To develop a structure-spectroscopic property relationship in platinum acetylides having poly(aromatic hydrocarbon) ligands, we synthesized a series of chromophores with systematic variation in the number of fused aromatic rings(nFAR) and ligand topology(polyacene(L), polyphenanthrene(Z) or compact(C)). We measured ground state absorption, fluorescence and phosphorescence spectra. We also performed nanosecond and picosecond flash photolysis experiments. To extend the range of compounds in the structure-property relationship, we did DFT calculations on an expanded series of chromophores to calculate the S1 and T1 state energies. In both the DFT results and experiment, the ground state and phosphorescence spectra are a function of both nFAR and ligand topology. In the L chromophores, the S1 and T1 state energies decrease linearly with nFAR. In contrast the S1 and T1 state energies of the Z chromophores oscillate with increasing nFAR. The C chromophores have behavior intermediate between the L and Z chromophores. The picosecond transient spectra show complex behavior, having spectra reflecting intersystem crossing, vibrational cooling and solvent relaxation processes. The nanosecond transient spectra result from the T1 - Tn transition. The timeresolved spectra show no systematic variation with structure, showing more complex behavior than previously studied platinum acetylides having phenylene ethynylene ligands. © 2009 SPIE.

Teaching engineering and technology subjects involves conveying understanding of abstract information structures and processes such as complex telecommunications protocols, complex mathematical concepts, and data structures. These are multidimensional and can be difficult to grasp quickly. Supported by a Hewlett-Packard (HP) technology for Teaching grant, the School of Engineering and technology at National University has embarked on a project to enable students to grasp these complex concepts more quickly and easily, using continuous dialog among students and instructors as the structures are first introduced and then examined from multiple perspectives through real-time interaction among students, small groups, and instructors. HP Wireless Tablet PCs are used to discuss and experiment with diagrams and processes in realtime. This allows combining lectures and problem-solving sessions into a single class session. Our hypothesis is that: 1) an in-depth learning of theory is accomplished, and 2) student engagement is enhanced. Presentation of theory by the instructor is integrated with application while the theory is still in the student's short-term memory. Students no longer have to wait for a separate session such as a recitation session to apply the concepts. This approach often takes less time. In addition to accelerating the learning process, expert instructors find this approach more rewarding as students grasp new concepts more quickly. Analysis of data captured from both students and instructors are presented to support our hypotheses, and our results are compared with similar research carried out by other universities. In addition, the level of interaction enabled by the use of HP Tablets in on-line classes is discussed. Broad Institute based in Cambridge MA. The Broad Institute established with initial funding from a $100 million philanthropic donation from the Los Angeles-based Broad family was primarily viewed as a marriage between the Whitehead Institute's Center for Genome Research (WICGR) and the Harvard Institute of Chemistry and Cell Biology (ICCB). Eli Broad founder and chairman of AIG SunAmerica Inc. explained “the purpose of the Broad Institute is to create a new type of research institute to build on the accomplishments of the human genome project and to move to clinical applications to both prevent and cure diseases.” Every Thursday morning we meet with perhaps 20 faculty members and 100 other researchers to discuss what we're all doing and should be doing next. -David Altschuler This paragraph was written five years ago when the Broad Institute was in its very earliest days as a life science research community (McCarthy 2005). There is a very large demand for basic telephone service in developing nations, and remote parts of industrialized nations, which cannot be met by conventional wireline and cellular systems. This is the world's largest unserved market. We describe a system which uses recent advances in active phased arrays, fast-packet switching technology, adaptive routeing, and light spacecraft technology, in part based on the work of the Jet Propulsion Laboratory and on recently-declassified work done on the Strategic Defense Initiative, to make it possible to address this market with a global telephone network based on a large low-Earth-orbit constellation of identical satellites. A telephone utility can use such a network to provide the same modern basic and enhanced telephone services offered by telephone utilities in the urban centres of fully-industrialized nations. Economies of scale permit capital and operating costs per subscriber low enough to provide a service to all subscribers, regardless of location, at prices comparable to the same services in urban areas of industrialized nations, while generating operating profits great enough to attract the capital needed for its construction. The bandwidth needed to support the capacity needed to gain these economies of scale requires that the system use K(alpha)-band frequencies. This choice of frequencies places unusual constraints on the network design, and in particular forces the use of a large number of satellites. Global demand for basic and enhanced telephone service is great enough to support at least three networks of the size described herein. The volume of advanced components, and services such as launch services, required to construct and replace these networks is sufficient to propel certain industries to market leadership positions in the early 21st Century.

