Seismic retrofitting with steel brace is widely-spread for the seismic retrofitting of existing RC buildings. However, there has been no study that tried to apply this seismic retrofit method to existing RC buildings with very low-strength concrete. In this research, we confirmed the effect of seismic retrofitting steel brace which used post-installed anchor together with epoxy resin for RC structures with low-strength concrete through the structural tests of two series. As the beginning, we confirmed the shear strength of the indirect connection in which existing RC frame is tied to frame of steel brace. Next, we confirmed the mechanical behavior of RC frame retrofitted with steel brace subjected to axial and horizontal loads. From the structural tests, it was shown that ultimate strength of the indirect connection and RC frame retrofitted with steel brace can be estimated by the current evaluation method. In addition, it made clear that ductility index F of RC frame retrofitted with steel brace can be 2.0.

Scaling up sediment transport has been problematic because most sediment loss models (e.g., the Universal Soil Loss Equation) are developed using data from small plots where runoff is generated by infiltration excess. However, in most watersheds, runoff is produced by saturation excess processes. Therefore, scaling up requires a hydrology model that accurately predicts the location and extent of runoff source areas. These runoff predictions can then be used for simulating sediment concentrations. We base sediment predictions on a simple, well-tested distributed saturation excess hydrology model, which calculates surface runoff, interflow, and baseflow. Surface runoff originates from bottom lands that become saturated during the rainy season or from severely degraded lands with little or no storage capacity. Baseflow and interflow are generated from the remaining parts of the landscape. Interflow comes from the shallow soils over an impermeable surface and base flow results from percolation below the impervious layer. To obtain the sediment concentrations, we assume that during surface runoff, there is a linear relationship between runoff velocity and sediment concentration, but baseflow and interflow are sediment free. Thus only the runoff component of stream discharge is involved in active erosive work compared to baseflow and interflow that contribute minimally to watershed sediment yield. To show the general applicability of the Saturation Excess Erosion Model (SEEModel), the model was tested for watersheds located 10,000 km apart, in the United States and in Ethiopia. In the Ethiopia highlands, we simulated the 113 ha Anjeni watershed, the 400 ha Enkulal watershed and the 180,000 km2 the Blue Nile basin. In the Catskill Mountains in New York State, the sediment concentrations were simulated in the upper 493 km2 Esopus Creek watershed. This study was aimed at investigating the influence of chemical activators on compressive strength and chloride-ion penetrability on binary and ternary concrete compositions, whose pore solution composition, electrical conductivity and total mercury intrusion volume were also determined. The chemically activated mixtures displayed higher chloride-ion penetrability and potassium sulfide was identified as the most effective activator. The study also showed that for a given mixture the influence of total porosity on chloride-ion penetrability was greater than the influence of specific conductivity of the pore solution. © American Concrete Institute, ACI Special Publication 2005.

A strategic planning model for vehicular air pollution analysis is presented. The model is based on the representation of the urban, transportation and environment conditions interacting under a neural geo-spatial approach to forecast vehicular air pollution for the stage of diagnosis, as a contribution for an urban and transportation sustainability. A case study in Nagoya City Area was conducted to verify the efficiency of the model and to evaluate the best NN structure and also changes in the hidden and output layers were simulated. The result reached expresses an efficient definition of the NN, and also allows the continuance of the research.

The use of a sociolinguistic technique, called Team Talk, in engineering project management course is discussed. The graduate-level engineering course, EGR 686 Managing engineering Design, is offered at Northern Arizona University (NAU) as part of NAU's newly created master of engineering program. The intent of the course is to introduce students to the basics of design project management. Team Talk is a systematic technique used in the course by students to analyze what is actually happening in teams by listening to the talk of teams and categorizing that talk into six dimensions. The six key dimensions of teams and their talk are also described.

