News articles often reflect an opinion or point of view, with certain topics evoking more diverse opinions than others. For analyzing and better understanding public discourses, identifying such contested topics constitutes an interesting research question. In this paper, we describe an approach that combines NLP techniques and background knowledge from DBpedia for finding disputed topics in news sites. To identify these topics, we annotate each article with DBpedia concepts, extract their categories, and compute a sentiment score in order to identify those categories revealing significant deviations in polarity across different media. We illustrate our approach in a qualitative evaluation on a sample of six popular British and American news sites. Copyright © 2014 for the individual papers by the papers' authors.

In this paper, we discuss the development of a hybrid multistrategy book recommendation system using Linked Open data. Our approach builds on training individual base recommenders and using global popularity scores as generic recommenders. The results of the individual recommenders are combined using stacking regression and rank aggregation. We show that this approach delivers very good results in different recommendation settings and also allows for incorporating diversity of recommendations. © Springer International Publishing Switzerland 2014.

In management systems, the focus is moving from managing the Quality of Service (QoS) of end-user service sessions to managing their Quality of Experience (QOE). To do this, the user experience and context of those sessions much be modelled, analysed, and optimised to ensure end user experience matches expectations as closely as possible. In this thesis, we introduce the Aesop approach, which uses semantic-based techniques to autonomically optimize end-user service delivery. The Aesop knowledge base models the end-user service management domain in a manner that is aware of the temporal properties of concepts. The autonomic Aesop Engine runs efficient semantic algorithms that implement the MAPE functions using those temporal properties to operate on small partitioned subsets of the knowledge base. The effectiveness and performance of the Aesop approach was evaluated on a HAN test bed. A significant improvement was observed on the compliance levels of high priority sessions in all experimental scenarios, with compliance levels more than doubled in some cases. A case study demonstrated that Aesop was also applicable in the Mobile Broadband Access domain.

In order to evaluate the efficacy of new research approaches as well as existing systems for management of end user service sessions, it is necessary to set up controlled sessions in a realistic, measurable, and repeatable manner. While service delivery clients support automation of end user sessions and expose mechanisms for retrieval of end user service experience and context, there is no single manner for collection of service experience and context measurements, or for collation and delivery of those measurements to a management system. The Service Experience and Context COllection (SECCO) framework was developed to fulfil three roles. Firstly, it allows end user service sessions to be run in a controlled manner. Secondly, it records end user service experience and context for running sessions. Thirdly, it compiles terminal reports for end user sessions and forwards them to Aesop for processing. This paper outlines the design and implementation of SECCO and describes three separate cases where SECCO was applied.

EDITOR'S SUMMARY Ontology engineering encompasses the method, tools and techniques used to develop ontologies. Without requiring ontologies, linked data is driving a paradigm shift, bringing benefits and drawbacks to the publishing world. Ontologies may be heavyweight, supporting deep understanding of a domain, or lightweight, suited to simple classification of concepts and more adaptable for linked data. They also vary in domain specificity, usability and reusabilty. Hybrid vocabularies drawing elements from diverse sources often suffer from internally incompatible semantics. To serve linked data purposes, ontology engineering teams require a range of skills in philosophy, computer science, web development, librarianship and domain expertise.

Background: The sustainable development goals (SDGs) aim to end HIV/AIDS as a public health threat by 2030. Understanding the current state of the HIV epidemic and its change over time is essential to this effort. This study assesses the current sex-specific HIV burden in 204 countries and territories and measures progress in the control of the epidemic. Methods: To estimate age-specific and sex-specific trends in 48 of 204 countries, we extended the Estimation and Projection Package Age-Sex Model to also implement the spectrum paediatric model. We used this model in cases where age and sex specific HIV-seroprevalence surveys and antenatal care-clinic sentinel surveillance data were available. For the remaining 156 of 204 locations, we developed a cohort-incidence bias adjustment to derive incidence as a function of cause-of-death data from vital registration systems. The incidence was input to a custom Spectrum model. To assess progress, we measured the percentage change in incident cases and deaths between 2010 and 2019 (threshold >75% decline), the ratio of incident cases to number of people living with HIV (incidence-to-prevalence ratio threshold <0·03), and the ratio of incident cases to deaths (incidence-to-mortality ratio threshold <1·0). Findings: In 2019, there were 36·8 million (95% uncertainty interval [UI] 35·1–38·9) people living with HIV worldwide. There were 0·84 males (95% UI 0·78–0·91) per female living with HIV in 2019, 0·99 male infections (0·91–1·10) for every female infection, and 1·02 male deaths (0·95–1·10) per female death. Global progress in incident cases and deaths between 2010 and 2019 was driven by sub-Saharan Africa (with a 28·52% decrease in incident cases, 95% UI 19·58–35·43, and a 39·66% decrease in deaths, 36·49–42·36). Elsewhere, the incidence remained stable or increased, whereas deaths generally decreased. The number of digital collections in the cultural heritage domain is increasing year on year. Improved quality of access to cultural collections, especially those collections which are not exhibited physically is a key objective of the digitisation process. Despite some successes in this area, many digitised collections struggle to attract users or to maintain their interest over a prolonged period. One of the key reasons for this is that users of these archives vary in expertise (from professional researchers to school children) and have different tasks and goals that they are trying to accomplish. This paper describes CULTURA, an FP7 funded project that is addressing this specific issue through its four-phase personalisation approach and accompanying suite of services. By employing such personalisation techniques, CULTURA is helping the exploration of, linking to, and collaboration around cultural heritage collections.

In ubiquitous and social web applications, there are different user traces, for example, produced explicitly by "tweeting" via twitter or implicitly, when the corresponding activities are logged within the application's internal databases and log files. Each set of user interactions can then be mapped to a network, with links between users according to their observed interactions. In this paper, we analyze correlations between different interaction networks. We collect for every user certain external properties which are independent of the given network structure. Based on these properties, we then calculate semantically grounded reference relations among users and present a framework for capturing semantics of user relations.
