作者: WOODRUFF, RB USN THE AUTHORgraduated from the U.S. Naval Academy with distinction in 1964. He served initially in theUSS Davis (DD-937)as Main Propulsion Assistant attended the Naval Destroyer School. and then was a member of the Pre-Commissioning Crew and Engineer Officer in theUSS Julius A. Furer (DEG-6).Selected as an Engineering Duty Officer (ED) in 1968. he had a tour in the Maintenance Department Staff of Commander Cruiser-Destroyer Force U.S. Atlantic Fleet at Newport. R.I. after which he attended Massachusetts Institute of Technology for graduate studies which culminated in his receiving his M.S. degree in Mechanical Engineering and his degree of Ocean Engineer in 1972. Following graduation he was assigned to the Boston Naval Shipyard followed by two years in theUSS Puget Sound (AD-38) asRepair Officer after which he was ordered to the Norfolk Naval Shipyard as the Production Engineering Officer. Currently he is on duty in the Naval Sea Systems Command (PMS 399) where he is the Trials Officer and Deputy Hull Technical Director for the OLIVER HAZARD PERRY (FFG 7) Class Acquisition Program. Cdr. Woodruff is a qualified Surface Warfare Officer. and among his military decorations holds the Naval Achievement Medal and the Vietnamese Meritorious Unit Citation Gallantry Cross. In addition to ASNE which he joined in 1967. he is a member of SNAME and the U.S. Naval Institute. and his two previous papers on Naval Shipyard Production presented at ASNE Day 1978 and 1979 were published in theNaval Engineers JournalVol. 90 No. 2 (April 1978) and Vol. 91. No. 2 (April 1979).

作者: TODD, JM PERKINS, J Lt. James M. Todd USN:is a 1968 graduate of the United States Merchant Marine Academy with a BS in Marine Engineering. He served aboard various maritime ships as an operating engineer on marine propulsion plants. His active duty in the U.S. Navy began in 1969 and as an Engineering Duty Officer (ED) his assignments included Main Propulsion Assistant in the USS Golds borough (DDG-20) and Machinery Maintenance Program Officer at NAVSECNORDIV. He is presently attending the U.S. Naval Postgraduate School where he is pursuing a program leading to an MS degree in Mechanical Engineering and the degree of Mechanical Engineer. Dr. Jeff Perkins:holds a PhD in metallurgy from Case Western Reserve University and did postdoctoral work for two years at Carnegie-Mellon University. Since 1972 he has been Assistant Professor of Materials Engineering in the Department of Mechanical Engineering at the U.S. Naval Postgraduate School. His particular areas of interest are corrosion failure analysis and microanalytic techniques.

