作者: JONES, ROBERT A. THE AUTHOR:is a naval architect in the Weapons and Deck Systems and Equipment Branch of the Naval Ship Engineering Center Washington D. C. He holds a Bachelor of Science degree in Mechanical Engineering from the University of Illinois. Since joining NAVSEC in 1965 he has taken part in the Hull Systems and Weapons Support Division Junior Engineer Training Program. Responsibilities of his present position include design and system engineering for submersible vehicle mechanical systems equipment jettisoning systems underwater work tools and submersible vehicle certification. He is a registered engineer in training in the state of Illinois.

作者: MORISSEAU, KC The author graduated from the New York State Maritime College in 1956 receiving his BS degree in Marine Engineering. He then reported to the Navy's Bureau of Ships where after 18 months training he was assigned to the Hull Mechanical Section in the Hull Design Branch. During this period he was involved in the contract design of various materials handling features of naval ships including vehicle and cargo handling for Amphibious Ships electronics equipment handling and replenishment at sea and in addition also was charged with the management and operation of the Division's computer installation. In 1964 he became the Hull Project Coordinator for the AOR 1 Class AO(J) 51 Class and the AOE 3 Class ships and after completing their contract design was transferred to the Auxiliary Type Desk and reassigned as AE 26 Class Project Engineer. From 1965 until 1974 he was the Program Manager for the FAST System and the Missile/Cargo STREAM System in the Underway Replenishment Project Office (PMS–390)/Underway Replenishment Division (SHIPS–490) and its organizational predecessors. In April 1974 when SHIPS–490 and SHIPS–427 were merged he became Head of the Underway Replenishment Improvement Branch the position he now holds in the Naval Sea Systems Command.

作者: JACOBS, KS ELFONT, M PROCACCINO, V Mark Elfont Ph.D:. is head of the Engineering Analysis Staff at the Naval Ship Systems Engineering Station (NAVSSES). At NAVSSES Dr. Elfont developed the Ships Machinery Analysis and Reporting Technique (SMART) System that utilizes direct access to the Ships 3-M database to calculate the fleet performance of HM&E systems. The SMART process is an automated approach to performance trending and offers the in-service engineers and life cycle managers cost effective information on the performance of equipments and systems in the actual fleet environment. Prior to coming to NAVSSES Dr. Elfont was at the Naval Air Development Center (NADC) for 18 years with most of his service as program manager for various avionic weapon system developments. Dr. Elfont also spent three years as the business manager of a private telecommunication firm. Vincent Procaccino:is the measures of effectiveness coordinator within the Performance and Business Indicators Section of the Equipment Assessment and Alteration Department Naval Ship System Engineering Station (NAVSSES). Mr. Procaccino is responsible for developing processes and techniques for determining the effectiveness of condition assessment efforts primarily the Assessment of Equipment Condition (AEC) program. NAVSSES is the Navy's in service engineering agent for HM&E equipment and is currently pursuing several programs which are in the process of evaluating condition assessment of HM&E systems. The efforts include continuous on-line monitors and expert system applications. Prior to arriving at NAVSSES in December 1988 Mr. Procaccino received a bachelor of science degree in mechanical engineering from Penn State University in August of 1987. He then worked as a project engineer for a small manufacturing firm until his arrival at NAVSSES.

Sackett:served over 30 years in the United States Marine Corps earning during his career a BS degree in mechanical engineering through a transitory combination of university studies and military schools. During the period June 1976 to December 1988 he participated as a principal member of the RCA AEGIS Ship Combat System Readiness Development Team. His activities included the conduct of feasibility studies and the identification of physical characteristics in the development of a combat system readiness concept for implementation in the Combat System Maintenance Central of the AEGIS ship. Marshall L. Dorman Jr.:received his BS degree in mechanical engineering from the University of Washington in 1959. He worked at the Boeing Company in Seattle on various airplane/missile programs and the Navy's PHM hydrofoil program. He was employed by RCA on the Aegis program from June 1976 until February 1988 as a lead engineer in arrangements for the Aegis CG 47 class cruisers the CGN-42 proposal and the strike cruiser proposal. For efforts in this position he received the Aegis Excellence Award. Following the Aegis program he returned to Boeing and was employed in system engineering as a configurator on the Navy E-6 AW ACS and the F22 advanced tactical fighter programs. Marshall a life member of ASNE the Naval Institute and the Navy League was a qualified engineering duty officer in the Naval Reserve and served several training duty tours with NavSea in Washington DC. He is also a registered professional engineer in Washington State and was a registered professional engineer while at RCA in New Jersey.

McLean Virginia responsible for landing craft air cushion (LCAC) engineering support. Since joining TRW in 1967 he has had several technical project management and system engineering responsibilities in amphibious ships transportation and energy. He was responsible for the preliminary engineering design and cost estimates for tracked air cushion vehicles (TACVs). He has been active in several professional societies including ASNE and served as vice-chairman Los Angeles Section American Institute of Aeronautics and Astronautics. John C. Kim:received his degrees of B.S. in electrical engineering Tri-State University 1959 M.S. in electrical engineering Michigan State University 1960 and Ph.D. in electrical engineering Michigan State University. He is presently a senior staff engineer with TRW Inc. McLean Virginia where his technical experience has included communications system engineering and navigation system analysis. Since joining TRW in 1969 he has held numerous positions including section head project manager and department manager. His previous employment includes E-Systems/Melpar Division and Honeywell. Dr. Kim has been active in the IEEE Washington Chapter activities which included secretary vice-chairman and chairman of Systems Science and Cybernetics Group. Edward G.U. Band:received a B.S. degree in mechnical engineering in 1946 and a D.I.C in aeronautical engineering in 1947 at the City and Guilds College of London University. In 1951 he received an M.S. degree from Stevens Institute of Technology in fluid dynamics.
