作者: AZIZ, ABDUL THE AUTHOR was born in East Pakistan on January 31 1932 received the Bachelor of Science degree in Mechanical Engineering from the Dacca University in Pakistan in 1952 and the Master of Science degree in Mechanical Engineering from the Michigan State University in 1953. He did further graduate work at MIT Columbia and Johns Hopkins Universities and is now a candidate for the doctoral degree at the University of Maryland. He joined the Department of Navy in March 1966 with the Naval Ship Research and Development Center Annapolis Division where he worked on the MESA (Machinery Effectiveness Systems Analysis) Program sponsored by the Navy Ship Systems Command. The present paper is largely based on a 138-page report entitled “Systems Effectiveness in the United States Navy” on the works of the MESA Program. Currently he is assigned to the Naval Research Laboratory to provide inhouse engineering support in the development and analysis of systems and their components for the conduct of fundamental research in Astronomy and Astrophysics by the Laboratory. Prior to joining the Department of Navy he worked for General Electric Cdmpany in the analysis and development of large steam turbine components and for Burns & Roe Corporation in systems design and analysis for power plants both fossil powered and nuclear. With Burns & Roe he participated in the systems effectiveness analysis of the Army PM-3A nuclear power plant in the Antarctica. He received the United States citizenship in January 1966 is a member of the ASME and the U.S. Naval Institute.

Prior to this position he held the position of Deputy Chief Design Engineer at the Puget Sound Naval Shipyard. He received his Bachelor of Science degree in Naval Architecture and Marine Engineering from Webb Institute of Naval Architecture and a Bachelor of Law degree from the George Washington University Law School. He was civilian project coordinator for the Hull Design Branch for the design of USS Enterprise CVA(N)65 and has been engaged in hull design for the Navy since 1948. Commander Frederick W. Miehe Jr. U. S. Navy is a student in the Navy Graduate Financial Management Program at The George Washington University. Prior to entering this program he was project officer for major combatant ships in the Machinery Design Branch Bureau of Ships. Earlier duty assignments include shipyards staff and shipboard engineering as well as a brief interlude flying blimps. He received the Bachelor of Science degree at the United States Naval Academy in 1943 and the Degree of Naval Engineer at Massachusetts Institute of Technology in 1949. Lieut. Commander Thomas B. Wilson Jr. U. S. Navy is project officer for aircraft carriers in the Hull Design Branch Bureau of Ships. He received his Bachelor of Science degree at the United States Naval Academy in 1948 and his Master of Science degree at Webb Institute of Naval Architecture in 1953. He has been concerned with the construction conversion repairing docking and operation of aircraft carriers since 1951.

His graduate work has included instruction in Naval Construction and Marine Engineering at Massachusetts Institute of Technology leading to a Master of Science degree in 1944 and the Advanced Management Program at the Harvard Graduate School of Business in 1964. As an Engineering Duty Officer he has served in various Naval commands including the Mare Island Naval Shipyard the New York Naval Shipyard and as Fleet and Force Maintenance Officer on the staffs of Commander in Chief and Commander Service Force U.S. Pacific Fleet. Within the Bureau of Ships his duties have included Director of the Facilities Division Head of the Hull Design Branch Director of the Ship Design Division and most recently Assistant Chief of the Bureau of Ships for Design Shipbuilding and Fleet Maintenance. He is a member of Sigma Xi SNAME and is currently serving as a member of the ASNE council. In October 1965 he was designated by the Secretary of the Navy as Project Manager Fast Deployment Logistic Ship Project.

