A Navy funded outreach program directed at increasing the interest of middle school students in pursuing careers in science and engineering has been subjected to a comprehensive mixed mode evaluation process conducted by a professional educational program evaluator. The evaluation process and its implementation in terms of the comparison-group studies and mixed method (quantitative and qualitative) data collection methods are described as well as the logic models which underlie this process. Some results are described and the paper closes with a statement of the challenges faced by the evaluator. © American Society for engineering Education, 2007.

The effect of annealing on the mechanical properties and fracture mechanisms of a Zr56.2Ti13.8Nb5.0Cu6.9Ni5.6Be12.5 bulk-metallic-glass (BMG) composite subjected to tension and compression was investigated. When the BMG composite was annealed at high temperature, its mechanical properties changed greatly no matter whether tested under tension or compression. Under tensile loading, the as-cast specimen and the specimen annealed at 573K failed in a shear mode with certain plasticity, but the specimens annealed at 593K, 623K, and 693K for 1h are very brittle and always failed in mode I fracture. Under compressive loading, however, all specimens failed in a shear mode with a fracture angle smaller than 45° and the corresponding plasticity decreased with increasing the annealing temperature. Therefore, significant asymmetry phenomena between the failure mode, the fracture strength, and the plasticity are found in the BMG composite annealed at different temperatures. Based on the experimental results available, we propose that the ratio of the intrinsic shear strength to the cleavage strength is a substantial parameter controlling not only the strength asymmetry, but also the failure mode and the plastic deformation in the BMG composite.

His active duty assignments included the staff of the Chief of Naval Operations Director of Surface Warfare as Section Head for Surface Combatant Maintenance and Modernization Program Executive Office Expeditionary Warfare as Assistant Project Manager for the (TAKE 1)Class Program and as Deputy Director Environmental Programs Division at Naval Sea Systems Command. He is a 1993 graduate of the Naval Construction and Engineering Program at the Massachusetts Institute of Technology where he received a Naval Engineers Degree and Master of Science in Mechanical Engineering. Since 1995 he has authored thirteen published technical papers dealing with environmental issues. CDR Markle is the recipient of Fiscal Year 2001 Individual Environmental Quality Awards and Environmental Excellence in Weapon System Acquisition Team Awards from Naval Sea Systems Command Chief of Naval Operations Secretary of the Navy and Secretary of Defense and the 2001 ASNE “Jimmie Hamilton” award. He is a Professional Engineer registered in the State of New York and Commonwealth of Virginia. He serves as the Chair of the Joint ASNE/SNAME Committee on Environmental Engineering and also as Chair of ASTM Ships and Marine Technology Marine Environmental Protection Subcommittee (F25.06).

Regulations governing the discharge of sewage from ships have been in force since the early 1970's. In response, the marine industry has developed ever more complex systems and processes for managing these wastes. The first compliance method involved holding wastes until they could be legally discharged;as technology advanced, treatment systems were developed and installed to enable discharge within regulated waters. As the size and number of ships as increased with maturation of the ocean tourism business, more restrictive regulations have been enacted to minimize the impact on sensitive waters. The trend is toward increasing regulation of both sewage and graywater. The most recent action occurred on 12 October 2005 when the Governor of California signed into law Senate Bill 771 regulating most ship liquid discharges within state waters. This paper describes the development of an innovative advanced wastewater treatment technology, based on advanced oxidation, bearing in mind the lessons learned from systems developed by industry over the past thirty years.

We studied the neuromuscular mechanical properties of the elbow and ankle joints in chronic, hemiparetic stroke patients and healthy subjects. System identification techniques were used to characterize the mechanical abnormalities of these joints and to identify the contribution of intrinsic and reflex stiffness to these abnormalities. Modulation of intrinsic and reflex stiffness with the joint angle was studied by applying PRBS perturbations to the joint at different joint angles. The experiments were performed for both spastic (stroke) and contralateral (control) sides of stroke patients and one side of healthy (normal) subjects. We found reflex stiffness gain (G R ) was significantly larger in the stroke than the control side for both elbow and ankle joints. G R was also strongly position dependent in both joints. However, the modulation of G R with position was slightly different in two joints. G R was also larger in the control than the normal joints but the differences were significant only for the ankle joint. Intrinsic stiffness gain (K) was also significantly larger in the stroke than the control joint at elbow extended positions and at ankle dorsiflexed positions. Modulation of K with the ankle angle was similar for stroke, control and normal groups. In contrast, the position dependency of the elbow was different. K was larger in the control than normal ankle whereas it was lower in the control than normal elbow. However, the differences were not significant for any joint. The findings demonstrate that both reflex and intrinsic stiffness gain increase abnormally in both upper and lower extremities. However, the major contribution of intrinsic and reflex stiffness to the abnormalities is at the end of ROM and at the middle ROM, respectively. The results also demonstrate that the neuromuscular properties of the contralateral limb are not normal suggesting that it may not be used as a suitable control at least for the ankle study

The NASA Administrator's Fellowship program (NAFP) research grant is awarded to faculty fellows upon the completion of their one-year resident research at a NASA center. The award provided a unique research opportunity, which is rarely available for faculty and students at community college level, for the author to conduct a research project at a community college. With the support of the NAFP faculty research award, the author was able to not only continue the NASA related research on optimum machining parameters, but also get students involved in the research project. In this paper, the author presents the research project and experimental results. In addition, he shares his experiences of how to engage and supervise community college students in research as well as lessons learned from the process. © American Society for engineering Education, 2006.

The capability of muscle to produce mechanical work under periodic motions has been traditionally estimated using the workloop technique. We extend this method by allowing a pair of antagonist muscles to interact against a common load with non-zero admittance. We present an experimental approach to measuring the work done by a two-muscle system and show preliminary data. A complimentary problem is to maximize the work produced by the muscle pair in this setting. We formulate this problem in an optimal control framework. We derive conditions for the optimal activation of muscles to produce the maximum work, and show computed solutions

Magnetic paper via lumen loading process was prepared from neverdried and dried kraft pulp. Polyethylenimine (PEI) was used as retention aid during the inter-stage treatment. The paper produced from the magnetic pulp showed an increase of magnetic properties as the loading increased. The physical properties of the paper such as tensile index, burst index, tear and folding endurance showed a reduction in the strength value as the loading capacity increased. The lumen-loaded paper shows better physical properties than conventionally loaded paper. The flocculation study shows that the magnetic colloid exists in multi particles aggregates form in water solution, which caused by magnetodipole interaction.

The aim of this study was to develop the dynamic model of lower limb using static and dynamic reflex properties of flexion reflex. Identification of torque response associated with hip angle and angular velocity was tested in 6 subjects with chronic SCI. Each subject placed in a supine position and lower leg was fixed with the knee at 155°±12 and the ankle at 126°±14. The hip was aligned with the axis of the Biodex motor in order to impose hip movements to the leg. A train of 10 stimulus pulses (50mA, 1ms) as reference pulse were applied at 200Hz to the skin of the medial arch to trigger flexion reflex reflexes. From this experiment, we identified the torque response as linear function of hip angle and angular velocity. In order to simulate the lower limb of spinal cord injured patients for functional electrical stimulation, we developed two dimensional dynamic model with three segments, thigh, shank and foot. Influences of stimulation parameters such as amplitude, frequency and duration time of pulse train were investigated with Taguchi method to obtain best results.