During the past seven years Dr. Bailey has been actively involved with the design development production and evaluation of interactive videodisc projects. He has managed many interactive video projects and conducts interactive video workshops for interested professionals. As a frequent speaker at national and international conferences Dr. Bailey possesses broad practical experience in the teaching and development of interactive video instructional systems. Dr. Nancy E. Thornton:is Assistant Director for Research and Development of the Institute for Interactive Technologies at Bloomsburg University Bloomsburg Pennsylvania. Her educational background includes a PhD in Educational Psychology from Arizona State University an MS in Speech and Hearing from Washington University and a BA in Psychology and Speech from the College of St. Catherine. She teaches introductory and advanced instructional design and authoring systems in the Master of Science program in Instructional Technology. Her specialty areas include instructional design learning theory and classroom applications of interactive technologies.

This article provides information about the actual and potential uses of interactive video in instruction in an effort to motivate educators to consider using this technology to improve teaching. The authors (1) describe the continuing evolution of computer-based educational tools; (2) examine instances when an interactive videodisc provides viable instructional solutions to otherwise very difficult or impossible tasks; (3) discuss several models for delivering instruction to accommodate different learning styles and teaching methods; and (4) provide a framework for designing lessons systematically based on proven methods.

Swallomis the director of military power systems at Avco Research Laboratory Inc. a subsidiary of Textron Inc. in Everett Mass. Dr. Swallom received his B.S. M.S. and Ph.D. degrees in mechanical engineering from the University of Iowa Iowa City Iowa in 1969 1970 and 1972 respectively. He has authored numerous papers in the areas of power propulsion and plasma physics and currently is a member of the Aerospace Power Systems Technical Committee of the AIAA. Dr. Swallom has directed various programs for the development of advanced power generation systems lightweight power conditioning systems and advanced propulsion systems for marine applications. His previous experience includes work with Odin International Corporation Maxwell Laboratories Inc. Argonne National Laboratory and the Air Force Aero Propulsion Laboratory. Currently Dr. Swallom is directing the technical efforts to apply magnetohydrodynamic principles to a variety of propulsion and power applications for various marine vehicles and power system requirements respectively. Isaac Sadovnikis a principal research engineer in the Energy Technology Office at Avco Research Laboratory Inc. a subsidiary of Textron Inc. He received his B.S. in engineering (1974) B.S. in physics (1975) M.S. in aeronautics and astronautics (1976) and Ph.D. in physics of fluids (1981) at the Massachusetts Institute of Technology. Dr. Sadovnik has been involved in research work funded by DARPA concerning the use of magnetohydrodynamics for underwater propulsion. He has built theoretical models that predict the hydrodynamic behavior of seawater flow through magnetohydrodynamic ducts and their interaction with the rest of the vehicle (thrust and drag produced). In addition Dr. Sadovnik has been involved in research investigations geared toward the NASP program concerning the use of magnetohydrodynamic combustion-driven accelerator channels. Prior to joining Avco Dr. Sadovnik was a research assistant at MIT where he conducted experimental and

