作者： Brougham, WJ Lt. William J. Brougham:is an Engineering Duty officer (ED) in the Navy undergoing advanced studies at the Massachusetts Institute of technology. He has had tours as a submarine line officer as well as a Program Manager's Assistant for Weapons System Safety Test and Evaluation at NAVSEA PMS-350 before transferring into the ED community. Current studies include dual masters degrees in naval construction and engineering and mechnical engineering from MIT as well as a master of science management of technology (MOT) from the Sloan School of Management MIT. He has an MBA finance and investments from The George Washington University (1996) and a BS general engineering/control systems from the University of Illinios-Urbana (1988). He is a member of both the American Society of Naval Engineers and the Society of Naval Architects and Marine Engineers.

The Coast Guard wants to replace their aging cutter fleet. The new construction Deepwater Project would like to integrate their efforts with the DD 21 family of ships but the Coast Guard does not want to wait for the Navy program to mature. This study investigates the engineering feasibility of an alternate near term solution-conversion of the decommissioning Oliver Hazard Perry class frigates into Future Coast Guard Cutters (FCGC). Detailed analyses for combat system selection, propulsion plant and endurance range Limitations, and manning and automation issues form the foundation for new ship arrangements capable of supporting a mixed gender crew. Additional analysis reviews small boat operations, habitability requirements, ship stability structural loading, and a cost estimation technique. The converted Oliver Hazard Perry class frigates were shown to provide a technically feasible interim solution to replace decommissioning Coast Guard cutters while meeting or exceeding the Coast Guard requirements for a conservatively estimated cost of $141M (FY98).

In agricultural water research, the adoption of Internet of Things (IoT) technology has emerged as a pivotal approach for large-scale data collection. Water availability in the context of water quality is very important, both for domestic and industrial purposes. For domestic purposes, drinking water and bathing water are separated. Meanwhile, for the palm oil industry, boiler filler is differentiated from additional process water (dilution water). Water quality parameters can be assessed from turbidity and Total Dissolve Solid (TDS). Measurements using measuring instruments separately and repeatedly require significant energy, time, and costs. This research was conducted with the primary objective of presenting a novel method for categorizing water quality with the approach of IoT sensor technology. The research methodology entailed the utilization of an integrated IoT water sensors system in conjunction with manual water categorization. The methods consist of (1) system design, (2) design and installation of sensor and IoT-based microcontrollers, and (3) accuracy and precision testing compared with laboratory measurements. The precision of the integrated IoT water sensors was assessed through a dedicated sensor precision test, resulting in an accuracy rate of 94.4% for the turbidity sensor and 97.5% for the TDS sensor. Notably, this approach successfully discriminated drinking water with valid categorization, while other water types, including groundwater, water with tea, and water with coffee, yielded null categorization results. © 2023 IEEE.

Hemoglobin measurement has significantly evolved with the integration of IoT and artificial intelligence (AI) technologies. This paper presents the evolution of non-invasive hemoglobin measurement using IoT and AI-based optical sensors. IoT and AI-based optical sensors have revolutionized the field of hemoglobin quantification, allowing us to measure this important biomarker in a way that isn't invasive or difficult to handle. The use of optical sensing technology, along with IoT frameworks and AI methods, has improved the accuracy and usefulness of hemoglobin tests, showing a promising way to improve healthcare outcomes. However, challenges remain in the field of non-invasive hemoglobin measurement, such as precision constraints, data security, and privacy safeguards. Despite these challenges, the future landscape of non-invasive hemoglobin measurement leveraging IoT and AI-powered optical sensors appears poised to transform healthcare delivery significantly. Together, IoT and AI-based optical sensors have the potential to revolutionize healthcare monitoring and diagnosis.

IT/OT convergence in the form of a Cyber-Physical system (CPS) presents an opportunity to apply recent Information Technology (IT) advancements to Operational Technology (OT). The IT/OT convergence introduces cyber security threats for OT. The OT communication protocols, for example, have limited or no security capabilities for securing data exchange beyond basic authentication. The RNG (Random Number Generator) function is crucial in PLC for producing the encryption keys or the initial seed for security algorithms. The software-based PRNG (Pseudo RNG) is the most common approach for RNG in OT, instead of hardware-based RNG. This study provides a systematic literature review of the most recent evidence in digital transformation to secure data exchange in smart factories, within OT, or across OT and IT settings. It does this by looking at the PRNG on PLC and identifying the most recent trends and best practices. The findings include up-to-date data on author countries' distribution, published journals, research trends, industries, and industry types. The findings also address whether data flow is encrypted or shared in plaintext to ensure secure data transfer between IT and legacy OT environments. This paper concludes that while there is known RNG implementation in the actual embedded system in ICS, there is no evidence in the literature for using RNG in ICS networks for PLC implementation to secure data transfer with encryption.

