shape-from-shading (sFs) is a fundamental function in depth perception, however, neither a neural mechanisms nor a computational algorithm underlying the perception has been clarified. A stimulus utilized frequently in sFs studies consists of a circular region filled with a luminance gradient uniformly increasing in a vertical direction, surrounded by a uniform luminance. A recent study has reported that the addition of white noise (WN) facilitates the depth perception[1,2]. In this study, we examined whether the facilitation is caused by the contrast within a figure (IFC), the contrast between the figure and ground (FGC), or the interaction of the two.

Blind source separation (Bss) is one of the most active research areas in neural networks. Previously, we proposed a Bss algorithm which exploited orientation histograms in a joint distribution of observed mixtures. Although the algorithm worked well for simultaneous mixtures of sources, interaural source propagation delays almost always exist in natural environments. In this paper-we extend the algorithm by introducing a bank of band-pass filters and various delays for mixture signals to estimate source propagation delays. It will be shown that the extended algorithm can estimate source delays and separate mixtures satisfactorily. since our algorithm does not contain learning and does not suffer from arbitrariness in permutation of recovered sources as ICA algorithms do, it could be much simpler and easier to construct a real-time Bss system.

In this paper, we present a preconditioning method based on Incomplete Cholesky Decomposition (ICD) combined with a band-diagonalization strategy which enables an efficient ICD. The performance of the ICD preconditioner for sparse symmetric systems has a close relationship to the number of fill-ins of the exact Cholesky decomposition and the number can be decreased by the band-diagonalization. We consider an implicit surface reconstruction as a typical problem which has a property that the coefficient matrix can be transformed into a band-diagonal structure at a low computational cost. The effectiveness of the preconditioning is shown as a result of some numerical experiments. (© 2004 WILEY-VCH Verlag GmbH & Co. KGaA, Weinheim)

He attended Duke University graduating in May 1974 with a bachelor of science in zoology. He was commissioned in the Navy in May 1974 through the NROTC Program at Duke. Rear Adm. Hamilton's sea tours include electronics material officer and combat information center officer in USS Hawkins (DD 873) (1974 to 1976) fire control officer and missile officer in USS Coontz (DDG 40) (1976 to1978) operations officer in USS Callaghan (DDG 994) (1981 to 1984) executive officer USS Fox (CG 33) (1986 to 1988) and commanding officer USS O'Brien (DD 975) (1991 to 1993). Rear Adm. Hamilton's shore tours include anti-submarine warfare program analyst and administrative assistant to director Program Resource Appraisal Division (OP-91) Office of the Chief of Naval Operations (1984 to 1986) head Aegis Destroyer Section (OP-355F) and financial coordinator Aegis Cruiser Destroyer Branch Office of the Chief of Naval Operations (1988 to 1990) and military staff specialist for naval war-fare in the Office of the Under Secretary of Defense (Acquisition and Technology) (1994 to 1996). In May 1996 Rear Adm. Hamilton became program manager for the arsenal ship which was designed to provide massed precision fires in support of Fleet commander's warfighting requirements. After completing the first two design phases and passing significant acquisition reform lessons learned to the DD 21 Program Office Rear Adm. Hamilton closed down the Arsenal Ship Program in March 1998. From April 1998 to February 2000 Rear Adm. Hamilton served as deputy for Fleet in the Program Executive Office Theater Surface Combatants (PEO TSC-F). The challenges which stood as an obstacle to the naval force development are discussed. The main challenge in the national security environment is to be virtually available anywhere in the world at the behest of the national command. It is observed that in surface warefare coast guard has the most applicability and expansion of their surveillance area will help in engaging other vessels away from the manned platform. It is also observed that the relationship with mission modularity and the growth between the coast guard and the navy has attracted interest among the international community.

