Among these were the Trident II fire control and navigation systems the BSY-I Anti-Submarine Warfare System and the Navy standard computers (UYK44 and EMSP). He served as manager of the Digital Circuits Engineering Branch and was then appointed as manager of the Automatic Test Equipment (ATE) Technology Division. As manager of the ATE Technology Division he was responsible for the SP-23 Fire Control System Support Project the SP-24 Navigation Project and the Fleet Progressive Maintenance Program (2M/ATE). This Division was responsible for selection and application of electronic product technology and for developing fleet test and repair techniques. He holds a B.S. in Electrical Engineering from the University of Evansville and is currently pursuing a Masters of Public Administration at Indiana University-Purdue University Indianapolis. Dr. Alfred Skolnick:retired from the Navy in 1983 with the rank of captain. He is president of System Science Consultants (SSC) specializing in strategic planning technical program definition technology assessment and engineering analyses on selected matters of national interest. Dr. Skolnick taught mathematics and management sciences at University of Virginia and Marymount University. He is adjunct faculty at Northern Virginia Community College. From 1985 to 1989 he was president of the American Society of Naval Engineers. In the Navy he served at Applied Physics Laboratory/The Johns Hopkins University then aboard USSBoston(CAG-1) and played leading roles in several weapon system developments inertial navigation (Polaris) deep submergence (DSRV) and advanced ship designs (SES). He later was director Combat System Integration Naval Sea Systems Command and head Combat Projects Naval Ship Engineering Center. He is currently a Research Fellow at the Centre for Satellite Research University of Surrey U.K. His research interests include multiple access protocols for VSAT networks voice/data integration in low-bit-rate networks and the use of satellites for the provision of BISDN services. Obtained a B.Sc. in Pure and Applied Physics with Electronics in 1983 and an M.Sc. in Modern Electronics in 1984 from the University of Nottingham U.K. He was a project engineer on the Corporate Data Network for the Central Electricity Generating Board U.K. and then a senior lecturer in communication systems at the University of Greenwich UK. At present he is working on his Ph.D. at the Centre for Satellite Engineering Research (CSER) University of Surrey on the performance of communication systems. Has been Senior Lecturer in the Department of Electrical Engineering University of Surrey since 1984. She is the author (or joint author) of more than 80 research papers. Currently she teaches courses in Telecommunication Networks and Computer Architecture. Her research interests include on-board processing for satellites protocols and performance issues. Received the BSc. and Ph.D. degrees in Electrical Engineering and Microwave Systems from the University of Leeds in 1965/1968. He was British Telecom Lecturer-Reader in Telecommunications Systems at the University of Essex from 1969–1983. In 1983 he was appointed to the Alec Harley Reeves Chair of Information Systems Engineering at the University of Surrey and in 1990 became the first Director of the post-graduate centre for Satellite Engineering Research which houses some 100 researchers. In 1992 he was made a Fellow of the Royal Academy of Engineers in the U.K. and is a Fellow of IEE and a member of IEEE

He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN/Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. From September 1981 to December 1983 he was a graduate teaching assistant with Georgia Tech. Since January 1984 he has been with The Johns Hopkins University Applied Physics Laboratory where he has principally been involved with the development of circular overmoded waveguides and tapered waveguide transitions for use in naval radar systems. Dr. Huting is a member of the Institute of Electrical and Electronics Engineers. Jeffery W. Warren:received a B.S. degree in 1982 and an M.S. degree in 1984 both in electrical engineering from the University of South Carolina. His thesis research evaluated electro-optical measurements of surface charging of insulators in low-frequency fields. He joined The Johns Hopkins University Applied Physics Laboratory in 1984. Mr. Warren's activities include development and testing of electro-optical systems and the development of high-power low-loss overmoded waveguides. He has worked as a system engineer on the Seafire program at NSWCDD on the NATO Anti-air Warfare Program while at FMC Corporation and for the past four years on the Aegis Combat System with SYSCON. Current efforts include performance assessment studies of the Aegis combat system and combat system architecture and connectivity analysis. Mr. Mittura received a B.S. in electrical engineering from Penn State University in 1978 and an M.S. in engineering management from Catholic University of America in 1982. He is a licensed professional engineer with the State of Virginia. Mitchel S. Karp:cofounded K&K Software Engineering Inc. in February 1970. He is currently secretary/treasurer and senior system engineer. His involvement in combat systems began with NTDS in 1963. He has been involved in the Aegis Program since 1968 and has worked in all aspects of combat system development including computer programming tactical analysis software development and management. He has given several seminars on real-time software development and documentation. He currently is working under contracts to NSWCDD in the areas of combat system architecture and connectivity configuration management and documentation. Mr. Karp received a B.S. in engineering physics from Lehigh University in 1958.

He attended Northrop University in Inglewood Calif. where he earned a bachelor of science degree in aircraft maintenance engineering in September 1971. He was selected for Officer Candidate School where he was commissioned an ensign (Aeronautical Maintenance Duty) in August 1972. Cdr. Ciarula has been assigned to VA-37 The AIMD at NAF Kadena Okinawa Japan VXE-6 and the USS Forrestal. He was the wing maintenance for training officer for Air Wing Three at NAS Chase Field in Beeville Tex. and the AIMD officer at NAS Key West Fla. In 1988 Cdr. Ciarula was assigned to the Cruise Missiles Project (PEO-CU) where he was the TASM class desk officer and the director of logistics. While at the Cruise Missiles Project he was awarded his master of science in general administration from Central Michigan University. He is currently assigned to PMA-205 in the Naval Air Systems Command. Vincent F. Neradka:received B.S. and M.S. degrees from the University of Maryland in aerospace engineering in 1964 and 1969 and an MS in technical management from the Johns Hopkins University in 1986. He joined the Johns Hopkins University Applied Physics Laboratory in 1979 working on the Vertical Launching System of the Aegis cruisers. Since that time he has participated in activities on the Phalanx program the SPS-48E radar and long term involvement with the Cruise Missile Program. On the Cruise Missile Program Mr. Neradka has focused on the specification of and testing related to environments. Simulation activities have included modeling of pneumatic systems and NASTRAN dynamic modeling. Mr. Neradka is a registered professional engineer.
