The design and implementation of a corporate householding knowledge processor to improve data quality

Advances in corporate householding are needed to address certain categories of data quality problems caused by data misinterpretation. In this paper, we first summarize some of these data quality problems and our more recent results from studying corporate householding applications and knowledge exploration. Then we outline a technical approach to a corporate householding knowledge processor (CHKP) to solve a particularly important type of corporate householding problem-entity aggregation. We illustrate the operation of the CHKP by using a motivational example in account consolidation. Our CHKP design and implementation uses and expands on the COntext INterchange (COIN) technology to manage and process corporate householding knowledge.

In 1995 the National science Foundation (NSF) funded six minority-serving institutions in an effort to develop models for undergraduate science, technology, engineering, and mathematics (STEM) education that would increase the persistence, graduation, and success of all undergraduate STEM students;improve the quality of undergraduate STEM programs;and increase the diversity in STEM professions and graduate programs. The University of Texas at El Paso (UTEP), one of the six funded institutions, is located in the southwest corner of Texas bordering Juarez, Mexico and New Mexico. It primarily serves the predominantly Hispanic population of the region. Developed for all entering students in the College of science and College of engineering, the Circles of Learning for Entering Students (CircLES) program is a comprehensive institutional effort starting with a weeklong STEM summer orientation. CircLES also provides students with discipline-specific student advising and requires students to participate in one to two semesters of science or engineering-oriented learning communities, based on their pre-college preparation in Mathematics and English. This paper describes the design and findings of a five-year longitudinal study of student persistence in STEM since implementation of the program. Findings from the study indicate that students who participate in the program have higher retention rates in STEM, as well as at the University, and increased persistence toward graduation when compared to 1997 baseline rates. Similar results are observed when findings are disaggregated by gender, ethnicity, and level of entering mathematics course.

This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment.

In 2000 he was selected as “Outstanding Alumni for Organizational Contribution” Executive Potential Program Leadership Development Academy USDA Graduate School. He is a retired reserve lieutenant commander commissioned in 1976 from the Rensselaer Polytechnic Institute NROTC program with a bachelors of engineering in nuclear engineering and minor in history and political science. He graduated in 1997 from the Naval War College College of Naval Command and Staff through the Non-Resident Seminar Program. He graduated in 1999 from the USDA Graduate School Leadership Development Academy Executive Potential Program. He is a member of the Defense Leadership and Management Program (DLAMP) 2000 Cohort. He is currently completing a one year rotation in the Office of Technology Transition of the Under Secretary of Defense (Acquisition Technology and Logistics). JOHN E. FLYNN is a captain in the naval reserve and has completed his fourth command tour. He recently served as the battle force operations and engineering leader for PEO Theater Surface Combatants participation in Joint and service wargames exercises and experiments. Previously he was the first head of modeling and simulation in the AEGIS Program Office where he pioneered the use of distributed modeling and simulation. He served at NSWC White Oak as head of the system design and technical direction agent groups for the MK 116 Mod 7 ASW control system. He graduated from Villanova University and was commissioned via NROTC. He served sea duty aboard USS Forrestal (CV-59) and USS Coontz (DDG-40).He has a BS in computer science from the University of Maryland. He graduated with highest distinction from the Naval War College. He completed Old Dominion University's strategic studies graduate program. He is a Catholic University Law School graduate and member of the Maryland Bar.

As the current review of Department of Defense (DOD) structures, capabilities, and plaits are coming to completion and moving into implementation phases, a focus to maintain is the delivery of mission capabilities for the front line warfighters. The mission capabilities packages are supported by the material, and also by the materiel support process, which includes not only the hardware, but more importantly the people, training, maintenance and support, and the doctrine, concepts of operations, tactics, techniques, and procedures for the material. Following an updated discussion on operational engineering, this paper expands the authors' concept of operational engineering, to several applied logistics options and discussions in support of rapid decisive operations. It finishes with an introductory discussion of a logistics commander operational planning tool, which potentially can support and enable generation of rapid decisive operations. This tool could assist combatant commanders and their warfighters to operate inside the decision cycle of opponents on the front lines. Further, the concepts addressed align with the Quadrennial Defense Review 2001 task: to "Provide sufficient mobility, including airlift, sealift, prepositioning, basing infrastructure, alternative points of debarkation, and new logistical concepts of operations, to conduct expeditionary operations in distant theaters against adversaries armed with weapons of mass destruction and other means to deny access to U.S. forces" [emphasis added](QDR 2001).

The design of wholesale electricity markets through deregulation has focused almost exclusively on the development of competitive supply (generation). The demand side of the market has been virtually ignored. Mostly, this is due to the assumption that electricity demand is almost completely inelastic. As a result, deregulated wholesale markets universally fail to pass price signals down to the end-users. This paper challenges the assumption of inelastic demand by exploring the potential benefits of implementing a simple load control scheme. This load control scheme allows consumers to shift demand from high priced hours to low priced hours during the day. The benefits to the individual consumer are explored through an example applied to residential air conditioning using price and demand data from California. This example shows that "smart" use of air conditioning can lead to great savings for residential consumers, without sacrificing comfort. The potential for multiple consumers implementing load control to reduce wholesale prices is also examined.

