This paper investigates a fog computing-assisted multi-user simultaneous wireless information and power transfer (SWIPT) network, where multiple sensors with power splitting (PS) receiver architectures receive information and harvest energy from a hybrid access point (HAP), and then process the received data by using local computing mode or fog offloading mode. For such a system, an optimization problem is formulated to minimize the sensors' required energy while guaranteeing their required information transmissions and processing rates by jointly optimizing the multi-user scheduling, the time assignment, the sensors' transmit powers and the PS ratios. Since the problem is a mixed integer programming (MIP) problem and cannot be solved with existing solution methods, we solve it by applying problem decomposition, variable substitutions and theoretical analysis. For a scheduled sensor, the closed-form and semi-closedform solutions to achieve its minimal required energy are derived, and then an efficient multi-user scheduling scheme is presented, which can achieve the suboptimal user scheduling with low computational complexity. Numerical results demonstrate our obtained theoretical results, which show that for each sensor, when it is located close to the HAP or the fog server (FS), the fog offloading mode is the better choice;otherwise, the local computing mode should be selected. The system performances in a frame-by-frame manner are also simulated, which show that using the energy stored in the batteries and that harvested from the signals transmitted by previous scheduled sensors can further decrease the total required energy of the sensors. Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting System (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. Background: Decades of steady improvements in life expectancy in Europe slowed down from around 2011, well before the COVID-19 pandemic, for reasons which remain disputed. We aimed to assess how changes in risk factors and cause-specific death rates in different European countries related to changes in life expectancy in those countries before and during the COVID-19 pandemic. Methods: We used data and methods from the Global Burden of Diseases, Injuries, and Risk Factors Study 2021 to compare changes in life expectancy at birth, causes of death, and population exposure to risk factors in 16 European Economic Area countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, and Sweden) and the four UK nations (England, Northern Ireland, Scotland, and Wales) for three time periods: 1990–2011, 2011–19, and 2019–21. Changes in life expectancy and causes of death were estimated with an established life expectancy cause-specific decomposition method, and compared with summary exposure values of risk factors for the major causes of death influencing life expectancy. Findings: All countries showed mean annual improvements in life expectancy in both 1990–2011 (overall mean 0·23 years [95% uncertainty interval [UI] 0·23 to 0·24]) and 2011–19 (overall mean 0·15 years [0·13 to 0·16]). The rate of improvement was lower in 2011–19 than in 1990–2011 in all countries except for Norway, where the mean annual increase in life expectancy rose from 0·21 years (95% UI 0·20 to 0·22) in 1990–2011 to 0·23 years (0·21 to 0·26) in 2011–19 (difference of 0·03 years). In other countries, the difference in mean annual improvement between these periods ranged from –0·01 years in Iceland (0·19 years [95% UI 0·16 to 0·21] vs 0·18 years [0·09 to 0·26]), to –0·18 years in England (0·25 years [0·24 to 0·25] vs 0·07 years [0·06 to 0·08]). In our daily life, the scenes around us are always with multiple labels especially in a smart city, i.e., recognizing the information of city operation to response and control. Great efforts have been made by using Deep Neural Networks to recognize multi-label images. Since multi-label image classification is very complicated, people seek to use the attention mechanism to guide the classification process. However, conventional attention-based methods always analyzed images directly and aggressively. It is difficult for them to well understand complicated scenes. In this paper, we propose a global/local attention method that can recognize an image from coarse to fine by mimicking how human-beings observe images. Specifically, our global/local attention method first concentrates on the whole image, and then focuses on local specific objects in the image. We also propose a joint max-margin objective function, which enforces that the minimum score of positive labels should be larger than the maximum score of negative labels horizontally and vertically. This function can further improve our multi-label image classification method. We evaluate the effectiveness of our method on two popular multilabel image datasets (i.e., Pascal VOC and MS-COCO). Our experimental results show that our method outperforms state-of-the-art methods.

