The oil refinery industry has a potential emission reduction by combining its fossil fuel with Renewable Energy usage. One alternative to reduce carbon emissions is the hybrid power system using solar panels for electricity generation. This research will observe the optimum scenario for utilizing a hybrid power system. The research subject is observed refinery facilities that will be built in Indonesia, where the electricity source used formerly comes from fossils. The monitored parameters are Cost of Energy (COE) and carbon emission. optimization involves three scenarios involving basic and hybrid configurations. The basic scenario is the initial configuration of the electricity supply with power source from the generator and PLN (national’s utility). The first scenario is a hybrid power plant utilizing the roofs of existing buildings in the refinery area. The second is a hybrid power plant with a battery to supply electricity at night, at the capacity of renewable energy (RE) of 20% and 40%. Compared to the basic scenario, scenario 1 increases COE by 0.17% and reduces carbon emission at 0.3% compared to the basic scenario. Scenario 2 with 20% and 40% of renewable energy are obtained at COE of 4.7% and 44.3%, while reducing emissions occurred at 38% and 52.7%, respectively. The scenario of a hybrid power system with a 20% renewable energy is the optimal result compared to the other scenarios.

This research has applied an integrated design and development of planning information system, which is been designed using Enterprise Architecture Planning. Frequent discrepancy between planning and realization of the budget that has been made, resulted in ineffective planning, is one of the reason for doing this research. The design using EAP aims to keep development aligned and in line with the strategic direction of the organization. In the practice, EAP is carried out in several stages of the planning initiation, identification and definition of business functions, proceeded with architectural design and EA implementation plan that has been built. In addition to the design of the Enterprise Architecture, this research carried out the implementation, and was tested by several methods of black box and white box. Black box testing method is used to test the fundamental aspects of the software, tested by two kinds of testing, first is using User Acceptance Testing and the second is using software functionality testing. White box testing method is used to test the effectiveness of the code in the software, tested using unit testing. Tests conducted using white box and black box on the integrated planning information system, is declared successful. Success in the software testing can not be ascertained if the software built has not shown any distinction from prior circumstance to the development of this integrated planning information system. For ensuring the success of this system implementation, the authors test consistency between the planning of data and the realization of prior-use of the information system, until after-use information system. This consistency test is done by reducing the time data of the planning and realization time. Cryptography is a science that studies how to keep data or messages safe when sent, from sender to recipient without interference from third parties. This paper presents a comparison of cryptographic algorithms of simetris keys and asymmetric keys. Cryptographic research related journals are collected and analyzed to find the correct comparison of cryptographic algorithms to implement. The results of this study, namely: symmetric and asymmetric keys have differences in the process of encryption and decryption. There are many cryptographic algorithms that can be applied to symmetric and asymmetric keys, but the selection and use of certain algorithms cannot be said to be forever the best because they depend on the circumstances encountered in developing the applied system.

Along with the development of information technology today, the development of information systems is also increasing. Organizations and personal competitions to make an information system. A reliable information system is produced by a team that has the ability to design, design and validate. With the increasing number of students at XYZ College and limited existing building facilities then one of the solutions that will be applied is the development of e-learning system to support teaching and learning activities. One important element in project management is determining the organizational model to be used. The purpose of this study is to determine whether the organization model is effective to manage the e-learning system project in the PT. The research method used is literature study and interviews with key stakeholders, especially leaders of universities. The results show that the effective organizational model for the blended learning information system project is to use functional organizational structure, since functional organization is more appropriate for small to medium scale projects, focusing on the division of tasks based on the function of each part, the difficulty level is low and the limitationof resources.

The purpose of this research is to validate the Critical Success Factors (CSFs) of e-Government implementation in Indonesia. The e-Government initiative conducted only to obey the regulation but ignoring the quality. Defining CSFs will help government agencies to avoid failure of e-Government projects. A survey with the questionnaire was used to validate the item of CSF based on expert judgment through two round of Delphi. The result showed from 67 subjects in instrument tested; there are 11 invalid items deleted and remain only 56 items that had good content validity and internal reliability. Therefore, all 56 CSFs should be adopted by government agencies in Indonesia to support e-Government implementation.

Developing country mostly left behind in adopting e-Government system. Miss-interpretation is assuming e-Government only about the application of technology made fail implementation. It is a whole philosophy that explores a human-citizen centered aspect in organized societies. Further, successful information system determined by user acceptance. Therefore, the evaluation of the performance of e-Government is one of the basic objectives of current government reformation. The research focus is to identify and explore the extent of user acceptance toward e-Government system. The research methodology used in this research is survey based on a questionnaire with TRAM approach and distributed to 230 respondents as customers that had been using e-Government services provided by X institution. The result of the study showed that the personality traits of TR significantly influenced cognitive dimensions of TAM. Through empirical demonstrations indicated that the TRI was said to be antecedents to TAM. The optimism dimension had higher coefficient among others, exhibit the technology users convince that the new technology will improve their productivity, while discomfort had no impact since the users have no doubt or hesitate to use technology.
