A large amount of data streams in the form of texts and images has been emerging in many real-world applications. These data streams often present the characteristics such as multi-labels, label missing and new class emerging, which makes the existing data stream classification algorithm face the challenges in precision space and time performance. This is because, on the one hand, it is known that data stream classification algorithms are mostly trained on all labeled single-class data, while there are a large amount of unlabeled data and few labeled data due to it is difficult to obtain labels in the real world. On the other hand, many of existing multi-label data stream classification algorithms mostly focused on the classification with all labeled data and without emerging new classes, and there are few semi-supervised methods. Therefore, this paper proposes a semi-supervised ensemble classification algorithm for multi-label data streams based on co-training. Firstly, the algorithm uses the sliding window mechanism to partition the data stream into data chunks. On the former w data chucks, the multi-label semi-supervised classification algorithm COINS based on co-training is used to training a base classifier on each chunk, and then an ensemble model with w COINS classifiers is generated ensemble model to adapt to the environment of data stream with a large number of unlabeled data. Meanwhile, a new class emerging detection mechanism is introduced, and the w+1 data chunk is predicted by the ensemble model to detect whether there is a new class emerging. When a new label is detected, the classifier is retrained on the current data chunk, and the ensemble model is updated. Finally, experimental results on five real data sets show that: as compared with the classical algorithms, the proposed approach can improve the classification accuracy of multi-label data streams with a large number of missing labels and new labels emerging.

This paper introduces China's New Third Board Market(the NTB market) and tests the market-making system in the role of improving market liquidity. The NTB Market is the main part of China's OTC market, established in 2006. In comparing with China's Main Board Market and the Second Board Market, it attracts a lot of start-up companies that need financing with less strict listing requirements. Meanwhile, it is full of opportunities and challenges that appeal to numerous securities traders and investors with the rapid development momentum. Since its establishment, the NTB Market has been stuck in the lack of liquidity. The authority of the NTB Market introduced market maker system, so as to solve the problem of liquidity. Using the difference-in-difference method(DID method), the market maker system has been proved to make little contribution to improving the stock liquidity. China and India are two major contributors to the growth of global energy demand. As energy is one central part of the geopolitics, the energy security for both countries get complicated by the political environment. The paper investigates the positions of China and India in the trading relationships with different regions of the world. The paper also examines recent events that affect the energy security of China and India. The conclusion is that during the past decade, China and India have diversified sources of energy, especially from the Middle East, though China demonstrates a higher level of diversification and occupies a less passive position in its trading relationships. Shale revolution, the US energy sanctions on Iran and Venezuela and the US-Chinese trade conflicts, can bring China, India and Russia closer to each other due to the shrinking market influence of Russia in Europe and the needs of India and China to further diversify import sources so that energy supplies will not be disrupted by political chaos.

Pointer meters in power systems are wildly used. Although smart meters gradually replace pointer meters to conveniently acquire measurement, digitalization of some special meters have not been available. The paper presents a new method based on machine vision to detect pointer meter reading automatically. Two phases of training and testing are proposed in this method. In the training phase, a template of meter feature points on a training image is extracted. In the testing phase, the template matching performs on a testing image to find feature points. Then, an elliptic arc fitting based on the feature points to generate a 1-D signal. Finally, the 1-D signal is used to locate the pointer and the reading result is obtained. Differing with existing methods, the proposed method performs effectively and efficiently automatic meter reading without using Hough transformation.