Reaction Kinetics of Levulinic Acid Synthesis from Glucose Using Bronsted Acid Catalyst

Glucose is the primary derivative of lignocellulosic biomass, which is abundantly available. Glucose has excellent potential to be converted into valuable compounds such as ethanol, sorbitol, gluconic acid, and levulinic acid (LA). Levulinic acid is a very promising green platform chemical. It is composed of two functional groups, ketone and carboxylate groups which can act as highly reactive electrophiles for nucleophilic attack so it has extensive applications, including fuel additives, raw materials for the pharmaceutical industry, and cosmetics. The reaction kinetics of LA synthesis from glucose using hydrochloric acid catalyst (bronsted acid) were studied in a wide range of operating conditions, i.e., temperature of 140-180 oC, catalyst concentration of 0.5-1.5 M, and initial glucose concentration of 0.1-0.5 M. The highest LA yield is 48.34 %wt at 0.1 M initial glucose concentration, 1 M HCl, and temperature of 180 oC. The experimental results show that the bronsted acid catalyst's reaction pathway consists of glucose decomposition to levoglucosan (LG), conversion of LG to 5-hydroxymethylfurfural (HMF), and rehydration of HMF to LA. His active duty assignments included the staff of the Chief of Naval Operations Director of Surface Warfare as Section Head for Surface Combatant Maintenance and Modernization Program Executive Office Expeditionary Warfare as Assistant Project Manager for the (TAKE 1)Class Program and as Deputy Director Environmental Programs Division at Naval Sea Systems Command. He is a 1993 graduate of the Naval Construction and Engineering Program at the Massachusetts Institute of Technology where he received a Naval Engineers Degree and Master of Science in Mechanical Engineering. Since 1995 he has authored thirteen published technical papers dealing with environmental issues. CDR Markle is the recipient of Fiscal Year 2001 Individual Environmental Quality Awards and Environmental Excellence in Weapon System Acquisition Team Awards from Naval Sea Systems Command Chief of Naval Operations Secretary of the Navy and Secretary of Defense and the 2001 ASNE “Jimmie Hamilton” award. He is a Professional Engineer registered in the State of New York and Commonwealth of Virginia. He serves as the Chair of the Joint ASNE/SNAME Committee on Environmental Engineering and also as Chair of ASTM Ships and Marine Technology Marine Environmental Protection Subcommittee (F25.06).

Regulations governing the discharge of sewage from ships have been in force since the early 1970's. In response, the marine industry has developed ever more complex systems and processes for managing these wastes. The first compliance method involved holding wastes until they could be legally discharged;as technology advanced, treatment systems were developed and installed to enable discharge within regulated waters. As the size and number of ships as increased with maturation of the ocean tourism business, more restrictive regulations have been enacted to minimize the impact on sensitive waters. The trend is toward increasing regulation of both sewage and graywater. The most recent action occurred on 12 October 2005 when the Governor of California signed into law Senate Bill 771 regulating most ship liquid discharges within state waters. This paper describes the development of an innovative advanced wastewater treatment technology, based on advanced oxidation, bearing in mind the lessons learned from systems developed by industry over the past thirty years.

Crawler cranes are used in various applications, including plant construction and civil engineering. However, accidents caused by hazardous events, such as overturning the entire body or overshadowing of a suspended load, can be problematic. Because crawler cranes are large and powerful machines, simulators are required to analyze the relationship between such hazardous events and human operations. This study proposed a framework for a mixed-reality simulator to analyze the interactions between humans and crawler cranes. This framework combined the high-performance graphics capabilities of Unreal Engine 5 with the high-precision multibody dynamics analysis of MATLAB Simscape to create a visually and physically realistic simulation. Moreover, the quantification of the decision-making process was possible based on the eye-tracking information of the operator. This study described the implementation of these features and discussed the prospects for human-crawler crane interaction analysis using this simulator.

A novel PNN (Probabilistic Neural Networks) hardware architecture called 'Sigma Parallel Architecture' (SPA) is proposed. Different values of the network parameter are calculated in parallel in the SPA and it speeds up the PNN learning as well as recognition overcoming the difficulty in the VLSI implementation. The hardware prototype is developed using FPGA chips and it shows a high speed leaning of about 10 seconds that satisfies the requirements in the real world image recognition tasks.

WHITHER FAST SEALIFT - A CALL TO ACTION

作者： HOPE, JP The author:received his B.S. degree in mechanical engineering from the University of Virginia in 1969. Upon graduation he began his career with the Navy in NavShips and in 1971 he transferred to the ship arrangements branch of NavSec. He was selected for the Navy long-term training program at The George Washington University in 1974 and completed the program in 1976 with the degree of master of engineering administration. While at NavSec he served as a task leader on numerous ship designs. He was selected for the first class of the NavSea commander's development program. While on that program he served in NavSea combat system program management system engineering and machinery engineering positions and also was assigned to the Navy secretariat. In 1985 he joined the staff of the assistant secretary of the Navy for shipbuilding and logistics where he is the assistant director for naval construction.

This paper begins with comments on accomplishments in sealift and a summary of current problems in fast sealift. These include: few fast sealift ships in the inventory, a diminishing industrial base capable of producing such ships, and a lack of production programs to build ships that would increase our national fast sealift capability. The paper discusses strategic mobility concepts and highlights system interactions and linkages in moving war materials and replacement forces from depots and factories to the front lines. From this foundation, the paper then discusses operational requirements “pull” as related to analysis and allocation of performance among components of the strategic mobility system. Sealift technology options are characterized and performance potential of these options are described. These characterizations include speed, ship lift capacity, equal cost fleet size, and fuel demands for a range of speeds from 24 to 50 knots. Performance potential for each option includes the total fleet lift capability stream over a 100-day time span for a notional mission with and without an assumed rate of attrition. Alternative program plans are described for each technology option addressing technological risk, system and component development needs, design requirements, production strategies, acquisition time lines, and resource requirements. The paper then revisits the operational requirements from a technologist's perspective. In a technology “push” approach, a set of practical and achievable requirements are selected that could be the basis of an effective and cost efficient production program for fast sealift ships. Finally, the paper concludes with a call to action that would suggest a modest reallocation of transportation resources to establish and sustain a fast sealift production program, sustain a sector of the maritime industrial base hard pressed by a lack of commercial shipbuilding, and achieve a relatively near-term increase in fast sealift capabil
