The expressions the human factor and human factors are sometimes used synonymously but also may have different meanings or at the very least different tones. Chapanis (1965) suggested that the human factors community should pay close attention to the “language of human engineering itself.” This attention should not only focus on fine-tuning verbose dialog and relaying complex concepts in simple terms but also should consider the divergent meanings behind expressions and how these may frame viewpoints and dialog. Explanations and interpretations draw from philosophies and shape conversations, and associated work. In this paper, we draw attention to diverse uses and meanings of the human factor and human factors describing how these differences may influence communication and approaches to work.

It has been over 20 years since the National Institute of Standards and Technology (NIST) launched the first web version of its X-ray Photoelectron Spectroscopy (XPS) database (Lee et al., 2002;Wagner, 1991) which has approximately 1000 active users every day. This database was recently redesigned to meet NIST security requirements and to include new features and enhancements. The new application is built upon a relational database using a cross-platform and open-source framework (Henning et al., 2002). In addition to a modern design interface, the new features include custom-built components for displaying formatted molecular formulas and spectral lines, for sorting spectral lines, and for graphical display of chemical shifts of binding energies, Auger-electron kinetic energies, and Auger parameters for elements in different compounds. © 2024 The Author(s).

The rapid development of digital technology has significantly transformed governance, mainly through internet services. This study examines internet services governance within the Communication, informatics, and Statistics office of West Lombok Regency, which strategically supports digital government. While the vast potential of internet services can enhance efficiency, transparency, and accountability, several challenges, such as inadequate regulations, limited human resources, and infrastructure, hinder its complete optimization. Using the Information and Communication Technology governance framework, this research explores the implementation of extensive data management and provides recommendations to strengthen existing governance practices. Additionally, the study focuses on Internet service management, which is essential for improving governance quality and public service delivery. Despite the potential benefits, internet service governance faces similar challenges, particularly regarding uneven bandwidth distribution among government offices. This imbalance results in inefficiencies, with some offices lacking sufficient resources to operate effectively, leading to administrative delays and disruptions in service delivery. The research uses descriptive statistical analysis to evaluate data from 44 government offices, assessing user numbers, bandwidth allocation, and usage efficiency. Linear regression and k-means clustering are applied to model internet service maturity and classify offices based on usage patterns. The findings reveal substantial disparities in user numbers, bandwidth distribution, and efficiency ratios, with average users and bandwidth standing at 108.02 and 166.14 mbps, respectively. Clustering analysis identified three primary groups, emphasizing the need for further assessment to improve bandwidth allocation and ensure fair distribution based on each agency's specific requirements. © 2024 IEEE.

Weaving viewpoints into healthcare policy

This paper describes a set of approaches for evaluating and designing healthcare policy content. These approaches draw from multiple viewpoints in human factors, systems thinking, safety science, and human-centered design (HCD). Six groupings of approaches drawing from different viewpoints are included that address philosophical underpinnings, policy networks and information systems, embedded references to available expertise, customizable modular elements, usability and HCD, and linguistic considerations. For each grouping, an example is provided along with lessons learned and limitations of each approach. Because these approaches emphasize different vantage points and flexibility in design, they can be useful for inquiring into a variety of policy design considerations. Viewing bodies of policy through these perspectives can help us to address questions about how they support healthcare work and how they may work as a system of policies together towards positive outcomes.

There are clear connections between the output of human factors methods and patient safety in the healthcare domain. While human factors techniques generally serve to enhance safety, there are times when these efforts are less well allied or even in opposition. This paper will describe ways in which we have linked safety to usability and added more explicit considerations of patient safety into existing human factors practices. We hope these efforts will encourage acceptance for human factors recommendations and promote buy-in from stakeholders for conducting usability and patient safety work.

A significant body of human factors (HF) work has focused on how people collaborate on teams in various operational settings such as aviation and nuclear power. Less work, however, has focused on the team dynamics of groups conducting HF studies. This paper describes a collaborative effort led by HF practitioners to understand and document user needs and challenges associated with the adoption of a new electronic health record (EHR) at a medical facility. By examining the challenges and opportunities presented by the interdisciplinary nature of the team, we can identify best practices for future study and change management efforts that may ultimately lead to greater organizational maturity and the development of better, safer systems.

While there is a need for human factors engineering (HFE) in health systems design, the pace of operations in most healthcare systems often requires deviation from optimal HFE practices. We must provide sufficiently useful and usable findings to the design team and stakeholders to support project decisions while also tempering their expectations and properly calibrating their level of certainty around the findings and recommendations. As members of an HFE team in a series of projects related to the implementation of a new electronic health record (EHR) in a large healthcare system, we describe some early efforts with project teams and initial missteps that limited the effectiveness of HFE work. We also describe communication strategies we are piloting that appear to achieve better results in terms of project team engagement, stakeholder buy-in, and validity and utility of findings.

A workforce that is skilled in informatics and data science is critical to achieving the objectives of the data Modernization Initiative (DMI) in public health. The Minnesota Department of Health conducted an informatics workforce assessment in December 2022. The survey captured information in 5 domain areas and across 6 proficiency levels (no knowledge to expert) with an estimated 15-20 minutes to complete. In all of the 5 domains (performing assessments and leading advancements of health information systems;data exchanges and systems interoperability;data and IT governance;data analytics, visualization and reporting;implementation, development and management of systems), the staff who identified themselves at expert proficiency was © 2023 IEEE.

The process of using ICT to provide services to the public is known as the Indonesian e-Government system, or Sistem Pemerintahan Berbasis Elektronik (SPBE). The e-Government initiative in Jakarta Provincial Health office involves enhancing collaboration among public health entities for efficient data exchange and streamlined processes, especially between the Provincial and District Health offices, public hospitals, government clinics, and primary health care centers (Puskesmas). Achieving interoperability requires standardized protocols and a well-defined architectural model to integrate data seamlessly. This study presents a provincial-level architectural model focused on improving electronic health records interoperability, aiming to promote the adoption of the national Fast Healthcare Interoperability Resources (FHIR) health information exchange platform and enhance the integrity of health data in Jakarta. The study methodology involves conducting literature reviews, observations, and discussions with representatives from healthcare facilities to develop the e-Government architecture model and prototype of the infrastructure layer aiming to facilitate the interoperability of Electronic Health Records (EHRs) across 93 healthcare facilities, all of which are part of the SPBE users. © 2024 IEEE.
