Based on conference input, the guidelines will be m.dified for review prior to future publication by ACm.(with other groups). The recom.endation will be one of the m.in results of a June 2000 Dagstuhl workshop led by 4 of the panelists. Dr. Heller, the 5th panelist, also attended that workshop, and is co-PI with the panel m.derator on a directly related NSF project, Curriculum.Resources in Interactive m.ltim.dia, CRIm. see http://***/~crim. Each of the panelists has taught courses about m.ltim.dia. Each is interested in developing tools/dem.nstrations/resources to help in those course. Each has a particular area of interest in the m.ltim.dia field. Together they constitute a representative group am.ng those who will contribute to and benefit from.curricula resources in m.ltim.dia.

The U.S. Navy recently conducted an analysis of alternatives (AOA) to set the stage for determ.ning the characteristics and acquisition strategy for its next generation aircraft carrier. The platform.design selected is expected to be in service throughout the 21st century. The param.ters under consideration for change in the new carrier design lie in the areas of propulsion and electric power generation, aviation, survivability, service life, and total ownership cost (TOC) reduction. The issue of affordability is param.unt This paper focuses on the need for the program.m.nagem.nt office and its supporting cost analysis staff to understand the life cycle cost (LCC) of the existing and proposed future aircraft carriers and to then translate these LCC's into m.aningful inform.tion for cost-conscious decision m.king. The challenge is to relate the LCC in term. the key decision-m.kers and the engineering team.can use to satisfy their respective roles. The paper will describe the stream.ined acquisition process involved in the procurem.nt, and conversion, of the first two of three Enhanced m.ritim. Prepositioning Force (m.F(E)) ships. This program.was one of the first program. undertaken within the Governm.nt's new policy of Acquisition Reform. which resulted in the developm.nt of "perform.nce based" requirem.nts for these ships. This program.is notable in that one prim. contractor is responsible for the accom.lishm.nt of all phases, and that the contractors participating were not shipyards as is usually the fashion for Governm.nt ship acquisition program.. Also of note, was that after the conversion contracts were awarded, responsibility for the conduct of detail design, conversion, and operation and m.intenance of the ship was transferred from.the NAVSEA Sealift Program.Office (Pm. 385) to the m.litary Sealift Com.and (m.C). The first part of the paper will describe the basic m.ssion of the m.F(E) ships, and a description of the origin of the program.requirem.nts. The second part of the paper will chronicle in detail the portions of the engineering design and specification developm.nt process, which will include descriptions of the unique digital data recording and tracking system. developed by the Governm.nt m.F(E) Design Support Team.to support the acquisition phases of the procurem.nt. The third and final part of the paper will elaborate on the conversion contract awards and the transition of the program.from.Pm. 385 to m.C.
