Over the years competence-based approaches in the field of formal and non-formal education are becoming more common and appear to offer the opportunity to develop flexible e-training programs that bare the potential to meet lifelong learning needs. For corporate training a competence-based approach may help in identifying competence gaps towards designing competence development programmes for improving employees' performance. In order to provide competence based training, a clear description of competences is needed. However, different organizations may define the same competences in different ways due to different organizational processes. Thus, enabling technologies and infrastructures for facilitating the synchronization for the creation of commonly identifiable competence descriptions are required. In this paper, we argue that the use of web-based observatories as enabling technology for common description of competences can serve this purpose, and we present the TenC Competence Observatory demonstrating the potential of this approach.

While the educational added-value of m-learning is under investigation, technological efforts are much needed to align m-learning technologies with the current state-of-the-art specifications in TeL. Within this context, in this paper, we present initial evaluation results from the use of the SMILE PDA learning design player, an open source software implementation for executing IMS learning design activities via mobile devices.

In this paper, we discuss how the learning object paradigm can be exploited to support Web-based learning communities and on-line communities of practice, as a mean to enhance the services already provided by educational portals (EP). It is claimed that this can be achieved by motivating the active interaction of community members with the EPs' resources and at the same time allowing the dynamic update the available resources taking into account the community's collective knowledge on the real use of the resources. To this end, we present the ASK-eEDCOM, a Web-based environment for the empowerment of on-line educational communities.

During the past years the design and development of web-based educational systems for special groups of learner has attracted the attention of technology-enhanced learning community. However, although a number of e-training systems are designed to meet accessibility needs and preferences for those groups, most of them anticipate special-purpose training material and keep their training activities local to the system. Such approaches do not facilitate their users (both learners and their tutors) in accessing other digital educational resources widely available in web repositories, and they do not support the sharing of best training practices among the communities of practitioners and organizations. Within this context, in this paper we present the e-Access II Project which targets in providing tools and services that facilitate the design and production of appropriately designed accessible e-Training Resources, Activities and Courses that bare the potential to be inter-exchanged between different e-Training Platforms and Programmes.

In the context of technology enhanced learning, digital educational resources are widely used for supporting a wide range of educational activities. Thus, organizing, managing, offering and accessing these resources over the web have been a key issue for our community. Emerging Web 2.0 applications and user attitudes and, especially, the user participation in content generation has increased the amount of user generated educational resources on the web. As a result, the issue of the social tagging of these resources, beyond pre-defined metadata schemas, has been raised. In this paper we discuss the issues related to social tagging as a means for describing digital educational resources and present ASK learning objects social tagging 2.0 (ASK-LOST 2.0) a Web-based tool that can be used for social tagging digital educational resource of various types.

The need for e-learning systems that support a diverse set of pedagogical requirements has been identified as an important issue in Web-based education. Until now, significant R&D effort has been devoted aiming towards Web-based educational systems tailored to specific pedagogical approaches. The main drawback of those systems is that they are closed, self-contained systems that cannot interexchange either educational content or activities. On the other hand, several learning management systems already exist delivering Web-based courses with limited pedagogical flexibility, but are able to share/exchange learning content in the form of learning objects. The most advanced of them are based on the IEEE Learning technology systems Architecture and use standardized content structuring based on the ADL shamble content object reference model. However, sharing of learning activities among different LMSs still remains an open issue. The open question is how learning management systems should be designed in order to enable sharing and reusing of learning activities. In this paper we first examine the limitations of the current state-of-the-art Web-based learning systems and authoring tools and investigate the use of the IMS learning design specification as a mean to address those limitations. Then, we propose a high-level architecture of an authoring system and runtime engine that utilizes the IMS learning design and at the same time keeps conformance with the SCORM reference model to provide the means for designing activity-based Web-based educational systems.

The need for providing learners with Web-based learning content that match their accessibility needs and preferences, as well as providing ways to match learning content to user's devices has been identified as an important issue in accessible educational hypermedia literature. Several initiatives already exist trying to provide accessible Web-based learning environments addressing a broad range of access needs and requirements. However, the design and development of Web-based learning environments for people with special abilities has been addressed so far by the development of hypermedia and multimedia based educational content that is specially designed for the user targeted group, as well as the use of dedicated infrastructure supporting the delivery of learning content. Such approaches not only prevent their user groups (learners and their tutors) from accessing other available resources, but also keep them dependent from the specific e-learning platform, since the supported hypermedia content and learning scenarios are a-priori designed for the targeted user group. In this paper we address the need for an architectural definition of a Web-based learning system that satisfies the design steps and requirements identified following the current state-of-the-art accessibility approaches and techniques.

Competence-based approaches in the field of formal or non-formal education and training are becoming more common and appear to offer the opportunity to develop programmes that meet needs of learners, trainers and potential employers. To support the provision of competence-based learning services, it is necessary to maintain a record of an individual's competences in a persistent and standard way. In this paper, we investigate the problem of defining a common metadata model for the description of competencies based on the application of the current state-of-the-art specification (namely, the IMS RDCEO) in describing competencies, in a real case study, that is, the EuroPass Language Passport. To this end, we identify four open issues on the description capabilities of the IMS RDCEO specification, and propose possible extensions to its information model, demonstrating their application in practice