Magnetohydrodynamic propulsion systems for submarines offer several significant advantages over conventional propeller propulsion systems. These advantages include the potential for greater stealth characteristics, increased maneuverability, enhanced survivability, elimination of cavitation limits, greater payload capability, and the addition of a significant emergency propulsion system. These advantages can be obtained with a magnetohydrodynamic propulsion system that is neutrally bouyant and can operate with the existing submarine propulsion system power plant. A thorough investigation of magnetohydrodynamic propulsion systems for submarine applications has been completed. During the investigation, a number of geometric configurations were examined. Each of these configurations and mounting concepts was optimized for maximum performance for a generic attack class submarine. The optimization considered each thruster individually by determining the optimum operating characteristics for each one and accepting only those thrusters that result in a neutrally buoyant propulsion system. The results of this detailed optimization study show that the segmented, annular thruster is the concept with the highest performance levels and greatest efficiency and offers the greatest potential for a practical magnetohydrodynamic propulsion system for attack class submarines. The optimization study results were used to develop a specific point design for a segmented, annular magnetohydrodynamic thruster for an attack class submarine. The design point case has shown that this thruster may be able to provide the necessary thrust to propel an attack class submarine at the required velocity with the potential for a substantial acoustic signature reduction within the constraints of the existing submarine power plant and the maintenance of neutral buoyancy. COMMERCIAL applications OF ADVANCED MARINE VEHICLES FOR EXPRESS SHIPPING

George Luedeke Jr.: received his BS degree in Mechanical Engineering from Massachusetts Institute of Technology and his MS degree in Product Design from Illinois Institute of Technology. Early in his career Mr. Luedeke joined General Motors Corporation as a designer responsible for development of people mover and rail rapid transit systems. From 1964 to 1974 he was with Hughes Aircraft Company. At Hughes he performed analyses and developed designs for a wide variety of program and proposal efforts such as: High Speed Ground Transportation (DOT) Task Force Command Center (NAVY) Panama Canal Marine Traffic Control Center (Panama Canal Co.) Royal Iranian Navy Command Center (Iran) Tactical Information Processing and Interpretation Center (Air Force) and WALLEYE CONDOR and PHOENIX Missile Systems (NAVY). He also had marketing development responsibilities related to the diversification of Hughes resources in civil business areas such as: Automatic train control (WMATA BARTD SCRTD) water/sewage treatment plant automation (Santa Clara County) Aqueduct Control (SWR) Hydrometeorological data collection (BPA WMO) and Salton Sea basin systems analysis (Dept. of the Interior). He was responsible for combat system integration for the Hughes 2000T Surface Effect Ship (SES) proposal. He also conducted detailed studies concerning ship flexure for the Improved Point Defense Target Acquisition System Program and for the definition of operational High Energy Laser weapon installations on a series of conventional monohulls (DLG DD and CVN). Since 1974 Mr. Luedeke has been employed at RMI Inc. (formerly Rohr Marine Inc.). During this time he has held several positions. His responsibilities have included directing a number of studies on advanced SES concepts managing activities defining mission/cost effectiveness of military and commercial SES's including defining the operational benefits and enhanced survivability characteristics of cargo SES's for high speed military sealiftfor NA TO and Southeast Asia

This paper will present the results of a marketing, engineering, and economic analysis of advanced marine vehicles done by IMA Resources, Inc. and RMI, Inc., in support of a Maritime Administration project to study “Multimode Express Shipping”. The study was conducted in 1981 and examined the economic benefits of using advanced marine vehicles as express cargo vessels in domestic and international service. Commodity characteristics, desirable express carrier rates, and potential high payoff service and route alternatives were identified. Advanced marine vehicles were surveyed and sized to meet desirable deadweight and block speed objectives. The costs of operating these craft on a variety of trade routes were calculated using an advanced marine vehicle economic analysis program. Revenues, expenses, break-even, profit and loss, cash flow requirements, tax summary and economic indicators (i.e., cost/ton – mile, etc.) were projected over the expected life of the vehicles as was return on investment. Traffic density and market penetration considerations narrowed the field of choice to smaller sized advanced marine vehicle carriers (i.e., 50 and 250 ton deadweight) and to three international and five domestic routes.