Work‐zone delay is very costly to the movement of goods and people. It is increasingly problematic for logistics management if the travel time or delay information cannot be estimated in an accurate way. This paper describes a study to investigate the effects of work zones, enhance computer‐based capability to estimate the associated work‐zone delays, assess the interrelationship of significant factors that affect work‐zone delays and develop a user‐friendly tool to assist transportation operations and logistics planning. A computerized information system, called lane‐occupancy‐delay estimation system (LODES), is developed to assess work‐zone delays that may affect short‐ or long‐term logistic activities. The results from trials and their implications are discussed and, finally, areas of further research are proposed.

Toward more effective technology insertions for chemical and biological defense

His previous assignment was Science Advisor at the Navy Warfare Development Command Newport RI. There he led counter-proliferation-related experimentation in the Navy's Fleet battle experiment program. He previously served as Science Advisor at COMUSNAVCENT where he focused on force protection coalition operations Joint air operations and missile defense. He was named Naval Science Advisor of the Year in 1998 and is recipient of the Navy Meritorious Civilian Service Award. PETE NOVICK is Emergency Management and CBR-D Officer for Commander U.S. Naval Forces Japan the regional commander with shore installation management responsibility for Japan and Diego Garcia. Prior to this he was a career Navy surface warfare officer and SECDEF designated joint staff officer with proven subspecialties in naval engineering and politico-military affairs. He retired as a commander in 1995.

The Department of Defense has a relatively well funded chemical and biological defense program, delivering a number of new technologies to the U.S. Navy and other services. However, observations from forward Fleet operations and recent Fleet battle experiments suggest that these technology insertions are not necessarily resulting in improved chemical and biological defense capabilities. It is also apparent that the Department of Defense investments are too heavily focused on past threats versus today's emerging threats. During the Cold War, the focus was on preparing operating forces to operate in a contaminated environment, a material and equipment-intensive mission. As far as fixed sites are concerned (including ships in port and at anchor), today's threat is more likely a terrorist attack, requiring those sites to have a credible first response capability. This paper advocates a more flexible approach to chemical and biological defense by the Department of the Navy, and changes to the Department of Defense investment strategy for chemical and biological defense. A number of specific recommendations are offered, most of which are executable with existing funds.

Prior to serving as the technical director of the David Taylor Research Center Mr. Metrey held key positions in the Navy secretariat among them serving as the deputy assistant secretary of the Navy for surface warfare and the principal advisor to the assistant secretary of the Navy (research engineering and systems). He holds a bachelor of science degree in mechanical engineering from Marquette University Milwaukee Wisconsin and a master of science degree in mechanical engineer-ing from George Washington University Washington D.C. DR. SCOTT C. TRUVER is group vice president National Security Studies Anteon Corporation and directs the Center for Security Strategies and Operations in Anteon's Systems Engineering Group. Since 1972 he has participated in numerous studies for government and private industry in the United States and abroad he has also written extensively for U.S. and foreign publications. He has supported key offices in the Navy Secretariat Office of the Chief of Naval Operations and Headquarters U.S. Marine Corps Navy Systems Commands and laboratories and other Navy and Marine Corps commands and activities. Dr. Truver holds a doctor of philosophy degree in marine policy studies (1978)—the first Ph.D. in this field ever awarded by an institute of higher education—and a master of arts degree in political science and international relations (1974) from the University of Delaware where he held research and university fellowships. With general agreement among the government and commercial sectors on the importance of maintaining both naval supremacy around the world and viable maritime industries at home, the need for developing a "critical mass" of supporting science and relevant engineering practice should be apparent. Moreover, with increasing calls for "partnership" between government and industry as a key element in revitalizing U.S. shipbuilding, the existing public-sector infrastructure of research and development centers and their associated technology base are unique resources. More urgently, achieving the George W Bush administration's goal for widespread "transformation" of the U.S. armed services - the Navy and Coast Guard among them - will require creating new, innovative technologies to support advanced naval platforms for the agile, survivable, and affordable sea-going forces of the 21st century. These factors create an urgent need to reemphasize the importance of a robust technology base in marine engineening for both national and economic security. This paper reviews the arguments for increasing government support for these important disciplines. It further proposes several alternatives - driven by national economic realities - for collaboration between the public and private sectors in creating and sustaining a focal point for maritime technology at the Carderock Division of the Naval Surface Warfare Center, currently the Navy's "flagship" facility for naval platform architecture and marine systems engineering. Stormwater filters are typically operated in a downflow mode. This research had two objectives: (1) to determine the increased life of a filter operated in an upflow mode, and (2) to determine if the operation of a downflow, mixed-media filter could be modeled using the power equation proposed by Urbonas. The results showed that upflow operation could provide longer filter run times. Using laboratory-scale columns, the use of a power equation to model downflow filtration was also demonstrated. Model confirmation using pilot-scale columns is currently underway. © 2004 ASCE.
