He directs support to U.S. users of the INTELSAT satellite network particularly in the areas of certifying that performance of earth-stations is in accordance with system requirements and in supporting the unique needs of television customers. Mr. Cotner's primary technical interests are earth-station design transmission analysis and high power amplifiers. Mr. Cotner has been with COMSAT for over 25 years. Most recently he served as Director of Technical Liaison and Analysis responsible for much of COMSAT World Systems research and development programme for high-level technical interaction with customers such as AT&T and MCI and for initiatives to improve the quality of international satellite transmission. He has also held technical management positions in COMSAT Laboratories COMSAT General where he was a Division Director Earth Segment Engineering and COMSAT World Systems where he represented the U.S. Signatory on the INTELSAT Board of Governors Technical Advisory Committee for five years. Mr. Cotner is a colonel (retired) in the Signal Corps U.S. Army Reserve where he was assigned to several mobilization positions related to satellite communications including a tour of duty on the Joint Staff. Awarded the degree of B.S.E. (cum-laude) in Electrical Engineering by Princeton University. Mr. Cotner also holds an M.S.E. from Cornell University and is a Commandants List graduate of the U.S. Army Command and General Staff College. He and his wife Sharon live in Silver Spring Maryland. He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN/Satellite Matters during 1990–1992. He received the BE degree in Electronics and Communications from B.M.S. College of Engineering Bangalore in 1988. He joined the Department of Electrical Engineering at Syracuse University for his graduate studies in 1989 where he is currently a research assistant. His research interests are in microwave measurements numerical electromagnetics and signal processing. Biographies and photos are not available for M. Manela and R. K. Lade. Tapan K. Sarkar (Sf69-M'76-SM'X1) was born in Calcutta. India on August 2 1948. He received the BTech degree from the Indian Institute of Technology Kharagpur India in 1969 the MScE degree from the University of New Brunswick Fredericton Canada in 1971. and the MS and PhD degrees from Syracuse University. Syracuse NY in 1975. From 1975-1976 he was with the TACO Division of the General Instruments Corporation. He was with the Rochester Institute of Technology (Rochester NY) from 1976-1985. He was a Research Fellow at the Gordon Mckay Laboratory Harvard University Cambridge MA from 1977 to 1978. He is now a Professor in the Department of Electrical and Computer Engineering Syracuse University. His current research interests deal with numerical solutions of operator equations arising in electromagnetics and signal processing with application to system design. He obtained one of the “ best solution” awards in May 1977 at the Rome Air Development Center (RADC) Spectral Estimation Workshop. He has authored or coauthored more than 154 journal articles and conference papers and has written chapters in eight books. Dr. Sarkar is a registered professional engineer in the state of New York. M.S. and Ph.D. degrees in mechanical engineering from the University of Iowa Iowa City Iowa in 1969 1970 and 1972 respectively. He has authored numerous papers in the areas of power propulsion and plasma physics and currently is a member of the Aerospace Power Systems Technical Committee of the AIAA. Dr. Swallom has directed various programs for the development of advanced power generation systems lightweight power conditioning systems and advanced propulsion systems for marine applications. His previous experience includes work with Odin International Corporation Maxwell Laboratories Inc. Argonne National Laboratory and the Air Force Aero Propulsion Laboratory. Currently Dr. Swallom is directing the technical efforts to apply magnetohydrodynamic principles to a variety of propulsion and power applications for various marine vehicles and power system requirements respectively. Isaac Sadovnikis a principal research engineer in the Energy Technology Office at Avco Research Laboratory Inc. a subsidiary of Textron Inc. He received his B.S. in engineering (1974) B.S. in physics (1975) M.S. in aeronautics and astronautics (1976) and Ph.D. in physics of fluids (1981) at the Massachusetts Institute of Technology. He is currently a partner in Spectrum Associates Incorporated Arlington Virginia where he engaged in the feasibility and concept design of naval ships and in continuing his comparative engineering analyses of U.S. and foreign warships. Prior to his retirement from the U.S. Navy in 1982 his naval career involved sea duty aboard three destroyers and three aircraft carriers including command of the USSJohn R. Pierce(DD-753) and engineer officer of the USSWasp(CVS-18). Ashore he had duty at the Naval Sea Systems Command where he directed the Comparative Naval Architecture Program as an instructor in project management in the Polaris missile project and as a nuclear weapons officer. A frequent contributor to theNaval Engineers Journal U.S. Naval Institute Proceedings and theInternational Defense Review he has published a number of articles on U.S. Soviet and other foreign design practices and the effects of design practices on ship size and cost. George Luedeke Jr.: received his BS degree in Mechanical Engineering from Massachusetts Institute of Technology and his MS degree in Product Design from Illinois Institute of Technology. Early in his career Mr. Luedeke joined General Motors Corporation as a designer responsible for development of people mover and rail rapid transit systems. From 1964 to 1974 he was with Hughes Aircraft Company. At Hughes he performed analyses and developed designs for a wide variety of program and proposal efforts such as: High Speed Ground Transportation (DOT) Task Force Command Center (NAVY) Panama Canal Marine Traffic Control Center (Panama Canal Co.) Royal Iranian Navy Command Center (Iran) Tactical Information Processing and Interpretation Center (Air Force) and WALLEYE CONDOR and PHOENIX Missile Systems (NAVY). He also had marketing development responsibilities related to the diversification of Hughes resources in civil business areas such as: Automatic train control (WMATA BARTD SCRTD) water/sewage treatment plant automation (Santa Clara County) Aqueduct Control (SWR) Hydrometeorological data collection (BPA WMO) and Salton Sea basin systems analysis (Dept. of the Interior). He was responsible for combat system integration for the Hughes 2000T Surface Effect Ship (SES) proposal. He also conducted detailed studies concerning ship flexure for the Improved Point Defense Target Acquisition System Program and for the definition of operational High Energy Laser weapon installations on a series of conventional monohulls (DLG DD and CVN). Upon graduation in 1948 he joined the Staff of the David Taylor Model Basin (DTMB) and during the following ten years held various positions in the Hydromechanics Laboratory. In 1958 he left his position as Head of the Towing Problems Branch and joined Cleveland Pneumatic Industries which later became Pneumo Dynamics Corporation (PDC). He was General Manager of PDC's Systems Engineering Division and in 1961 became a corporate Vice President. In 1964 he returned to DTMB where he became the Technical Manager of the Hydrofoil Development Program Office. In October 1969 he was appointed to his present position of Associate Technical Director for Systems Development and Head Systems Development Department David W. Taylor Naval Ship Research and Development Center. He is a licensed Professional Engineer in the state of Maryland an Honorary Life Member of ASNE and a Fellow of ASME. He also has been the author of a number of papers and reports in the field of Naval Engineering and has served as a member of the ASNE Council from 1972 to 1974 was a member of the ASNE Flagship Section Council (1977-80) and is currently a member of the ASNE Honors and Awards Committee. He became a member of ASNE in 1960 and received his Honorary Life Membership when he was awarded the ASNE Gold Medal for 1973 at ASNE Day 1974. Dennis J. Clark:received his Bachelor's degree in Civil Engineering from City College of New York in 1963.
