Pulse Coupled Neural Networks (PCNN) is a visual cortex-inspired neural networks and characterized by the global coupling and pulse synchronization of neurons. It has been proven suitable for imageprocessing and successfully employed in image fusion. However, in most PCNN-based fusion algorithms, only single pixel value is input to motivate PCNN neuron. This is not effective enough because humans are often sensitive to features, not only pixel value. In this paper, novel orientation information is considered as features to motivate PCNN. Visual observation and objective performance evaluation criteria demonstrate that the proposed algorithm outperforms typical wavelet-based, lapacian pyramid transform-based and PCNN-based fusion algorithms.

Nonsubsampled contourlet transform (NSCT) provides flexible multiresolution, anisotropy, and directional expansion for images. Compared with the original contourlet transform, it is shift-invariant and can overcome the pseudo-Gibbs phenomena around singularities. Pulse coupled neural networks (PCNN) is a visual cortex-inspired neural network and characterized by the global coupling and pulse synchronization of neurons. It has been proven suitable for imageprocessing and successfully employed in image fusion. In this paper, NSCT is associated with PCNN and used in image fusion to make full use of the characteristics of them. Spatial frequency in NSCT domain is input to motivate PCNN and coefficients in NSCT domain with large firing times are selected as coefficients of the fused image. Experimental results demonstrate that the proposed algorithm outperforms typical wavelet-based, contourlet-based, PCNN-based, and contourlet-PCNN-based fusion algorithms in terms of objective criteria and visual appearance.

In this study, a low complexity frame-rate up conversion method using compressed domain information for H.264 decoder is proposed. In the proposed scheme, the motion vectors (MVs) are estimated using constant acceleration motion model, and the MVs regarded as no credibility are corrected, and the interpolation method is applied on the basis of the macroblock (MB) coded types. Applied to the H.264 decoder, the proposed method provides high quality interpolation frames and an obvious decrease of the block artifacts.

Super-Resolution (SR) technique means to reconstruct High-Resolution (HR) images from a sequence of Low-Resolution (LR) observations,which has been a great focus for compressed video. Based on the theory of Projection Onto Convex Set (POCS),this paper constructs Quantization Constraint Set (QCS) using the quantization information extracted from the video bit stream. By combining the statistical properties of image and the Human Visual System (HVS),a novel Adaptive Quantization Constraint Set (AQCS) is proposed. Simulation results show that AQCS-based SR al-gorithm converges at a fast rate and obtains better performance in both objective and subjective quality,which is applicable for compressed video.

A multiple MIPS 4Kc processor cores based interrupt processing system is introduced. The interrupt controller plays a key role in the high definition television (HDTV) system-on-a-chip (SoC) platform, especially when it is a multiple processor system. Based on a general introduction to the whole HDTV SoC platform, a layered interrupt controller and its implementation are discussed in detail. The proposed scheme was implemented in our FPGA verification board. The results indicate that our scheme is reliable and efficient. Meanwhile, as a functional intellectual property (IP), the interrupt controller has reusability and expandability with the layered structure.

As no reference frame can be obtained in Intra-frame error concealment, reducing the degradation of spatial reconstructed image is one of the key techniques in error concealment. In this paper, a novel spatial error concealment algorithm based on fuzzy clustering for Intra-frame in H.264 is proposed. This proposed algorithm gives a new selection of eigenvectors and similarity measurement for fuzzy clustering. The experimental results show that the proposed algorithm can improve the edge details, achieve a better subjective quality of the recovered image and increase PSNR (Peak Signal-to-Noise Ratio) as well.