He received his B.S.E. degree in Naval Architecture and Marine Engineering in 1970 and his M.S.E. degree in Ship Hydrodynamics in 1974 both from the University of Michigan. Mr. Comstock began his career with theU.S. Navyin 1974 as a Seakeeping Specialist in the Hull Form and Fluid Dynamics Branch of the former Naval Ship Engineering Center. Achieving his present position in January 1982 Mr. Comstock was previously Head of the Surface Ship Hydrodynamics Section of SEA 3213 being responsible for recent hull form designs including DDG-51 MCM-1 and ARS-50. Before obtaining that position in 1979 Mr. Comstock's efforts were primarily aimed at developing and establishing seakeeping performance assessment and design practices. Prior to his employment by the Navy Mr. Comstock worked in the Structural and Hydrodynamics Group of General Dynamics' Electric Boat Division. A member of ASNE he is also a member of ASE and SNAME and has been active in supporting the efforts of the SNAME H-7 (Seakeeping) Panel SNAME HS-12 (Hull Instrumentation) Panel the National Science Foundation (NSF) and the NATO Armaments Group IEG6/Sub-Group 5 (Seakeeping). Ms. Susan L. Bales:has been associated with the David W. Taylor Naval Ship R&D Center (DTNSRDC) and its predecessor organizations throughout her professional career. She is currently Head of the Ocean Environment Group of the DTNSRDC Surface Ship Dynamics Branch (1561) and also serves as the DTNSRDC Program Manager of the Navy's Exploratory Development Program on Surface Waves. Her work documented by more than fifty technical publications has been directed primarily to ship seakeeping ocean environment and ship performance assessment problems. A native of Massachusetts he has been at the Center since 1951. He has a B.S. in Chemical Engineering from Northeastern University and is a degree candidate for Master of Public Administration (Technology of Management) at the American University. His group is responsible for Research and Development in such diverse fields as life support in nuclear submarines analytical chemistry water treatment and control and shipboard sewage systems. He is a member of the American Institute of Chemical Engineers. Mr. E. T. Kinney a native of Grand Rapids Michigan earned his Bachelor of Science degree with honors in Civil Engineering from Michigan State University in 1952. After a brief stint as an assistant county engineer in Michigan he began his career with the Bureau of Ships as a Naval Architect in the Hull Design Training Program in September 1952. Mr. Kinney is currently a Project Coordinator in the Propulsion Power and Auxiliary Systems Division (SEC 6151) of NAVSEC where he is responsible for auxiliary and landing ships deep submersible vehicles and the NAVSEC Environmental Pollution Control Program. He is a member of the board of directors of the Federal Conference of Sanitary Engineers Panel M-17 of SNAME and Tau Beta Pi Engineering Honor Society.

作者: DETOLLA, JP FLEMING, JR Joseph DeTolla:is a ship systems engineer in the Ship Systems Engineering Division SEA 56D5 at the Naval Sea Systems Command. His career with the Navy started in 1965 at the Philadelphia Naval Shipyard Design Division. In 1971 he transferred to the Naval Ship Engineering Center. He has held positions as a fluid systems design engineer and auxiliary systems design integration engineer. Mr. DeTolla has worked extensively in the synthesis and analysis of total energy systems notably the design development of the FFG-7 class waste heat recovery system. He is NA VSEA's machinery group computer supported design project coordinator and is managing the development of a machinery systems data base load forecasting algorithms and design analysis computer programs. Mr. DeTolla has a bachelor of science degree in mechanical engineering from Drexel University and a master of engineering administration degree from George Washington University. He is a registered professional engineer in the District of Columbia and has written several technical papers on waste heat recovery and energy conservation. Jeffrey Fleming:is a senior project engineer in the Energy R&D Office at the David Taylor Naval Ship R&D Center. In his current position as group leader for the future fleet energy conservation portion of the Navy's energy R&D program he is responsible for the identification and development of advanced components and subsystems which will lead to reductions in the fossil fuel consumption of future ships. Over the past several years he has also directed the development and application of total energy computer analysis techniques for the assessment of conventional and advanced shipboard machinery concepts. Mr. Fleming is a 1971 graduate electrical engineer of Virginia Polytechnic Institute and received his MS in electrical engineering from Johns Hopkins University in 1975.
