The license plate location technique is an important image processing step in license plate recognitionsystem. Vehicle license plates are distinguished from backgrounds using features proposed in existing literatures. However, the effect of location is quite affected by feature selection. In this paper, we propose a method of precise license plate location fusing salient features. The method is mainly divided into three steps. First, candidate license plate regions are detected using improved Harris corner feature with much less time than traditional method. Then, candidates are sifted to only retain license plates based on two salient features named color combination and mean difference which are first proposed in this paper. Finally, the license plates are located precisely according to the projection feature. In experiment, the proposed algorithm was tested with 1942 real images captured in different environment and the license plates are successfully located as 97.6% in average with only 109ms. The experiment results demonstrates the effectiveness and efficient of our algorithm.

Density estimation via Gaussian mixture modeling has been successfully applied to image segmentation, speech processing and other fields relevant to clustering analysis and Probability density function (PDF) modeling. Finite Gaussian mixture model is usually used in practice and the selection of number of mixture components is a significant problem in its application. For example, in image segmentation, it is the donation of the number of segmentation regions. The determination of the optimal model order therefore is a problem that achieves widely attention. This paper proposes a degenerating model algorithm that could simultaneously select the optimal number of mixture components and estimate the parameters for Gaussian mixture model. Unlike traditional model order selection method, it does not need to select the optimal number of components from a set of candidate models. Based on the investigation on the property of the elliptically contoured distributions of generalized multivariate analysis, it select the correct model order in a different way that needs less operation times and less sensitive to the initial value of EM. The experimental results show the effectiveness of the algorithm.

The study of the second order motion in biological vision is a new source of inspiration for algorithms and research directions in computer vision. In this paper, the second order motion can be divided into three typical group according to the modulation types: spatial modulate motion, temporal modulate motion and spatio-temporal modulate motion. Experiments are conducted on the first order motion perception based on correlation model and the second order motion perception by correlation model preceded with a nonlinear process called texture grabber. The computational results are consistent with the previous suggestion that the second order motions are processed by nonlinear system.
