We report on the optimization of Ga0.27In0.73As 0.67P0.33/Ga0.11In0.89As 0.24P0.76 compressive-strain multiple-quantum-well (CS-MQW) grown by low-pressure metalorganic chemical vapor deposition for 1.3-μm ridge-waveguide laser diodes (LDs). The structural and optical properties are characterized by double-crystal x-ray diffraction and photoluminescence (PL) measurements, respectively. The optimum thicknesses of the well, barrier, and waveguide layer of the active region are 4 nm, 10 nm, and 100 nm, respectively. The GaInAsP/ GaInAsP CS-MQW as-cleaved LDs with the optimum active region, a 3.5-μm-width ridge, and a 900-μm-cavity length exhibit the threshold current density of 1.09 kA/cm2, a differential quantum efficiency of 30%, a characteristic temperature of 60 K, a maximum operating temperature up to 75°C, and a redshift rate of 0.30 nm/°C.

Modern environments are saturated with sensors. These sensors may be active or passive, stationary or mobile, based on land, sea, air or space. They may differ in size, complexity, modes of operation, power, costs and a number of other features. The challenge in a sensor-rich environment is to coordinate the sensing of all the sensors in order to obtain the best total group performance. The complexity of the problem suggests that traditional methods of optimization will be prohibitively costly in terms of computation and communication. Additionally, there is some ambiguity over how to aggregate individual sensor utilities into a "best total group performance." Under these circumstances, game theoretic methods can be employed to both limit the computation and communication necessary for group coordination and avoid the problem of aggregating utilities. Specifically, an economic paradigm is adopted from which an efficient method for sensor coordination can be derived. The resultant coordination algorithm is shown to have bounded Pareto suboptimality, demonstrating the tradeoff between inter-sensor communication and utility optimization

We report the phase stabilization and spectral linewidth of a 2.7 THz quantum cascade laser by heterodyning its two nearby lateral mode lasing lines using a superconducting NbN bolometer mixer. The beat signal at about 8 GHz is compared with a microwave reference by applying a conventional phase lock loop circuitry with a feedback to the laser bias current. Phase locking has been for the first time demonstrated, resulting in an extremely narrow beat linewidth of less than 10 Hz (limited by the resolution bandwidth of the spectrum analyzer). Moreover, our result demonstrates the feasibility of phase-lock of the THz signal itself. Under frequency-stabilization conditions we are able to study the emission spectrum of a THz QCL in a systematic way, which previously was *** find that the line profile is virtually Lorentzian with a long-term minimum linewidth of the THz modes of about 6.3 kHz. Temperature dependent measurements suggest that this linewidth does not approach the Schawlow-Townes limit.

Media delivery over lossy packet networks is a challenging problem, and forward error correction (FEC) based techniques are an important technique for overcoming packet loss. Conventional FEC-based media delivery techniques protect all packets equally, or protect a subset of the packets, or protect different subsets of packets with different levels of protection, e.g., scalable coding with unequal error protection (UEP). This paper proposes an FEC-based technique to maximize the expected received media quality by explicitly discarding packets, when beneficial, in order to provide additional room for FEC. Given knowledge of the importance of each packet, we show that there is a simple and intuitive criterion for the optimal selection of which packets to discard and which to protect, as well as the level of protection, to minimize the expected distortion experienced at the receiver. The proposed approach provides significant gains over the conventional approaches, and these gains are illustrated for the case of sending H.264 coded video data over a packet erasure channel with known packet loss rate.