作者: FAIRBANKS, JOHN W. The author is a graduate of the Maine Maritime Academy Stanford University and the University of Santa Clara. His undergraduate degrees were in Marine and Mechanical Engineering and his Masters Degree Specialization was in Heat-Mass-Momentum Transfer within the Mechanical Engineering Department He has taught Gas Dynamics Thermodynamics and Direct Energy Conversion at Texas A&M and the University of Maryland and has sailed as a licensed Marine Engineer for two and a half years with the American Export Lines currently holding active First Assistant Steam Unlimited and Third Assistant Diesel Unlimited licenses. From 1954 to 1957 he was on active duty in the U.S. Navy serving in the USS Montrose (APA-212) as both Main Propulsion Assistant and Chief Engineer. While employed at Hiller Aircraft Company he was in the Advanced Research Group and worked on the Detached Coanda Effect for VTOL and ground effect machines as well as designing high-speed bearings and high-speed shaft test stands for the SC-142A an experimental tilt wing aircraft program. In 1963 he went to Philco-Ford to design a Brayton Cycle Power System for a solar probe spacecraft and also worked on the Thermal and Power System Design of the IDCSP (DOD's Communication Satellite). At NASA's Goddard Space Center for six years his responsibilities included design fabrication integration test launch and flight operation of solar arrays on two spacecraft and also as Power Systems Engineer for the Orbiting Astronomical Observatory the largest unmanned spacecraft flown. In 1971 he joined NAVSEC where he is currently the Program Engineer on the FT9 Gas Turbine Development Program and Coordinator of the Navy's Materials Programs for advanced gas turbines. He has had field experience and design responsibilities for about six years in the Suez Canal Authority John J. McMullen Associates Inc. and M. Rosenblatt and Son Inc. and has been with the Massachusetts Institute of Technology for the past four years. During this period he contributed several technical papers and reports in the areas of structural mechanics sea loads finite element analysis of marine structures and probabilistic structural mechanics. USN Lieutenant Commander Paul H. Fenton USN a 1964 graduate of the U.S. Naval Academy recently completed a graduate education program at M.I.T. in the field of Naval Construction and Engineering earning two degrees: Ocean Engineer and Master of Science in Naval Architecture and Marine Engineering. 作者: AZIZ, ABDUL THE AUTHOR was born in East Pakistan on January 31 1932 received the Bachelor of Science degree in Mechanical Engineering from the Dacca University in Pakistan in 1952 and the Master of Science degree in Mechanical Engineering from the Michigan State University in 1953. He did further graduate work at MIT Columbia and Johns Hopkins Universities and is now a candidate for the doctoral degree at the University of Maryland. He joined the Department of Navy in March 1966 with the Naval Ship Research and Development Center Annapolis Division where he worked on the MESA (Machinery Effectiveness Systems Analysis) Program sponsored by the Navy Ship Systems Command. The present paper is largely based on a 138-page report entitled “Systems Effectiveness in the United States Navy” on the works of the MESA Program. Currently he is assigned to the Naval Research Laboratory to provide inhouse engineering support in the development and analysis of systems and their components for the conduct of fundamental research in Astronomy and Astrophysics by the Laboratory. Prior to joining the Department of Navy he worked for General Electric Cdmpany in the analysis and development of large steam turbine components and for Burns & Roe Corporation in systems design and analysis for power plants both fossil powered and nuclear. With Burns & Roe he participated in the systems effectiveness analysis of the Army PM-3A nuclear power plant in the Antarctica. He received the United States citizenship in January 1966 is a member of the ASME and the U.S. Naval Institute.

Richard Hansen obtained a BSCE from Colorado State University in 1950 and has participated in continuing educational courses at the University of Washington Wayne State University and the University of Michigan. He was employed at Puget Sound Naval Shipyard for five years as a Mechanical Engineer and Project leader in industrial gases and cryogenic O2. Producers for Shipboard Applications followed by seven years at Chrysler Corporation initially as a project engineer in the FBM program subsequently assigned to Mechanical Laboratory achieving Managing Engineer status of a department therein which contained the facilities group instrumentation group and an experimental machine shop. This was followed by employment at Westinghouse Astronuclear Laboratories as a senior engineer conducting studies in two phase liquid hydrogen flow in simulated NERVA cores. Following this he served two years of employment with the Lockheed Georgia Company conducting material studies in combined nuclear cryogenic environments at the NASA 60 megawatt test reactor located in Sandusky Ohio. Joined NAVSEC in 1966 as a mechanical engineer in the compressed air systems group and has been assigned to the Supervisor of Diving Salvage and Ocean Engineering conducting analysis and evaluation of compressed air and gas systems associated with diving and salvage operations. Dale G. Uhler received BSCE degree from Carnegie Institute of Technology in 1964. He spent two years as a construction engineer before entering graduate school at the University of Miami Florida where he received his MS degree in applied mechanics with a minor in Ocean Engineering in 1968. He is now employed as an Ocean Engineer in the office of the U. S. Navy Director of Diving Salvage and Ocean Engineering where he is the project manager for the Large Object Salvage System and related development programs and concurrently working toward his Ph. D. at Catholic University.
