With more and more governmental business going digital and collaborative to the best of whole government value and public value, electronic records security management (ERSM) faces great challenges. There is a growing understanding that standardization is the key to the successful ERSM, when governmental business requires cross-boundary collaboration. However, previous studies of collaborative innovation community capacity building (CICCB) on ERSM are mainly from the perspective of archival study to the best of long term preservation of electronic archives,with little concerns about needs of different interested parties. Few studies have been taken from interdisciplinary perspective and integrated use of international standards of business continuity management, records management, knowledge management and information security management to the best value of knowledge sharing and continuity of business, records, knowledge and security service. Based on prior findings and the integrated use of ISO management systems standards (ISO/IEC 27001, 2013;ISO 15489-1, 2016;ISO 30401, 2018;ISO 22301, 2019;ISO 30301, 2019), this study analyses the motivation mechanisms of CICCB for ERSM, then develops an extended conceptual framework for CICCB, including cognitive collaboration which means shared knowledge and values on ERSM for all types of interested parties that enable continual improvement;interested parties collaboration which means human interactions on shared rules for community practice on ERSM that enable improved transparency and accountability;process collaboration which means shared standards, guidelines and models for whole process control that enable electronic records controllable with characteristics of authenticity, reliability, integrity, usability, confidentiality and availability;technical collaboration which means shared solutions that enable electronic records systems reliable, secure, compliant, comprehensive, systematic. This paper investigates pervasiveness effect of information technology on the technological progress of logistics in China. Using panel data of 30-regions in China during 2008 to 2020, we propose both static and dynamic panel data models, and find both resource level and spreading rate of information technology have negative influences on technological progress of logistics. The resource level of information technology has a short-term effect on technological progress of logistics, whereas the spreading rate of information technology has a long-term effect. Moreover, the result reveals that the discordant problem of information construction of logistics between resource level and spreading rate cause the negative influence of information technology. © 2022 The Authors. The C-C bond cleavage dissociation of ethylene dication produced by 18-keV/u Ne8+ impact is investigated by combining experimental measurement and theoretical calculation. Using cold target recoil ion momentum spectroscopy, two channels, i.e., the symmetric fragmentation, C2H42+ → CH2++CH2+, and the isomeric one, C2H42+ → CH++CH3+, are clearly identified and thus their kinetic-energy release (KER) distributions are determined. The average KER values are then compared with the theoretical results obtained by quantum chemical calculations, which provide reaction paths of both channels on the potential-energy surfaces of different molecular states. It is found that the hydrogen transfer process and excited-state dynamics still play crucial roles in the formation of C-C bond cleavage channels, but in a different way in comparison with the cases of acetylene C2H2 and ethane C2H6.

A Low-rank Matching Attention based Cross-modal Feature Fusion Method for Conversational Emotion Recognition

