In this paper, the state estimation problem is investigated for a class of discrete-time complex networks under the eventtriggered framework. The event-based estimator receives the updated measurements from the sensors only when the prespecified event-triggering rule is violated. Compared with the traditional estimator with the clock driven rule, a series of event-based state estimators are developed so as to reduce unnecessary data transmissions in the communication channel. Attention is focused on the analysis and design problem of the event-based estimators for the addressed discrete-time complex networks such that the estimation error is exponentially bounded in mean square. Some sufficient conditions are obtained to ensure the existence of the desired estimators and the upper bound of the estimation error is derived. By using the convex optimization technique,the gain parameters of the desired estimators are obtained in an explicit form. Finally, a numerical example is used to show the effectiveness of the proposed estimation approach.

It is an effective way to enhance the safety of train control system by using safety redundant architectures. This paper consider the typical safety redundant architectures, including double hot standby, 2-out-of-2, 2*2-out-of-2, and 2-out-of-3, establishes models for these architectures by Markov chain. Then the safety of different architectures are simulated using Matlab. The simulation results can provide a certain reference when choosing redundant architectures in real engineering.

A novel electrostatic repulsive force based micro actuator was firstly proposed to drive the capacitive radio frequency (RF) micro-electromechanical (MEMS) switch. The charging effects, which normally take place in the traditional electrostatic attractive force based MEMS switches, can be theoretically mitigated by using the proposed micro actuator, where no electric field will be produced across the dielectric when the proposed structure is actuated by the electrostatic repulsive force. The analytical models related to dielectric charging respectively derived from the electrostatic repulsive force and the electrostatic attractive force were analyzed and compared. In order to optimize the proposed micro actuator for further switch design, the formation mechanism and the operating principle of the electrostatic repulsive force was firstly analyzed, and then the relationships between displacement of movable electrode and the applied voltage were investigated by using the COMSOL Multiphysics software with the different micro actuator structures. The simulation results show that the maximum displacements of three new structures are bigger than the basic structure.

This paper proposed a novel hybrid power converter topology based on cascaded H-bridge (CHB) and matrix converter (MC) in order to improve the performance of the conventional energy management systems in EV/PHEV application. The power demand by the load is supplied by the generator and batteries, which are connected to the primary winding of the medium frequency transformer (MFT) by the matrix converter and the cascaded H-bridge respectively. The power transfer between the sources and load can be controlled and isolated by using the MFT. The cascaded H-bridge, as the energy control unit, can be used to balance the voltage/SOC of battery packages individually, significantly improve the modularity, stability and safety of EV system.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting system (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. Based on the alarm data in the information communication network under the context of big data, the paper discusses the classic association mining algorithms of Apriori and FP-Growth with living examples, elaborates the ant colony algorithm and the niche technology, combines the Apriori algorithm thought and the Travelling Salesman Problem (TSP) of the ant colony algorithm, and proposes association rules mining algorithm using Sharing mechanism Niche Leaping Ant Colony based on Apriori algorithm (SN-APLAC algorithm). The algorithm achieves the thought of "leaping ants" by accelerating support calculation through a sparse linked list and setting the route point of non frequent item sets as "stimulation point" and retains the local optimal solution to further improve the quality of association rules mining utilizing the technique of sharing mechanism niche. In this paper, the envelope-constrained H∗ filtering problem is investigated for a class of discrete time-varying stochastic systems over a finite horizon. The system under consideration involves fading measurements, randomly occurring nonlinearities (RONs) and mixed (multiplicative and additive) noises. A novel envelope-constrained performance criterion is proposed to better quantify the transient dynamics of the filtering error process over the finite horizon. The purpose of the problem addressed is to design a time-varying filter such that both the H∗ performance and the desired envelope constraints are achieved at each time step. By utilizing the stochastic analysis techniques combined with the ellipsoid description on the estimation errors, sufficient conditions are established in the form of recursive matrix inequalities (RMIs) reflecting both the envelope information and the desired H∗ performance index. The filter gain matrix is characterized by means of the solvability of the deduced RMIs. Finally, a simulation example is provided to show the effectiveness of the proposed filtering design scheme. © 2015 Elsevier Ltd.

Visual object tracking is a fundamental research topic in computer vision. In this paper, we proposed a novel hybrid tracking method based on Pulse Coupled Neural Network (PCNN) and Multiple Instance Learning (MIL). Most modern trackers may be inaccurate when the training samples are imprecise which causes drift. To resolve these problems, MIL method is introduced into the tracking task, which can alleviate drift to some extent. However, the MIL tracker may detect the positive sample that is less important. PCNN is different from traditional artificial neural networks, which can be applied in many image processing fields, such as image segmentation. So, the PCNN was employed as sample detector which can know the most important sample when training the classifier. Then, a more robust and much faster tracker is proposed to approximately maximize the bag likelihood function. Empirical results on a large set of sequences demonstrate the superior performance of the proposed approach in robustness, stability and efficiency to state-of-the-art methods in the literature.

The control of bilateral teleoperators is challenging due to the complexity of their nonlinear dynamics, the time delays in the communications as well as the wide range of practical real applications. In this paper, operational space adaptive control of hybrid motion/force synchronization is proposed for bilateral networked teleoperation system with asymmetric timevarying delays in communication channels. The adaptive control with parameter update mechanism is developed to deal with the different kinematics, dynamics uncertainties and external disturbances for the master robot and the slave robot. The system stability is rigorously proved using Lyapunov stability synthesis. The proposed adaptive control is robust against relative motion disturbances, parametric uncertainties and time delay, which is validated by extensive simulation studies.
