Nowadays, more and more large IT projects need to unit several entities to accomplish together, which forms project-oriented and geographically distributed virtual organizations and leads to new distributed risks. This article first gives a definition of the distributed IT projects (DITPs), then based on the literature, studies the risk characteristics, risk scope, risk factors of DITPs, and finally studies the developing process of the DITPs and gives a risk management process of iterative and incremental agile development of the whole lifecycle of the DITPs from a few respects such as the set of an organization goal of win-win, the project development of grading iteration and increment, the introduction supervisory mechanism of a third party, and the establishment of study mechanism of risk management. ©2011 IEEE.

Dynamic feed-in tariff pricing model of distributed photovoltaic generation in China

Because China’s long-term constant photovoltaic (PV) feed-in tariff policy has not been able to adapt to the decline in the cost of PV equipment, and too broad regional pricing will hinder the development of distributed photovoltaic generation (DPVG) to some extent. Therefore, this paper will re-evaluate China’s solar resource endowments into five regions, and based on the accounting cost method, combine the learning curve of PV equipment to accurately measure the dynamic unit generation cost of distributed PV. In addition, considering the reasonable returns to investors and tax factors, this study has obtained a dynamic feed-in tariff model for DPVG. A case study based on the model shows that the results of feed-in tariff is reasonable and effective, and the government should adjust the feed-in tariff more frequently according to the feed-in tariff pricing model in this study.

Distance and similarity measures have recently been investigated in-depth within the context of hesitant fuzzy sets. By analyzing the existing studies concerning distance measures for hesitant fuzzy sets, we find that they have some limitations. To address the flaws, this study develops some novel distance measures for hesitant fuzzy sets, including the normalized Euclidean distance measure, the Hausdorff metric distance measure, the normalized generalized distance measure, and their corresponding weighted distance measures. The proposals of this study not only hold many ideal characteristics but also do not consider the lengths of hesitant fuzzy elements as well as the arrangement of their possible values. To deal with the situations where both of the universe of discourse and the weight of element are continuous, some continuous hesitant fuzzy distance measures are also investigated. Based on the relationship between distance measure and similarity measure, some novel similarity measures for hesitant fuzzy sets can be further deduced from the proposed distance measures. Finally, two numerical examples are given to demonstrate the applicability and validity of the proposed hesitant fuzzy distance measures. © 2018 - IOS Press and the authors. All rights reserved.

This paper proposes a method which uses RDF to express resources, tags and users of Folksonomy and allows users to assign tags freely by achieving the storage and query of RDF data. It provides a means for completely open and sharing of information between users. And it is also applied in the manufacture enterprises' website that it widens the application range of folksonomy. The method can not only improve the degree of users' participation, but also realize the efficient management of mass data and the quick query of Information.

With the rapid development of distributed generation, peer-to-peer (P2P) electricity trading between microgrids in blockchain environment has become one of the indispensable ways to consume the local renewable energy. The existing credit management for P2P electricity trading generally realized through the smart contract of penalty, which cannot show the risk identification and risk aversion behaviors of each microgrid. Therefore, this study proposes a newly credit management mechanism to reduce the defaults, which achieves credit-based risk control optimization and credit-based continuous double auctions. In the first stage, microgrids make robust control optimize to submit a trading strategy that follows contracts as far as possible. In the second stage, which realizes rewards and penalties through credit-based equivalent price conversion. The experimental results show that the proposed credit management mechanism can improve microgrids' interests and ensure fair environment.

The paper develops a simple method of dynamic gesture recognition based on the Kinect which is a new sensor from Microsoft in the environment of VS2010 combining Kinect for Windows SDK *** sensors can track human bodies within their effective scope in real-time and obtain the depth of the corresponding information and bones at the same ***,we separated each dynamic hand gesture to be a combination of several micro-gestures which were from predefined eight micro-gestures with eight different *** Dynamic Time Warping algorithm was adopted to find the most similar template gesture,then the system realized corresponding control instruction of the matched template gesture,and consequently,we can achieve somatosensory interaction by recognizing dynamic hand gestures,and the total recognition rate isn't less than 90%.

Similarity of intuitionistic fuzzy sets(IFSs) is an important tool for determining the similarity degree between two objects,which is often used in the fields of pattern recognition,medical diagnosis and so *** many intuitionistic fuzzy similarity measurement(IFSM) methods have been proposed,those methods ignore the effect of the hesitancy part's orientation on similarity degree,which causes partial information loss and reduces the reasoning *** this paper,an improved IFSM method considering the orientation of hesitancy part on membership part,non-membership part and hesitancy part,is established by introducing the protection degrees of membership,non-membership and ***,this method is applied to pattern recognition problems to demonstrate the effectiveness and applicability of the proposed method.

Periodic replenishment inventory models are widely used in practice, especially for inventory systems in which many different goods are purchased from the same supplier. However, most of periodic replenishment inventory models have assumed a fixed length of the replenishment periods. In practice, it is possible that the replenishment periods are of a stochastic length. This paper presents an inventory control model for deteriorating items in the case of random replenishment intervals and stock-dependent selling rate. The replenishment interval is assumed to obey from two different distributions, namely, exponential and uniform distributions. Also, shortages are allowed in the term of partial backordering. For this model, we provide the necessary and sufficient conditions of the existence and uniqueness of the optimal solutions and a procedure is also developed to determine the optimal solution for the proposed models. At last, numerical example is shown to illuminate the presented model.

An important figure-of-merit for battery energy storage systems (BESSs) is their battery life, which is measured by the state of health (SOH). In this study, we propose a two-stage model to optimize the charging and discharging process of BESS in an industrial park microgrid (IPM). The first stage is used to optimize the charging and discharging time and the corresponding amount of the charging and discharging energy from the BESS, in which the SOH is considered. Subsequently, all battery packs need to be coordinated to ensure a reasonable BESS operation. In order to prolong the service life of the BESS, the second stage of the model allocates the charging and discharging of all battery packs on the basis of the first stage scheduling results. The proposed loss-calculation method is used to calculate the battery pack loss and then to calculate the SOHs of battery packs. It can be seen from the simulation results that the scheduling results considering the SOH are more realistic. Furthermore, the proposed charging and discharging allocation strategy can effectively coordinate the SOH change of all battery packs without causing a significant increase in the battery pack loss of the battery packs.

The role of constraint energy-saving policy(ESP) playing in the coordinated development of energy conservation, emission reduction, and economic growth is of great significance to the country's sustainable progress. Applying a non-radial and non-oriented DEA model incorporating innovation output and multiple undesirable outputs, this paper measures the green production performance(GPP) of China's industrial sectors from 2002 to 2015. And then the effect of implementing energy-saving policy on GPP is investigated through Quasi-difference-in-differences(Quasi-DID) method. The results show that China's industrial GPP rises during 2002-2004 and then declines with fluctuations. Technology change(TC) is the dominant driver. Energy-saving policy positively affects industrial GPP in general yet further dynamic analysis reveals that such a positive effect remains unstable and finally manifests a reverse impact at the end of every five-year-plan period. Therefore, China should properly introduce market mechanisms, formulate comprehensive policy mix strategies to balance sustainable improvement of industrial economy and ecological environment.
