OPTEVFOR is chartered by CNO as the Navy's independent test organiza tion to conduct actual field test of new procurement systems. Prior to DOT&E's issuance of new policy guidance, any test issue which OPTEVFOR could not address during OT&E was left unresolved or limited comment was made based on extracts of precise technical information from pristine and less complex developmental tests. DOT&E has now recognized the contribution that logically applied modeling and simulation can make toward the evaluation of new warfare systems at each decision point in the procurement and implementation cycle. This use of M&S to supplement rather than replace operational testing is interpreted by DOT&E as being within the spirit and intent of the law. This brings about a significant change in the way OPTEVFOR does business. To in corporate a modeling and simulation capability at OPTEVFOR, a new organization has been established: the modeling and simulation Branch. The M&S Branch representative works with the OTD and advises him on the integration of M&S into OT&E, primarily to support those areas where actual testing is inadequate to provide answers to effectiveness or suitability issues, but also, to aid in OT&E test design and devise new system tactics. Major systems in development now using M&S to aid in early program as sessments include SSN-21, using the NUSC SIM II model, and Standard Missile (SM-2) Block IV with its series of flyout and endgame portrayal models developed through the coordination of Raytheon.

modeling and simulation (M&S) is a relatively unused research approach in forced migration studies. In most of its application areas, M&S is applied in several broad thematic policy-oriented topics: predicting human movement, humanitarian logistics, communicable diseases, healthcare, policing, and economics. More recently, there has been increased use of M&S in predicting human movement and health impacts resulting from climate change. Computer modeling has benefits for both policy and theoretical advancements in the field. M&S is often associated as a predictive tool that appeals to policymakers and planners. But M&S has many other significant benefits. For policymakers and planners, M&S provides a simulated environment to explore “what-if” scenarios. These scenarios can be adjusted to reflect different assumptions and conditions in the field. M&S can provide a means for translating interpretivist research findings—themselves rich in descriptions of actors, relationships, and dynamics—into visual artifacts that can communicate results to policymakers. It also can help to test the assumptions of theoretical findings, explore generalizability to other cases and conditions, and inform future data collection efforts. On the other hand, because models can take a long time to construct and test, they cannot provide rapid insights about evolving situations to inform decision-making at the onset of a new emergency. Data dashboards, the staple of modern humanitarian operations, are better for identifying emergent needs and tracking efforts. However, modeling what we know from one situation allows us to use those insights in systematic and strategic ways to improve operations for the future. M&S can also provide researchers with an additional tool that allows improved integration of multiple data types and sources. modeling and simulation has become a driving force within the engineering and science communities as the cost of, and time for, experimentation continues to rise. Some areas of study, such as chemistry and biology, may not even have the ability to fully evaluate certain processes experimentally, making modeling and simulation even more important. The situation has led many areas of research to the necessity of modeling and simulating various processes using computers. In addition, the rise in computational capabilities (the supercomputers of a decade ago are outmoded by the PC clusters of today), has led to a paradigm shift from using the computer resources only available to a few researchers to a tool now available to many people. Researchers at the U.S. Air Force Academy are working to bring these modeling and simulation tools into the classroom and laboratories for students to learn the capabilities, and limitations, of modern computational tools. Descriptions of how modeling and simulation is performed at the Academy are included, as well as details about the computational resources being used. Most importantly, descriptions of the methods used to bring these tools to the classroom are described in detail.

How is it possible that a whole ancient civilization disappeared? Was this caused by climate changes? What type of recruitment strategy among social insects is best adapted to their particular environment? How much time does it take to evacuate an airport if people have limited perception caused by smoke as well as restricted mobility? What if many of these people travel in groups or families? How long does it take for commuters to reach their destinations if an important arterial in the Los Angeles area is closed? These are the kind of questions that can be and are answered by agent-based modeling and simulation (ABMS). In this paradigm, simulated human beings or animals are modeled as agents, interacting with some of their peers as well as with their environment. The environment, as in many multiagent systems, plays a key role and must therefore be carefully taken into account. For instance, passengers seeking to leave the airport just mentioned try to find the shortest way to an exit, which may be partially hindered by debris. These are only some examples of scenarios - also characterized as complex adaptive systems - that can be investigated using ABMS. The core idea here is to use simulated agents for producing a phenomenon that shall be analyzed, reproduced, or predicted. This generative, bottom-up nature of modeling and simulation provides great potential for dealing with problems in which conventional modeling and simulation paradigms have difficulties capturing the core features of the original system. In what follows, this particular modeling and simulation paradigm, its concept, properties, and application are introduced and discussed. To this end, concepts about modeling and simulation in general, and about ABMS in particular, are introduced and discussed in the next two sections. The continuing technology revolution has yielded dramatic new opportunities for the Department of Defense (DoD) in the area of modeling and simulation (M&S). Advances in the information sciences, including communication networks and high performance computer technology provides DoD the opportunity to effectively develop and mange this technology to prepare our forces for any military contingency. Recognizing this opportunity, the Deputy Secretary of Defense established the Defense modeling and simulation Office (DMSO) on June 21, 1991 to: Facilitate the application of M&S in education, training, and military operations;research and development;test and evaluation;analysis;and production and logistics disciplines. Assist in development of consistent DoD Component M&S plans. Establish a liaison process to coordinate and assist M&S efforts among DoD Components and the Defense industry. Foster cooperation among DoD Components to maximize M&S interoperability, eliminate duplicate development where possible, and promote high return on investment of advanced technologies. In addition, DMSO coordinates the activities and implements the decisions of the Executive Council for Models and simulations (EXCIMS), a senior level panel of DoD Component representatives. In the process of creating a seamless, synthetic environment, an infrastructure is being designed and developed. The statements of need for ten infrastructure areas and the status of efforts to date in those areas are discussed.