Ths pap r discusses the effectiveness of hu an evaluation in the acquisition of fuzzy rules that are proper for situations and intelligible to human. Interactive Genetic Algorithm (Interactive GA) is used for the rules acquisition. Taking car control for running through cran-typed courses as an example, acquired fuzzy rules with human evaluation ad those without human evaluation are eompared with eaeh other. Dr. Smith was instrumental in developing the statistical procedures underlying the Navy's ODS reserve monitoring plan. DAVID A. BRESLIN P.E. is the Director of Technical Operations for the Naval Surface Warfare Center and is the chairperson of ASNE's Committee on Environmental Engineering. He received a master of science degree in aerospace engineering from Virginia Tech a master of engineering administration in indus-trial & systems engineering from Virginia Tech and a bachelor of engineering in mechanical engineering from Stevens Institute of Technology. From 1993 to 1997 he was the program manager of the Naval Sea Systems Command's CFC & Halon Elimination Program and played a critical role in establishing the Navy's strategic reserve of ozone-depleting substances. This paper reviews an inexpensive statistical-sampling methodology that can be used to determine the attrition rates of certain types of shipboard equipment. The methodology relies on surveys that are conducted in conjunction with regularly scheduled ship visits over a period of time and a statistical analysis of the survey results. The statistical technique allows for reasonably accurate estimates to be made of attrition rates. The specific example cited in this paper is related to galley-type refrigeration equipment, such as salad chillers, beverage dispensers, et cetera. In the case of galley-type refrigeration equipment, the Navy needs to know whether the Fleet's inventory of equipment relying on Class I Ozone-Depleting substances (ODss) will be replaced through natural attrition by the end of fiscal year (FY) 2005, at which time supplies of ODs-based refrigerants will no longer be available for use by ship galleys. This paper outlines the process used to gather data, the analysis of the data, and concludes that the Navy's inventory of galley equipment using Class I ODss will be replaced through natural attrition by the end of FY05. The methodology reviewed by this paper has wider applications. For various types of shipboard equipment, the methodology can also be used to estimate with reasonable accuracy life expectancies, configurations, conditions, and other items of interest.

The domestic production of the most powerful ozone-depleting substances (ODss) has permanently ceased and the abundant supplies of a number of refrigerants, fire-fighting agents, and solvents, once taken for granted, are now a thing of the past. The Navy has adopted a successful strategy for addressing the threat posed by the unavailability of ODss. That strategy includes relying on a strategic reserve of ODss. Considering that the strategic reserve will play a critical role in sustained Fleet operations into the middle of the century, it is important to record the history of the reserve and to document lessons learned in order to educate future generations that may face similar challenges. This is the third of three papers that cover all aspects of the Navy's strategic reserve of ODss. Breslin (1999) documented the history of the Navy's effort to size, establish, and monitor a reserve designed to support Fleet operations until the middle of the century. Breslin, smith, and Toms (2000) addressed in detail the process used to estimate the required size of the reserve, including the survey method, statistical analyses, and sizing algorithms. This paper discusses the Navy's plan for monitoring the Navy's strategic reserves of ODss and describes the methods used in the monitoring process. In particular it discusses the underlying assumptions and statistical techniques associated with the Navy's prediction of the expected drawdown of the reserves. A comparison of actual data, collected since the strategic reserves began operations in 1995, with the predicted reserve drawdown, is included in the paper.

We propose a novel reasoning algorithm sKBR (symbolical kernel-bases reasoning) that is an extension of the conventional pattern recognition algorithm KB (kernel based method) to the symbolical recognition, or reasoning. We apply sKMR to the splicing boundary prediction problem in human and other species DNA data, and show a new rule extracted from the splice site boundary. We also develop a sKBR hardware system using FPGA and memory LsIs. Performance evaluation of the system shows its very short reasoning time of less than 100 micro-second/query.

Introduction Polymers exhibit larger elongation and more significant rate- and time-dependent behavior at higher temperature [1]. To understand properties of polymer matrix composites and to correctly evaluate their performance characteristics, therefore, it is one of the most important issues to elucidate the time- and rate-dependent nonlinear behavior of polymer matrix composites at elevated temperature. The objective of the present study is to elucidate characteristics of the short-term stress relaxation behavior of angle-ply CFRP laminates at high temperature. The stress relaxation curves for various angle-ply laminates are presented. By the normalization with respect to the maximum stress at the beginning of each relaxation test, we obtain a master relaxation curve that is characterized by the off-axis time-dependent response of constituent unidirectional plies.

A general goal of the asynchronous transfer mode (ATM) network is to support connections across local area networks (LANs), metropolitan area networks (MANs), and wide area networks (WANs). However, in the available bit rate (ABR) service, different treatments are offered according to different round trip times (RTTs) of connections. To improve the above "unfairness", this paper presents an ABR delay mechanism, in which three reference parameters for cell delay are defined, and reflect on the messages of resource management (RM) cells. To evaluate our mechanism, we execute simulations on a simple ATM network model where six TCP connections and a background traffic with different RTTs share the bandwidth of a bottleneck link. The simulation results, based on TCP goodput and efficiency, clearly show that the ABR delay mechanism improves the fairness among TCP connections, although the considered implementation of ABR transfer capacity is simple.
