Radio base stations in radio access networks (RANs) for 5th-generation mobile communications system networks are growing in number because of the adoption of microcells for the utilization of high-frequency bands and to increase network capacity. Standardization of RANs proposes new usages of network slices, such as smart factories. In addition to conventional device operations, more complex operations are thus required, such as power saving by putting radio base stations into sleep mode and network slice control. To enable such operations, it is necessary to add "intelligence" to operations so that network status analysis and control decisions can be executed autonomously. This article introduces the Cognitive Foundation Collaboration Platform technology that enables autonomous and intelligent control of RANs. © 2025 Nippon Telegraph and Telephone Corp.. To provide communication services over Internet Protocol networks, it is necessary to develop, for each service, a mechanism for controlling voice and video sessions on the basis of the various types of participating terminals and connections used, which prevents content providers from devoting their resources to enrich content in their communication services. This article introduces our research and development activities toward solving this problem that involve providing a communication control platform that can be applied to various communication services provided by network operators. © 2025 Nippon Telegraph and Telephone Corp. Background Measuring routine childhood vaccination is crucial to inform global vaccine policies and programme implementation, and to track progress towards targets set by the Global Vaccine Action Plan (GVAP) and Immunization Agenda 2030. Robust estimates of routine vaccine coverage are needed to identify past successes and persistent vulnerabilities. Drawing from the Global Burden of Diseases, Injuries, and Risk Factors Study (GBD) 2020, Release 1, we did a systematic analysis of global, regional, and national vaccine coverage trends using a statistical framework, by vaccine and over time. Methods For this analysis we collated 55 326 country-specific, cohort-specific, year-specific, vaccine-specific, and dosespecific observations of routine childhood vaccination coverage between 1980 and 2019. Using spatiotemporal Gaussian process regression, we produced location-specific and year-specific estimates of 11 routine childhood vaccine coverage indicators for 204 countries and territories from 1980 to 2019, adjusting for biases in countryreported data and reflecting reported stockouts and supply disruptions. We analysed global and regional trends in coverage and numbers of zero-dose children (defined as those who never received a diphtheria-tetanus-pertussis [DTP] vaccine dose), progress towards GVAP targets, and the relationship between vaccine coverage and sociodemographic development. Findings By 2019, global coverage of third-dose DTP (DTP3;81.6% [95% uncertainty interval 80.4-82 .7]) more than doubled from levels estimated in 1980 (39.9% [37.5-42.1]), as did global coverage of the first-dose measles-containing vaccine (MCV1;from 38.5% [35.4-41.3] in 1980 to 83.6% [82.3-84.8] in 2019). Third- dose polio vaccine (Pol3) coverage also increased, from 42.6% (41.4-44.1) in 1980 to 79.8% (78.4-81.1) in 2019, and global coverage of newer vaccines increased rapidly between 2000 and 2019. He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN-Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. Currently he is the technical manager of the DoD Contract on ATM via satellite demonstration and the programme manager for the INTELSAT contract on analysis and top-level specification of INTELSAT ISDN subnetworks and SDH compatible transport network. Key issues regarding the operation of the broadband integrated services digital network (BISDN) via satellite are presented herein. The specific issues, challenges, and their resolutions are detailed. In particular, the impact of error characteristics and propagation delay on the operation of BISDN via satellite is discussed. Solutions are presented for removing adverse effects and providing high-quality service to users of BISDN via satellite.

There is a very large demand for basic telephone service in developing nations, and remote parts of industrialized nations, which cannot be met by conventional wireline and cellular systems. This is the world's largest unserved market. We describe a system which uses recent advances in active phased arrays, fast-packet switching technology, adaptive routeing, and light spacecraft technology, in part based on the work of the Jet Propulsion Laboratory and on recently-declassified work done on the Strategic Defense Initiative, to make it possible to address this market with a global telephone network based on a large low-Earth-orbit constellation of identical satellites. A telephone utility can use such a network to provide the same modern basic and enhanced telephone services offered by telephone utilities in the urban centres of fully-industrialized nations. Economies of scale permit capital and operating costs per subscriber low enough to provide a service to all subscribers, regardless of location, at prices comparable to the same services in urban areas of industrialized nations, while generating operating profits great enough to attract the capital needed for its construction. The bandwidth needed to support the capacity needed to gain these economies of scale requires that the system use K(alpha)-band frequencies. This choice of frequencies places unusual constraints on the network design, and in particular forces the use of a large number of satellites. Global demand for basic and enhanced telephone service is great enough to support at least three networks of the size described herein. The volume of advanced components, and services such as launch services, required to construct and replace these networks is sufficient to propel certain industries to market leadership positions in the early 21st Century.

INTEGRATED MACHINERY control - THE WAY OF THE FUTURE

After completing naval training he obtained a Bridge Watchkeeping Certificate with subsequent employment as communications officer. Upon completion of his Engineering Certificate of Competency his appointments encompassed the following: engineering officer in several HMC ships various engineering positions in Defence Headquarters and HMC dockyards and officer-in-charge of the Engineering Division Halifax. His last naval appointment in Defence Headquarters was as section head responsible for machinery controls interior communications and navigation systems he was also project manager for the Shipboard Integrated Machinery Control System (SHINMACS). In 1987 he took up the position of manager technical development at CAE Electronics Ltd. Montreal Canada. Rashid Khan:obtained an honors degree in electrical and electronics engineering at Newcastle-upon-Tyne Polytechnic England in 1973. After graduation he worked as a software design engineer on various real-time systems before joining a large packet switching project in Belgium. He was responsible for optimisation and integration of the Network Management Center. He emigrated to Canada in 1981 and joined CAE Electronics Ltd. where he has worked in a supervisory capacity on several real-time control systems. He is currently the manager control system software development.

The shipboard integrated machinery control system (SHIN-MACS) has been under development since 1977. It has moved from an idea, through a paper study, a wooden mock-up, a demonstrator console, to an advanced development model, and will first be operational in the Canadian patrol frigate (CPF) in 1988. The development of this integrated control system, particularly the latter part, has not been without its problems. However, through redesign and evaluation, the system is now real-time capable and should provide a marked improvement over traditional control systems, particularly in the area of operator interaction with the plant. The integrated machinery control system (IMCS) for the Canadian Patrol Frigate Program is the same design as the IMCS that is being retrofitted into the DDH-280 class of destroyers under the Tribal Class Update and Modernization Program (TRUMP). The IMCS is a microprocessor based distributed control system which provides automatic control and monitoring of the ship's machinery and systems. The system will have the most technologically advanced man-machine interface yet to be seen in a warship. The IMCS communicates with all of its components over a triple redundant data bus using redundant digital propulsion controllers. It also has an equipment health monitoring capability designed to assist in the reduction of life cycle cost of the machinery. The IMCS in the CPF has a significant growth potential. The IMCS is a software based system, and thus lends itself readily to modifications and adaptation to other vessels. This technology will impact on the operation of a modern warship by catering to reduced manning; it will also provide assistance in the implementation of on-condition based maintenance through the gathering of data electronically. The Canadian patrol frigate IMCS will be the first fully digital machinery control system to utilize data bus technology for all control and monitoring functions.
