Ending effect is produced in the decomposition process of empirical mode decomposition (EMD) based Hilbert-Huang transformation. It leads to distortion near the two end points of the signal processed. Several methods of restraint aimed at ending effect are proposed. Comparison has been made among the global average statistic method, the parallel line extending method, the polynomial curvefitting method, the mirror extending method and the neural networks extending method. As a result of simulation and experiment, it is shown that ending effect can be effectively restrained.

The paper proposed a novel decentralized approach for congestion management via Optimal Resource Allocation (ORA) for the forward markets. The available capacities of possible congested transmission lines are considered as commonly shared resources for bilateral and multilateral transactions in the market. Each transaction maximizes its profit using limited capacity of transmission line allocated by the ISO. Through the proposed decentralized optimization algorithms, the ISO searches the optimal allocation of the capacities of congested transmission lines to the individual transactions and finally the same market efficiency (social welfare) as centralized optimization is achieved. This decentralized approach is more suitable for power market environment since it does not require private and sensitive information submission from individual transactions to the ISO and the resource allocation decision is always feasible during iterations. The mathematical model, calculation procedure and relevant proof are presented. The computer test results from the IEEE 30 bus system show clearly the effectiveness of the approach and its consistency with the centralized optimization.

A method, based on Genetic Algorithm, for optimizing multivariable PID controllers, is being proposed. The global parameters of the PID controller are optimized here by utilizing the generic framework of genetic algorithm. The only prerequisite asked for by the method is that the object function can be numerically evaluated, without any restrictions concerning the concrete form of the controlled object's model, and without requiring any analytical relationship between the object function and the control parameters as well. The method is therefore featured by superior universality. Simulation of a steam turbine generator set' s controlsystem shows that, though the decoupling effect of multivariable PID controllers, designed by the mentioned method, is somewhat inferior to the optimization of parameterized high order normal matrix design method, but has, in respect to decoupling effect, remarkable improvements in comparison with multi-loop PLD control. It has, in addition, a certain disturbance resistant capability, and robustness;is exhibiting good dynamic behavior and proves the method's feasibility.

The shot based clustering and retrieval is very important for video database organization and access. We can take advantage of semantic clustering to enhance the performance of traditional content-based video retrieval. In this paper, text feature and color feature are first extracted directly from shots. Subsequently, a two-level hierarchical clustering structure that provides indexing scheme for retrieval is constructed by incorporating text and color features. The top level is clustered by text features while the bottom level is clustered by color features. The constructed structure is then used for the cluster-based retrieval. The effectiveness and efficiency of our approach are demonstrated by the experimental results in retrieving and ranking similar video shots.

In this paper, the performance of a new movable boundary accessing (MBA) technique for future integrated services multibeam satellite systems is studied. The multiservice environment considered includes both asynchronous and isochronous traffic consisting of video, voice, file transfer and interactive data. The movable boundary access technique proposed here will maximize the utilization of the up-link frame capacity. It is shown that the potential user population is substantially increased with the use of a moving boundary policy with minimal overhead.

In this paper, we study the performance of a prioritized on-board baseband switch in conjunction with a multibeam satellite handling integrated services. The services considered for the analysis include voice, video, file transfer and interactive data. The prioritized switch uses both input and output buffering, switch speed-up as well as a two-phase head-of-line resolution algorithm, in order to reduce the buffer loss while maintaining acceptable user delays. The minimum required buffer capacity and switch speed-up for each service in a prioritized environment are found under uniform traffic conditions. It is shown that under uniform traffic conditions, only minimal buffering and switch speed-up are needed even for the lowest priority users. The performance dependence on the switch size is also substantially reduced with head of line resolution and buffering even in a prioritized environment.
