LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. Diane Burton:is Surface Technical Director for the U.S. Coast Guard Deepwater Project. Among these were the Trident II fire control and navigation systems the BSY-I Anti-Submarine Warfare System and the Navy standard computers (UYK44 and EMSP). He served as manager of the Digital Circuits Engineering Branch and was then appointed as manager of the Automatic Test Equipment (ATE) Technology Division. As manager of the ATE Technology Division he was responsible for the SP-23 Fire Control System Support Project the SP-24 Navigation Project and the Fleet Progressive Maintenance Program (2M/ATE). This Division was responsible for selection and application of electronic product technology and for developing fleet test and repair techniques. He holds a B.S. in Electrical Engineering from the University of Evansville and is currently pursuing a Masters of Public Administration at Indiana University-Purdue University Indianapolis. Dr. Alfred Skolnick:retired from the Navy in 1983 with the rank of captain. He is president of System Science Consultants (SSC) specializing in strategic planning technical program definition technology assessment and engineering analyses on selected matters of national interest. S. in electrical engineering from Catholic University and a masters degree from Columbia University in New York. He has served as engineering officer USS Paul Revere (APA-248) as ship superintendent at the New York Naval Shipyard and as assistant material officer on the staff of Commander Naval Air Force Atlantic Fleet. He has a distinguished background as an engineering duty officer in engineering electronics. He has served as the head of the Operations Department on the IN-SURV Board and was assigned as head Logistics Branch Navy Division Defense Attache's Office Saigon Vietnam. For six years he was project manager for the Nimitz class carrier acquisition program PMS-392 at the Naval Sea Systems Command. During this tour he was responsible for the construction and delivery of USS Nimitz (CVN-68) and USS Dwight D. Eisenhower (CVN-69) and the construction through launching of USS Carl Vinson (CVN-70). He also consolidated the VSTOL support ship project into PMS-392 and developed the Service Life Extension Program for USS Saratoga (CV-60). During his subsequent tour he was supervisor of shipbuilding converson and repair in Pascagoula MS. He is presently serving as the assistant commander for acquisition and logistic planning at the Space and Naval Warfare Systems Command. He is a member of ASNE. Cdr. Robert E. Bruninga USN: was graduated from the Georgia Institute of Technology in 1970 with a B. S. degree in electrical engineering. After attending the United States Naval Postgraduate School Monterey where he received his M. Degree in Physics and did graduate work in semiconductors at the School of Electrical Engineering Cornell University sity receiving an M.S. degree. In 1972 he received an NSF grant to study the temperature dependence of crystal structures and while at Cornell he developed various fabrication and testing techniques with new semiconductor compounds. Upon joining Tetra Tech Inc. in 1976 he established and is responsible for their fiberoptic laboratory. He has carried out many programs involved in fiberoptic links for secure communication for various government agencies in which he authored numerous classified reports and developed special fiberoptic devices and system. He has also carried out studies and hardware development and evaluation programs for the military and commercial clients including marine and deep sea uses of fiberoptics for NOSC ONR and other off-shore industry contractors. For NAVSEA he authored several reports investigating the potential uses and advantages that fiberoptic technology offers to Navyshipboard operations. Mr. Slemon has published many articles and made numerous presentations in the field of fiberoptics. He has also taught several short courses on the subject and is the holder of several patents. Mr. Jack W. Abbott:received his BSME degree from Stanford University in 1960 and his Masters (MEA) degree from George Washington University in 1975. He holds a Professional Engineer License in the state of California. Mr. Abbott served as a naval officer – aboard a destroyer for 3 years. He worked for the Garrett Corporation for nearly 8 years involved with gas turbine design development and application.