Ongoing and future climate change driven expansion of aeroallergen-producing plant species comprise a major human health problem across Europe and elsewhere. There is an urgent need to produce accurate, temporally dynamic maps at the continental level, especially in the context of climate uncertainty. This study aimed to restore missing daily ragweed pollen data sets for Europe, to produce phenological maps of ragweed pollen, resulting in the most complete and detailed high-resolution ragweed pollen concentration maps to date. To achieve this, we developed two statistical procedures, a Gaussian method (GM) and deep learning (DL) for restoring missing daily ragweed pollen data sets, based on the plant’s reproductive and growth (phenological, pollen production and frost-related) characteristics. DL model performances were consistently better for estimating annual total pollen concentrations than those of the GM approach. These are the first published modeled maps using altitude correction and phenology to recover missing pollen information. We created a web page (http://***/), including daily ragweed pollen concentration data sets of the stations examined and their restored daily data, allowing one to upload newly measured or recovered daily data. Generation of these maps provides a means to track pollen impacts in the context of climatic shifts, identify geographical regions with high pollen exposure, determine areas of future vulnerability, apply spatially-explicit mitigation measures and prioritize management interventions. © 2023, The Authors. This paper reviews the NTIRE 2020 challenge on real world super-resolution. It focuses on the participating methods and final results. The challenge addresses the real world setting, where paired true high and low-resolution images are unavailable. For training, only one set of source input images is therefore provided along with a set of unpaired high-quality target images. In Track 1: Image Processing artifacts, the aim is to super-resolve images with synthetically generated image processing artifacts. This allows for quantitative benchmarking of the approaches w.r.t. a ground-truth image. In Track 2: Smartphone Images, real low-quality smart phone images have to be super-resolved. In both tracks, the ultimate goal is to achieve the best perceptual quality, evaluated using a human study. This is the second challenge on the subject, following AIM 2019, targeting to advance the state-of-the-art in super-resolution. To measure the performance we use the benchmark protocol from AIM 2019. In total 22 teams competed in the final testing phase, demonstrating new and innovative solutions to the problem. Copyright © 2020, The Authors. All rights reserved.

Collective knowledge is understood as the common knowledge state of a collective consisting of autonomous units. The knowledge states referred from these autonomous units to some degree reflect the real knowledge state of a subject in the real world, but it is not known to what degree because of incompleteness and uncertainty. Although collective knowledge determination is an important task because these knowledge states can be different from each other, there exists another important issue with its quality. The quality of collective knowledge is based on the difference between the real knowledge state and the collective knowledge. In this study, we investigate the influence of the number of collective members on the quality of collective knowledge. Through experimental analysis, the larger collective we use, the better the quality of collective knowledge will be. In other words, the large number of collective members positively affects the quality of collective knowledge. Besides, some theorems about the relationship between the collective knowledge and the knowledge states in a collective, the influence of adding or removing members on the quality of collective knowledge are also proved. © 2017 - IOS Press and the authors. Sound event detection (SED) in real life is an interesting but challenging task due to the polyphonic and long-term dependent nature of sound events. Recently, multi-label recurrent neural networks (RNNs) have shown promises. However, even equipped with long short-term memory (LSTM) or gated recurrent unit (GRU) cells, RNNs are still limited to model the long-term dependency. In this paper, we propose a multiscale RNN to address this issue. By integrating information from different time resolutions, we can better capture both the fine-grained and long-term dependencies of sound events. We experiment on the development sets of Task3 of DCASE2016 and DCASE2017. Compared to our previously proposed single-scale RNN that won the third place among the 13 teams in Task3 of DCASE2017, the proposed multiscale model achieves statistically significantly better performance on the development datasets of both DECASE2016 and DCASE2017.

In this paper, we develop a novel angle-domain adaptive filtering (ADAF)-based frequency synchronization method for the uplink of a massive multiple-input multiple-output (MIMO) multiuser network, which is applicable for users with either separate or overlapped angle-of-arrival (AoA) regions. For each user, we first introduce the angle-constraining matrix (ACM), which consists of a set of selected match-filter (MF) beamformers pointing to the AoAs of the interested user. Then, the adaptive beamformer can be acquired by appropriately designing the ADAF vectors. Such beamformer can achieve two-stage adaptive multiuser interference (MUI) suppression, i.e., inherently suppressing the MUI from non-overlapping users by ACM in the first stage and substantially mitigating the MUI from adjacent overlapping users by ADAF vector in the second stage. For both separate and mutually overlapping users, the carrier frequency offset (CFO) estimation and subsequent data detection can be performed independently for each user, which significantly reduces computational complexity. Moreover, ADAF is rather robust to imperfect AoA knowledge and side cluster of scatterers, making itself promising for multiuser uplink transmission. We also analyze the performance of CFO estimation and obtain an approximated closed-form expression of mean-squared error (MSE).
