Open Government Data (OGD) refers to the provision of data produced by the government to the general public, in a format that is readily readable and can be used by machines with ease. It can also promote transparency, improve decision-making, enhance accountability, create economic opportunities, and encourage civic engagement. The OGD can help citizens understand the government and its legitimacy and transparency. Thus, when the government shares its data with people, it helps to create trust by being transparent, accountable, and promoting innovative solutions that benefit everyone. However, each published dataset has no indication of its quality assessment at all;thus, making it difficult for citizens to assess the reliability of the data from the OGD. Therefore, a data quality assessment for OGD should be developed. This will help create effective datasets which in turn help users understand the data. This study proposes QUALYST, a system that assesses Thailand's OGD dataset and validates it for analytic and visualization purposes. The study focuses on designing the data storage and implementing the assessment system. Furthermore, the proposed data quality dimensions, the developed data pipeline, and the assessment process are elaborated. Finally, the prototype system is demonstrated using Thailand's OGD datasets with examples in a visualized format. © 2023 IEEE.

Software project development, characterized by numerous tasks and several engineers, necessitates effective project scheduling and personnel allocation for successful and timely completion. Tackling the inherent complexities of Software Project Scheduling (SPS) including personnel quality requirements and capability constraints is of paramount importance for software companies. This study aims to engineer robust project scheduling to enhance task completion efficiency, reduce resource waste, and ensure the punctual delivery of project milestones. Our proposed solution models the problem as a Software Project Scheduling Problem (SPSP), subsequently transformed into a Quadratic Unconstrained Binary Optimization (QUBO) model using quantum-inspired techniques. This model is then solved using a digital annealing device. We examine our proposed quantum-inspired method's effectiveness in solving SPSP through this experimental implementation, comparing its performance with the Simulated Annealing (SA) algorithm. The experimental findings reveal that the objective function, encapsulating the weighted sum of all job personnel costs and job end times, produced superior outcomes under the Digital Annealing (DA) algorithm compared to the SA algorithm. Moreover, the DA algorithm demonstrated greater stability and reduced runtime as the volume of input data expanded. © 2023 IEEE.

Accurate career path prediction can support many stakeholders, like job seekers, recruiters, HR, and project managers. However, publicly available data and tools for career path prediction are scarce. In this work, we introduce KARRIEREWEGE, a comprehensive, publicly available dataset containing over 500k career paths, significantly surpassing the size of previously available datasets. We link the dataset to the ESCO taxonomy to offer a valuable resource for predicting career trajectories. To tackle the problem of free-text inputs typically found in resumes, we enhance it by synthesizing job titles and descriptions resulting in KARRIEREWEGE+. This allows for accurate predictions from unstructured data, closely aligning with real-world application challenges. We benchmark existing state-of-the-art (SOTA) models on our dataset and a prior benchmark and observe improved performance and robustness, particularly for free-text use cases, due to the synthesized data. ©2025 Association for Computational Linguistics.

Since Industry 5.0 emphasizes that manufacturing enterprises should raise awareness of social contribution to achieve sustainable development, more and more meta-heuristic algorithms are investigated to save energy in manufacturing systems. Although non-dominated sorting-based meta-heuristics have been recognized as promising multi-objective optimization methods for solving the energy-efficient flexible job shop scheduling problem (EFJSP), it is hard to guarantee the quality of the Pareto front (e.g., total energy consumption, makespan) due to the lack of population diversity. This is mainly because an improper individual comparison inevitably reduces population diversity, thus limiting exploration and exploitation abilities during population updates. To achieve efficient population evolution, this paper introduces a novel space-cooperation multi-objective optimization (SCMO) method that can effectively solve EFJSP to obtain scheduling schemes with better trade-offs. By cooperatively evaluating the similarity among individuals in both the decision space and objective space, we propose a space-cooperation population update method based on a three-vector representation that can accurately eliminate repetitive individuals to derive higher-quality Pareto solutions. To further improve search efficiency, we propose a difference-driven local search, which selectively changes the positions of operations with higher differences to search for neighbors effectively. Based on the Taguchi method, we conduct experiments to obtain a suitable parameter combination of SCMO. Comprehensive experimental results show that, compared to state-of-the-art methods, our SCMO method achieves the highest HV and NR and the lowest IGD, with an average of 0.990, 0.952, and 0.001, respectively. Meanwhile, compared to traditional local search approaches, our difference-driven local search obtains twice the HV on instance Mk12 and reduces the solving time from 1521s to 475s. © 2016 IEEE.

