Non Conventional Instrument Transformer (NCIT) and IEC 61850 are crucial technologies in digital substations. But they bring some new uncertainties to protection IEDs, especially the time synchronization issue in current differential protection. The paper analyzes the time delay of transferring sampled values from NCIT to current differential relay in NCIT and IEC61850 based digital substation, then finds out the delay-non-deterministic problem, at last presents a novel current differential protection scheme by using Phase-Locked Loops (PLL ) technology.

This note concerns the delay-dependent robust stability analysis for uncertain singular time-delay systems. The parameter uncertainty is assumed to be norm-bounded and possibly time-varying, while the time delay considered here is assumed to be constant but unknown. By using a new Lyapunov-krasovskii functional which splits the whole delay interval into two subintervals and defines a different energy function on each subinterval, some delay-dependent conditions are presented for the singular time-delay system to be regular, impulse free and robustly stable. The obtained delay-dependent criteria are effective and less conservative than previous ones, which are illustrated by numerical examples.

This note is concerned with the absolute stability analysis for time-delay Lurie controlsystems with nonlinearity located in an infinite sector and finite one. By using a new Lyapunov-Krasovskii functional that splits the whole delay interval into two subintervals and defines a different energy function on each subinterval and introducing some free-weighting matrices, some new delay-dependent robustly absolute stability criteria are presented in terms of strict linear matrix inequalities (LMIs). The obtained delay-dependent criteria are less conservative than previous ones, as are illustrated by numerical examples.

In this paper, we present a pedestrian detection approach using spatial histograms of oriented gradients feature. As spatial histograms of oriented gradients consist of marginal distributions of an image over local and global patches, they can preserve shape and contour of a pedestrian simultaneously. There are two main contributions in this paper. First of all, we expand the histograms of oriented gradients features from single-size to variable-size which can capture local and global feature of pedestrian automatically. We call theses feature as the "spatial histograms of oriented gradients". Secondly, we employ histogram similarity and Fisher criterion to measure discriminability of features and select some discriminative features to identify the pedestrian. SVM classifier is constructed to train the selected features from target and surrounding background. The proposed algorithm is tested on some public database. Experimental results show that the proposed approach is efficient and rapid in pedestrian detection.

Since traditional methods was limited in terms of accuracy of the solutions and the processing time required when dealing with large-scale complex fault tree (CFT), a new method for CFT analysis based on Binary Decision Diagram (BDD) was introduced in this paper. Firstly, FT was decomposed by the proposed rule, Share-node CBDD connection rules were proposed to reduce the size of the intermediate BDD. Furthermore route-based BDD reduction rule was proposed and proved, with which intermediate BDD was reduction. The route sequence and cut sets can be gotten at the same time of BDD composition for FT analysis. processing time and computational & storage complexity is greatly reduced by the proposed method. Finally, with an example the procedure of the proposed method is presented. The affectivity and practicability is also proved.

A bandgap voltage reference has been proposed. We have provided improvements on speed, noise, temperature operating range issues compared with traditional bandgap reference design. Validity and accuracy of this scheme are verified by TSMC process-design-kit-based simulations. Simulation results proved that this circuit can work at 1.5-1.8 V supply with power consumption less than 0.5 mW, output reference voltage is 1.25 V, temperature coefficient is less than 1.8 × 10-5°C and PSRR is -110 dB at DC. This circuit can be widely applied to portable electronic design.