Conversational emotion recognition (CER) is an important research topic in human-computer interactions. Although recent advancements in transformer-based cross-modal fusion methods have shown promise in CER tasks, they tend to overlook the crucial intra-modal and inter-modal emotional interaction or suffer from high computational complexity. To address this, we introduce a novel and lightweight cross-modal feature fusion method called Low-Rank Matching Attention Method (LMAM). LMAM effectively captures contextual emotional semantic information in conversations while mitigating the quadratic complexity issue caused by the self-attention mechanism. Specifically, by setting a matching weight and calculating inter-modal features attention scores row by row, LMAM requires only one-third of the parameters of self-attention methods. We also employ the low-rank decomposition method on the weights to further reduce the number of parameters in LMAM. As a result, LMAM offers a lightweight model while avoiding overfitting problems caused by a large number of parameters. Moreover, LMAM is able to fully exploit the intra-modal emotional contextual information within each modality and integrates complementary emotional semantic information across modalities by computing and fusing similarities of intra-modal and inter-modal features simultaneously. Experimental results verify the superiority of LMAM compared with other popular cross-modal fusion methods on the premise of being more lightweight. Also, LMAM can be embedded into any existing state-of-the-art CER methods in a plug-and-play manner, and can be applied to other multi-modal recognition tasks, e.g., session recommendation and humour detection, demonstrating its remarkable generalization ability. Although several surveys on Neural Combinatorial Optimization (NCO) solvers specifically designed to solve Vehicle Routing Problems (VRPs) have been conducted, they did not cover the state-of-the-art (SOTA) NCO solvers emerged recently. More importantly, to establish a comprehensive and up-to-date taxonomy of NCO solvers, we systematically review relevant publications and preprints, categorizing them into four distinct types, namely Learning to Construct, Learning to Improve, Learning to Predict-Once, and Learning to Predict-Multiplicity solvers. Subsequently, we present the inadequacies of the SOTA solvers, including poor generalization, incapability to solve large-scale VRPs, inability to address most types of VRP variants simultaneously, and difficulty in comparing these NCO solvers with the conventional Operations Research algorithms. Simultaneously, we discuss on-going efforts, identify open inadequacies, as well as propose promising and viable directions to overcome these inadequacies. Notably, existing efforts focus on only one or two of these inadequacies, with none attempting to address all of them concurrently. In addition, we compare the performance of representative NCO solvers from the Reinforcement, Supervised, and Unsupervised Learning paradigms across VRPs of varying scales. Finally, following the proposed taxonomy, we provide an accompanying web page as a live repository for NCO solvers. Diffusion models are initially designed for image generation. Recent research shows that the internal signals within their backbones, named activations, can also serve as dense features for various discriminative tasks such as semantic segmentation. Given numerous activations, selecting a small yet effective subset poses a fundamental problem. To this end, the early study of this field performs a large-scale quantitative comparison of the discriminative ability of the activations. However, we find that many potential activations have not been evaluated, such as the queries and keys used to compute attention scores. Moreover, recent advancements in diffusion architectures bring many new activations, such as those within embedded ViT modules. Both combined, activation selection remains unresolved but overlooked. To tackle this issue, this paper takes a further step with a much broader range of activations evaluated. Considering the significant increase in activations, a full-scale quantitative comparison is no longer operational. Instead, we seek to understand the properties of these activations, such that the activations that are clearly inferior can be filtered out in advance via simple qualitative evaluation. After careful analysis, we discover three properties universal among diffusion models, enabling this study to go beyond specific models. On top of this, we present effective feature selection solutions for several popular diffusion models. Finally, the experiments across multiple discriminative tasks validate the superiority of our method over the SOTA competitors. The low-altitude economy (LAE), as a new economic paradigm, plays an indispensable role in cargo transportation, healthcare, infrastructure inspection, and especially post-disaster communication. Specifically, unmanned aerial vehicles (UAVs), as one of the core technologies of the LAE, can be deployed to provide communication coverage, facilitate data collection, and relay data for trapped users, thereby significantly enhancing the efficiency of post-disaster response efforts. However, conventional UAV self-organizing networks exhibit low reliability in long-range cases due to their limited onboard energy and transmit ability. Therefore, in this paper, we design an efficient and robust UAV-swarm enabled collaborative self-organizing network to facilitate post-disaster communications. Specifically, a ground device transmits data to UAV swarms, which then use collaborative beamforming (CB) technique to form virtual antenna arrays and relay the data to a remote access point (AP) efficiently. Then, we formulate a rescue-oriented post-disaster transmission rate maximization optimization problem (RPTRMOP), aimed at maximizing the transmission rate of the whole network. Given the challenges of solving the formulated RPTRMOP by using traditional algorithms, we propose a two-stage optimization approach to address it. In the first stage, the optimal traffic routing and the theoretical upper bound on the transmission rate of the network are derived. In the second stage, we transform the formulated RPTRMOP into a variant named V-RPTRMOP based on the obtained optimal traffic routing, aimed at rendering the actual transmission rate closely approaches its theoretical upper bound by optimizing the excitation current weight and the placement of each participating UAV via a diffusion model-enabled particle swarm optimization (DM-PSO) algorithm. With the rapid development of artificial intelligence and semantic networks, knowledge graphs have received extensive attention in various application domains. As a domain knowledge graph, a genealogical knowledge graph has significant research value in the family blood, family culture, and medical genetic analysis. However, as the identical relationship often has different names and complex relationships such as divorce, remarriage, and polygamy, the reasoning based on the genealogical knowledge graph is a challenging task. In response to this problem, we propose a scheme for kinship reasoning in the genealogical knowledge graph. First, based on real genealogical revision experiences, a character ontology framework in the genealogical knowledge graph is defined, and basic kinship reasoning rules are designed. Then, given different definitions of kinship in different surnames, the solution of custom reasoning rules is integrated into the reasoning framework. In addition, aiming at complex relationships in family trees, such as multiple generations of ancestors and multiple wives, a series of inference optimization methods are proposed. Finally, we implement this scheme in the Huapu system, and the experimental results conducted on a real genealogical dataset demonstrate the effectiveness and practicality of our proposed scheme.

Many daily applications are generating massive amount of data in the form of stream at an ever higher speed, such as medical data, clicking stream, internet record and banking transaction, etc. In contrast to the traditional static data, data streams are of some inherent properties, to name a few, infinite length, concept drift, multiple labels and concept evolution. Among all the data mining tasks, classification is one of the basic topics in data stream mining and has gained more and more attentions among different research communities. Extreme Learning Machine (ELM) has drawn much interests in data classification due to its high efficiency, universal approximation capability, generalization ability, and simplicity, which have greatly inspired the development of many ELM-based algorithms and their applications during the past decades. In this paper, we mainly provide a comprehensive review on ELM theoretical research and its variants in data stream classification, and categorize these algorithms from different perspectives. Firstly, we briefly introduce the basic principles of ELM and its characteristics. Secondly, we give an overview of different ELM variants to address the particular issues of data stream classification. Thirdly, we present an overview of different strategies to optimize the ELM, which have further improved the stability, accuracy and generalization ability of ELM, and briefly introduce some practical applications of ELM in data stream classification. Finally, we conduct several groups of experiments to compare the performance of ELM based models addressing the focused issues. Also, the open issues and prospects of ELM models used for stream classification are discussed, which are worthwhile to be further studied in the future. © 2022

A Survey on Fairness in Large Language Models

Large Language Models (LLMs) have shown powerful performance and development prospects and are widely deployed in the real world. However, LLMs can capture social biases from unprocessed training data and propagate the biases to downstream tasks. Unfair LLM systems have undesirable social impacts and potential harms. In this paper, we provide a comprehensive review of related research on fairness in LLMs. Considering the influence of parameter magnitude and training paradigm on research strategy, we divide existing fairness research into oriented to medium-sized LLMs under pre-training and fine-tuning paradigms and oriented to large-sized LLMs under prompting paradigms. First, for medium-sized LLMs, we introduce evaluation metrics and debiasing methods from the perspectives of intrinsic bias and extrinsic bias, respectively. Then, for large-sized LLMs, we introduce recent fairness research, including fairness evaluation, reasons for bias, and debiasing methods.