This paper presents a quantum-inspired optimization scheme for patient allocation, aimed at the expedient and efficient distribution of medical resources. The objective is to minimize patients' waiting times and optimize the usage of available medical capacity by allocating patients to the most appropriate hospitals based on the severity of their injuries. This allocation problem is situated within the urban context, seeking to minimize the distance between patients and hospitals. Traditionally, solving such large-scale allocation problems in expansive urban areas poses significant computational challenges. However, by incorporating quantum-inspired methods, we model this problem as a Quadratic Unconstrained Binary Optimization (QUBO) model, which is solved using a digital annealer. We conducted an experimental study on the digital annealing device and compared its performance with that of a conventional simulated annealing algorithm. The results demonstrate that our proposed digital annealing approach to patient allocation offers superior performance and effectiveness. © 2023 IEEE.

Heralded optical entanglement distribution via lossy quantum channels: a comparative study

quantum entanglement serves as a foundational resource for various quantum technologies. In optical systems, entanglement distribution relies on the indistinguishability and spatial overlap of photons. Heralded schemes play a crucial role in ensuring the reliability of entanglement generation by detecting ancillary photons to signal the creation of desired entangled states. However, photon losses in quantum channels remain a significant challenge, limiting the distance and capacity of entanglement distributions. This study suggests three heralded schemes for distributing multipartite Greenberger-Horne-Zeilinger (GHZ) states via lossy quantum channels. These schemes differ both qualitatively in their network architecture (centralized or decentralized) and photon source requirements (Bell states or single-photons), and quantitatively in their success probabilities and heralding efficiency. Through comprehensive analysis incorporating both practical implementation considerations and theoretical performance metrics, we find that each scheme offers distinct advantages depending on the number of parties, channel distance, and security requirements. The decentralized scheme proves particularly advantageous for networks requiring balanced information distribution, while centralized schemes may offer better performance for smaller networks. This analysis provides insights into designing resilient heralded circuits for quantum information processing over lossy channels, considering both architectural constraints and performance requirements. © 2025 Optica Publishing Group under the terms of the Optica Open Access Publishing Agreement.

In a rapidly evolving job market, skill demand forecasting is crucial as it enables policymakers and businesses to anticipate and adapt to changes, ensuring that workforce skills align with market needs, thereby enhancing productivity and competitiveness. Additionally, by identifying emerging skill requirements, it directs individuals towards relevant training and education opportunities, promoting continuous self-learning and development. However, the absence of comprehensive datasets presents a significant challenge, impeding research and the advancement of this field. To bridge this gap, we present Job-SDF, a dataset designed to train and benchmark job-skill demand forecasting models. Based on millions of public job advertisements collected from online recruitment platforms, this dataset encompasses monthly recruitment demand. Our dataset uniquely enables evaluating skill demand forecasting models at various granularities, including occupation, company, and regional levels. We benchmark a range of models on this dataset, evaluating their performance in standard scenarios, in predictions focused on lower value ranges, and in the presence of structural breaks, providing new insights for further research. In human life, skin cancer is a curse. If not appropriately diagnosed, it spreads around all body parts in the earlier stage. The melanoma skin cancer death rate is 75% all over the world. There is an urgent need for a cure to be in place. Swarm and evolutionary computation for healthcare deals with real-world healthcare applications. One of the best ways to do this is to find the genes that need to be turned off such that only cancer cells can die. The current therapies used to cure cancer focus on turning off cancer cells but, at times, affect healthy tissues. Using the power of Artificial Intelligence, one can easily mark out the cancer-affected area and provide treatment accordingly. Segmentation techniques can be used to mark cancer lesions, and advanced deep learning algorithms in computer vision can help classify which class of cancer lesions. Automatic detection of melanoma by using a dermoscopic sample is tricky to find the stage and percentage of lesions affected by using deep convolutional neural networks with the help of machine vision tools. To predict skin lesions, we developed a model with three layers, each having output channels of 16, 32, and 64, respectively. For this research, different samples were collected from the international skin imaging collaboration database (ISIC2019, ISIC2020, ISIC2021). The study computed the most important parameters for classifying and identifying the lesion with accuracy, precision, recall, and specificity values. The proposed DCNN model classifier attained an accuracy of 88.82%, 93.45%, and 95.15% with the respective datasets of ISIC2019, ISIC2020, and ISIC2021, indicating high performance compared with the other state-of-the-art networks. The proposed model is a better framework for automating early detection and classification of melanoma skin cancer to protect many lives and avoid mishaps. © The Author(s), under exclusive licence to Springer Nature Singapore Pte Ltd. 2024.