The authors have been involved in developing and offering a course for seniors in civil engineering at Portland State University for the past fifteen years. The course (civil engineering Design) began as an experimental course taken by students as an elective, but soon became a required course for all seniors. It is taught during the spring quarter of the senior year as a "capstone" course and constitutes the last required design course in the program. A course entitled "engineering Project Management" is a precursor. The goals of the design course are to make it as near to actual design office practice as possible, for the instructors to "guide" the students as opposed to "lecture" them, arid to have practitioners guide the design projects.

Mr. Zacks is the assistant project manager for the Coastal Living Marine Resource Vessels in the National Oceanic Atmospheric Administration's (NOAA) Fleet Modernization and Replacement Program Office. His current responsibilities encompass providing technical and management support for the procurement construction testing and delivery of these ships. His previous jobs included working for the Naval Sea Systems Command's (NavSea) Combat Support Ocean Research and Surveillance Program Office (PMS 383) Ship Design and Engineering Directorate's Surface Launched Weapons Branch (56W3) and Research Analysis and Management (RAM) Corporation. Thomas A. Demas:received a bachelor of science degree in civil engineering from Old Dominion University and a master's degree in business administration from Averett College. He is a recent graduate from the NavSea Commander's Development Program (CDP). Mr. Demas is the assistant project manager for the AGOR-23 24 25 and National Oceanic and Atmospheric Administration's oceanographic research ships in NavSea's Combat Support Ocean Research and Surveillance Program Office. While participating in the CDP Mr. Demas worked in the following offices: OpNav OP321 as a FMP action officer CincPacFlt N43 as a maintenance officer ASN(RD&A) as director of maintenance and modernization and NavSea 56W14 as a branch head of closures and outfitting branch. Prior to the CDP he held a position with the Gas Turbine Surface Combatant Program Office as the West Coast project manager for DD-963 class destroyers. Before working for NavSea Mr. Demas was employed as a junior engineer with TRACOR and C-CUBED Corporation. The best value concept is based on making decisions on an offeror's technical competence, proven past performance, management capability, life-cycle costs, and product quality. The evaluation of these factors should be structured to ensure consideration is given to determine the overall benefit associated with the offered price. This paper advocates using the best value concept as the method for developing and rating proposal evaluation factors for the procurement of new ships. It discusses methods for establishing evaluation factors, developing standards to evaluate, associated documentation, and weighting and scoring the factors. The information for this paper was obtained from personal interviews, hands-on experience developing and evaluating best value proposals, and documentation research. If properly executed, the best value concept will enable the Navy to improve ships while reducing operating costs.

FIELD SAMPLING OF RESIDUAL AVIATION GASOLINE IN SANDY SOIL

Ostendorf is an associate professor in the Environmental Engineering Program of the Civil Engineering Department at the University of Massachusetts (Civil Engineering Department University of Massachusetts Amherst MA 01003). His research interests include unconfined aquifer contamination hazardous waste site remediation and analytical modeling of problems in environmental fluid mechanics. Dr. Ostendorf is a registered professional engineer in Massachusetts and a member of the American Geophysical Union American Society of Civil Engineers Soil Science Society of America Water Pollution Control Federation and Association of Environmental Engineering Professors as well as the National Water Well Association.2 Lowell E. Leach is an environmental engineer with the Robert S. Kerr Environmental Research Laboratory of the U.S. Environmental Protection Agency (RS Kerr Environmental Research Laboratory U.S. EPA P.O. Box 1198 Ada OK74820). Leach received his B.S. ingeological engineering at the University of Oklahoma in 1959 and has been a registered professional engineer in Oklahoma since 1966. With 29 years of experience in field applications of geological engineering he is responsible for developing methodology for sampling ground water and subsurface materials for the Robert S. Kerr Environmental Research Laboratory.3 Erich S. Hinlein is a research assistant in the Environmental Engineering Program of the Civil Engineering Department at the University of Massachusetts (Civil Engineering Department University of Massachusetts Amherst MA 01003). His research interests include ground water pollution hazardous waste site investigation and transport processes in unconfined aquifers. Two complementary field sampling methods for the determination of residual aviation gasoline content in the contaminated capillary fringe of a fine, uniform, sandy soil were investigated. The first method featured field extrusion of core barrels into pint-size Mason jars, while the second consisted of laboratory partitioning of intact stainless steel core sleeves. The barrel extrusion procedure involved jar headspace sampling in a nitrogen-filled glove box, which delineated the 0.7m thick residually contaminated interval for subsequent core sleeve withdrawal from adjacent boreholes. Soil samples removed from the Mason jars (in the field) and sleeve segments (in the laboratory) were subjected to methylene chloride extraction and gas chromatographic analysis to compare their aviation gasoline content. The barrel extrusion sampling method yielded a vertical profile with 0.10m resolution over an essentially continuous 5.0m interval from the ground surface to the water table. The sleeve segment alternative yielded a more resolved 0.03m vertical profile over a shorter 0.8m interval through the capillary fringe. The two methods delivered precise estimates of the vertically integrated mass of aviation gasoline at a given horizontal location, and a consistent view of the vertical profile as well. In the latter regard, a 0.2m thick lens of maximum contamination was found in the center of the capillary fringe, where moisture filled all voids smaller than the mean pore size. The maximum peak was resolved by the core sleeve data, but was partially obscured by the barrel extrusion observations, so that replicate barrels or a half-pint Mason jar size should be considered for data supporting vertical transport analyses in the absence of sleeve partitions.

