A low cost telemedicine system which constructed with inexpensive, commercially available parts and used ADSL network was developed for tele-consultation. This system enhanced the acceptability of the healthcare services for the mountainous region and redeem the lack of medicine man power in such area. The preliminary results from several medical centers and local hospital show that this telemedicine system can meet the requirement of telemedicine uses.

Web-based learning is becoming an important tool in education. However, the cost of producing an on-line course is high. This paper diseases the design and implementation of WebLS system which is aiming to assist traditional instructors to archive their learning materials on the web. WebLS features web-based authoring tools, portability on various platforms, and flexibility of XML-based storage allowing the learning materials to be delivered in many different ways.

Telemedicine and teleconsultation are the application and development of the telecommunication networks. Health experts can solve problems by using the electronic and communication technologies without distance limitation. In this study, we try to develop the telemedicine and teleconsultation system between local site and consulting expert site. Two applications of this system in clinical medicine are discussed. The system at each site has a workstation including a cable modem or ADSL connection, a monitor, a web camera, speakers, a microphone for communication, and NetMeeting application software. The first application in this study is to develop a school-based intervention program by using this system for high-risk school-age children in one of the earthquake-struck areas. The preliminary result of this study is that the telemedicine and teleconsultation system is more effective than traditional consultation and supervision. Moreover, we can apply this system in training local volunteers, educators, and welfare workers. Meanwhile, we can save lots of cost and time since we don't need to travel between the local site and the expert site. In the end of this study, the second application of this system in SARS case treatment was also discussed.

The purpose of this system is to establish virtual medical school (VMS) as the platform ofe-learning center, which integrates collaborative and self-directed learning environment by virtual group, classroom and library, and automatically converts valuable clinical case from Hospital Information System (HIS) database into virtual patient by online authoring tools for problem-based e-learning. In this system, the VMS provides a problem-based e-learning environment, and utilizes HIS to capture and store valuable clinical cases. All medical students and residents now have the opportunity to learn from these typical cases on line. The VMS at National Taiwan University has the potential to develop into a national medical education network for the mediation and provision of comprehensive medical resources. The system will use thé international standard SCORM 1.2 to develop teaching material and assist with the HL7 v2.4, CD A vl.O standards to connect Electronic Medical Record (EMR) systems in the hospital. It can provide resources sharing among medical centers by using high transportation ability of Grid Computing integrated with the broadband video platform, Access Grid, and personal multiple point vidéoconférence platform, Multi-video, to popularize the application of e-learning in clinical medical education. © 2004 IMIA. The paper proposes a novel distributed control architecture for shared protection with reduced complete routing information, which aims to initiate a graceful compromise between the amount of link-state dissemination and the performance impairment due to the incompleteness of routing information. We first give explicit and comprehensive descriptions on a number of reported routing information dissemination scenarios for shared protection. A novel framework of link-state dissemination for facilitating shared protection, called reduced complete routing scenario, is introduced, in which the singular value decomposition (SVD) transformation is adopted to deal with the information reduction. We show, through simulation, that the proposed scheme can achieve a higher throughput and a better estimation in reconstruction of the spare provision matrix than the other schemes taking the same complexity of link-state dissemination.

This paper presents our application of Health Level Seven (HL7) standard in a collaborative healthcare information system (HIS). Originally, we have used HL7 message events to flow among HIS systems. Later on, we found that the message interface management become a nightmare for system engineers. Recently, we extract the spirit of HL7 standard to create an alterative HL7 usage over the web services, and reorganize our traditional programmer team into a software collaborative team (SCT) to manage the project schedules effectively. Gradually, this new methodology had already been accepted by most of our system engineers. Moreover, the application of this methodology at National Taiwan University Hospital (NTUH) has shown that it can decrease the HIS system development cost.

The diffusion weighted image (DWI) technique is routinely used for diagnosis and treatment of early stroke due to its superior performance, especially when it is compared with conventional magnetic resonance image (MRI) for detection of acute ischemic stroke. Using DWI examination, This work has proposed a computer-aided diagnosis system, which can effectively calculate the volume size of a lesion and provide clinical doctor the 3D reconstruction data of the lesion. The potential benefits of using our system include the higher accuracy of acute stroke lesion definition, the reduced time and procedure of calculating the volume of a lesion, and providing 3D reconstruction image of stroke patients, which can effectively assist doctors in making more accurate diagnoses and treating patients in a more convenient way. Compared with the traditional method, the experimental results have shown the superior performance of this proposed system.

Synthetic aperture radar (SAR) and SPOT images are becoming increasingly important and abundant in a variety of remote sensing and tactical applications. Thus, there is a strong interest in developing data encoding and decoding algorithms that can obtain higher compression ratios while keeping image quality to an acceptable level. This study aims to compare most of the well-known compression techniques namely discrete cosine transform and discrete wavelet transform. It investigates RADARSAT and SPOT images of different regions of different characteristics. RADARSAT-I fine and standard beam mode images of the different regions in Istanbul are used to test the performance of the compression algorithms. The regions, which have been investigated, were sea areas, forest areas, built environment - residential and industrial areas which define different patterns of urban land use. The studies showed that homogeneous areas like forest and sea gave better compression results compared to heterogeneous areas like industrial and environmental. The second purpose of this study is to compare the two compression algorithms. The discrete wavelet based algorithm gave much better results compared to the discrete cosine transform based algorithm. The results changed according to the quantization process and the transform coding algorithm. © 2003 IEEE.
