He is currently enrolled at the University of Maryland where he is working on a master's degree in general administration/financial management. Mr. Zacks is the assistant project manager for the Coastal Living Marine Resource Vessels in the National Oceanic Atmospheric Administration's (NOAA) Fleet Modernization and Replacement Program Office. His current responsibilities encompass providing technical and management support for the procurement construction testing and delivery of these ships. His previous jobs included working for the Naval Sea Systems Command's (NavSea) Combat Support Ocean Research and Surveillance Program Office (PMS 383) Ship Design and Engineering Directorate's Surface Launched Weapons Branch (56W3) and Research Analysis and Management (RAM) Corporation. Thomas A. Demas:received a bachelor of science degree in civil engineering from Old Dominion University and a master's degree in business administration from Averett College. He is a recent graduate from the NavSea Commander's Development Program (CDP). Mr. Demas is the assistant project manager for the AGOR-23 24 25 and National Oceanic and Atmospheric Administration's oceanographic research ships in NavSea's Combat Support Ocean Research and Surveillance Program Office. While participating in the CDP Mr. Demas worked in the following offices: OpNav OP321 as a FMP action officer CincPacFlt N43 as a maintenance officer ASN(RD&A) as director of maintenance and modernization and NavSea 56W14 as a branch head of closures and outfitting branch. Ostendorf is an associate professor in the Environmental Engineering Program of the Civil Engineering Department at the University of Massachusetts (Civil Engineering Department University of Massachusetts Amherst MA 01003). His research interests include unconfined aquifer contamination hazardous waste site remediation and analytical modeling of problems in environmental fluid mechanics. Dr. Ostendorf is a registered professional engineer in Massachusetts and a member of the American Geophysical Union American Society of Civil Engineers Soil Science Society of America Water Pollution Control Federation and Association of Environmental Engineering Professors as well as the National Water Well Association.2 Lowell E. Leach is an environmental engineer with the Robert S. Kerr Environmental Research Laboratory of the U.S. Environmental Protection Agency (RS Kerr Environmental Research Laboratory U.S. EPA P.O. Box 1198 Ada OK74820). Leach received his B.S. ingeological engineering at the University of Oklahoma in 1959 and has been a registered professional engineer in Oklahoma since 1966. With 29 years of experience in field applications of geological engineering he is responsible for developing methodology for sampling ground water and subsurface materials for the Robert S. Kerr Environmental Research Laboratory.3 Erich S. Hinlein is a research assistant in the Environmental Engineering Program of the Civil Engineering Department at the University of Massachusetts (Civil Engineering Department University of Massachusetts Amherst MA 01003). His research interests include ground water pollution hazardous waste site investigation and transport processes in unconfined aquifers. He earned his BS degree in mechanical engineering in 1961 at the University of Illinois. He has twenty-eight years experience in the ship design and construction field and has held several positions at Ingalls Shipbuilding ranging from engineering section manager to group manager of project engineering. He has held other responsible engineering positions at General Dynamics/Electric Boat and several consulting firms. He has been a registered professional engineer with the Commonwealth of Massachusetts since 1966 a member of ASNE since 1978 and a member of SNAME since 1968. Robert W. Erskine:is a naval architect specialist with Ingalls Shipbuilding Inc. in Pascagoula Mississippi. He earned a BSE in naval architecture and marine engineering in 1967 at the University of Michigan and an MBA in management in 1983 at the University of Southern Mississippi. He has 22 years of engineering and managerial experience in the Navy and in the commercial marine industry. Achievements during his 13 years with Ingalls include an Aegis Excellence A ward for his work on the CG-47 class cruiser program. He has also held responsible positions with ship operation and design consultant firms in New York City. He participated in the Bearing Sea trial described herein. He has been a member of ASNE since 1977 and a member of USNI since 1985. Leonard A. Haslim:is a program manager at NASA Ames Research Center Moffett Field California. He has earned advanced degrees in chemistry mathematics and engineering from UCLA UC and Stanford. He has forty-five years experience in aerospace engineering including responsible research development and engineering positions with the U.S. Navy Lockheed Missile and Space Ford Aerospace NASA and as a consultant for Arthur D. Little Company. He holds several patents including the Electro-Expulsive Separation System for which he earned NASA's 1988 Inventor of the Year Award.