He earned his BS degree in mechanical engineering in 1961 at the University of Illinois. He has twenty-eight years experience in the ship design and construction field and has held several positions at Ingalls Shipbuilding ranging from engineering section manager to group manager of project engineering. He has held other responsible engineering positions at General Dynamics/Electric Boat and several consulting firms. He has been a registered professional engineer with the Commonwealth of Massachusetts since 1966 a member of ASNE since 1978 and a member of SNAME since 1968. Robert W. Erskine:is a naval architect specialist with Ingalls Shipbuilding Inc. in Pascagoula Mississippi. He earned a BSE in naval architecture and marine engineering in 1967 at the University of Michigan and an MBA in management in 1983 at the University of Southern Mississippi. He has 22 years of engineering and managerial experience in the Navy and in the commercial marine industry. Achievements during his 13 years with Ingalls include an Aegis Excellence A ward for his work on the CG-47 class cruiser program. He has also held responsible positions with ship operation and design consultant firms in New York City. He participated in the Bearing Sea trial described herein. He has been a member of ASNE since 1977 and a member of USNI since 1985. Leonard A. Haslim:is a program manager at NASA Ames Research Center Moffett Field California. He has earned advanced degrees in chemistry mathematics and engineering from UCLA UC and Stanford. He has forty-five years experience in aerospace engineering including responsible research development and engineering positions with the U.S. Navy Lockheed Missile and Space Ford Aerospace NASA and as a consultant for Arthur D. Little Company. He holds several patents including the Electro-Expulsive Separation System for which he earned NASA's 1988 Inventor of the Year Award.

THE AUTHORS 6 ABSTRACT Shipboard weather deck ice removal is a laborious, time consuming, dangerous task. The current operational scenario consists of sailors wielding hickory baseball bats. This paper describes a viable alternative, the Electro-Expulsive Separation System (EESS), originally developed by NASA. EESS technology has been designed to remove ice from aircraft surfaces. Developmental testing, which led to acceptance of this new device, is discussed together with its theory of operation. The resultant aircraft applications are described. The need to adapt this aircraft technology for shipboard applications is recognized by the Navy, the Coast Guard, the State of Alaska, and the commercial shipbuilding industry. Fishing vessels risk sinking every winter due to excessive ice accumulation on their decks and superstructure. Navy and Coast Guard cold water operations have been hampered for centuries due to severe ice accumulation during inclement weather. With the encouragement and cooperation of the State of Alaska, an EESS test program was formulated and subsequently conducted aboard an Alaskan Resources vessel in the Bering Sea. This testing is described, with lessons learned. Future test programs are identified, requisite for successful adaptation of this technology to combat and commercial shipboard applications.
