作者: Brougham, WJ Lt. William J. Brougham:is an Engineering Duty officer (ED) in the Navy undergoing advanced studies at the Massachusetts Institute of technology. He has had tours as a submarine line officer as well as a Program Manager's Assistant for Weapons System Safety Test and Evaluation at NAVSEA PMS-350 before transferring into the ED community. Current studies include dual masters degrees in naval construction and engineering and mechnical engineering from MIT as well as a master of science management of technology (MOT) from the Sloan School of Management MIT. He has an MBA finance and investments from The George Washington University (1996) and a BS general engineering/control systems from the University of Illinios-Urbana (1988). He is a member of both the American Society of Naval Engineers and the Society of Naval Architects and Marine Engineers.

His active duty assignments included the staff of the Chief of Naval Operations Director of Surface Warfare as Section Head for Surface Combatant Maintenance and Modernization Program Executive Office Expeditionary Warfare as Assistant Project Manager for the (TAKE 1)Class Program and as Deputy Director Environmental Programs Division at Naval Sea Systems Command. He is a 1993 graduate of the Naval Construction and Engineering Program at the Massachusetts Institute of Technology where he received a Naval Engineers Degree and Master of Science in Mechanical Engineering. Since 1995 he has authored thirteen published technical papers dealing with environmental issues. CDR Markle is the recipient of Fiscal Year 2001 Individual Environmental Quality Awards and Environmental Excellence in Weapon System Acquisition Team Awards from Naval Sea Systems Command Chief of Naval Operations Secretary of the Navy and Secretary of Defense and the 2001 ASNE “Jimmie Hamilton” award. He is a Professional Engineer registered in the State of New York and Commonwealth of Virginia. He serves as the Chair of the Joint ASNE/SNAME Committee on Environmental Engineering and also as Chair of ASTM Ships and Marine Technology Marine Environmental Protection Subcommittee (F25.06).

作者: HOPE, JP The author:received his B.S. degree in mechanical engineering from the University of Virginia in 1969. Upon graduation he began his career with the Navy in NavShips and in 1971 he transferred to the ship arrangements branch of NavSec. He was selected for the Navy long-term training program at The George Washington University in 1974 and completed the program in 1976 with the degree of master of engineering administration. While at NavSec he served as a task leader on numerous ship designs. He was selected for the first class of the NavSea commander's development program. While on that program he served in NavSea combat system program management system engineering and machinery engineering positions and also was assigned to the Navy secretariat. In 1985 he joined the staff of the assistant secretary of the Navy for shipbuilding and logistics where he is the assistant director for naval construction.
