that of the known models.

This book contains the final versions of the proceedings of the fifth EUROGRA PHICS Workshop on Rendering held in Darmstadt, Germany, between 13-15 June 1994. With around 80 participants and 30 papers, the event continued the successful tradition of the previous ones establishing the event as the most im portant meeting for persons working on this area world-wide. After more than 20 years of research, rendering remains an partially unsolved, interesting, and challenging topic. This year 71 (!) papers have been submitted from Europe, North America, and Asia. The average quality in terms of technical merit was impressive, showing that substantial work is achieved on this topic from several groups around the world. In general we all gained the impression that in the mean time the technical quality of the contributions is comparable to that of a specialised high-end, full scale conference. All papers have been reviewed from at least three members of the program committee. In addition, several colleagues helped us in managing the reviewing process in time either by supporting additional reviews, or by assisting the members of the committee. We have been very happy to welcome eminent invited speakers. Holly Rush meier is internationally well known for her excellent work in all areas of rendering and gave us a review of modelling and rendering participating media with em phasis on scientific visualization. In addition, Peter Shirley presented a survey about future rends in rendering techniques.

Digitizing real-life objects via range scanners, stereo vision or tactile sensors usually requires the composition of multiple range images. In this paper we exploit intensity images often recorded with the range data and propose a fully automatic registration technique using 2D-image features with intrinsic scale information for finding corresponding points on the 3D-views. In our approach, the fine registration of two range images is performed by first aligning the feature points themselves, followed by a so-called constrained-domain alignment step. In the latter, rather than feature points, we consider feature surface elements that are derived using the scale information inherently established with the 2D-features. The global registration error is minimized using graph relaxation techniques to mediate the transformations required to align the multiple range images. We demonstrate the power and feasibility of our method by a case-study in the cultural heritage domain.
