There has been significant interest in the design of a digital television system for terrestrial HDTV broadcasting. The authors discuss various issues related to the design of a HDTV system. They examine the design of a video compression system for the efficient delivery of digital television signals. A number of considerations that arise when designing the video compression system are discussed, and a sample system which meets most of these requirements is presented. It is shown that the video compression principles and system issues can be integrated into a framework for designing a high-performance digital HDTV system.< >

A neural network architecture is proposed and applied in classification of remote sensing/geographic data from multiple sources. The architecture is called the parallel consensual neural network, and its relation to hierarchical and ensemble neural networks is discussed. The parallel consensual neural network architecture is based on statistical consensus theory. The input data are transformed several times. The different transformed data are applied as if they were independent inputs, and are classified using stage neural networks. The outputs from the stage networks are weighted and combined to make a decision. Experimental results based on remote sensing data and geographic data are given. The performance of the consensual neural network architecture is compared to that of a two-layer (one hidden layer) conjugate-gradient backpropagation neural network. The results compare favorably in terms of classification accuracy to the backpropagation method.< >

A method for deriving the distribution of relative round off error in addition of two binary floating-point numbers is introduced. The distribution is needed in the calculation of variance of the relative roundoff error in floating-point addition. The resulting distribution depends on the statistics of the addends and the rounding strategy chosen. As an example, the distribution is derived for the addition of two uncorrelated numbers from Gaussian distribution. The result was verified by simulation.< >

Three recent developments suggest cost-beneficial approaches to communications for Advanced Traveler Information Systems (ATIS): 1) the use of FM subcarrier for efficient paging-type (digital) one-way broadcast, along with the upcoming introduction of Radio Data System (RDS) vehicle receivers, 2) the rapidly growing use of RF "tags" for automatic tolling, which have recently been upgraded for discrete zone two-way communication, and 3) the "signalprocessing gain" and "demand access" capability of spread-spectrum-type coding, which together make event-driven communications more feasible and cost-beneficial. An architecture concept exploiting these thrusts is outlined in terms of a "baseline" and a higher level ATIS. The baseline emphasizes basic traffic exception and safety messages and supports higher level (optional) services such as navigators and invehicle route guidance computers. The baseline portion emphasizes minimum cost;overall the level-of-service choices of both the consumer and the traffic manager are maximized.

A criterion for the absence of zero-input limit cycles in recursive digital filter structures that can be implemented with a single quantizer in the recursive loop is presented. The criterion can be applied with a rounding or with a magnitude truncation quantizer and accounts for the use of error feedback as well. Additionally, a criterion for the elimination of constant-input limit cycles is formulated. The criteria are applied to several well-known filter structures. Since most of the structures have previously been analyzed in a multiquantizer implementation only, new results on their stability properties in the single-quantizer configuration are obtained.< >
