On the mixed sensitivity optimization problem for stable pseudorational plants

In this paper, we consider the mixed sensitivity optimization (two-block H ∞ ) problem for stable plants with pseudorational transfer functions. This class of transfer functions plays an important role in dealing with delay systems. We derive a closed-form expression to compute the optimal performance level, by extending the well-known Zhou-Khargonekar formula to the two-block problems with pseudorational plants. A numerical example is given to illustrate the result.

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. Aboard current ships, such as the DDG 51, engineering control and damage control activities are manpower intensive. It is anticipated that, for future combatants, the workload demand arising from operation of systems under conditions of normal steaming and during casualty response will need to be markedly reduced via automated monitoring, autonomous control, and other technology initiatives. Current DDG 51 class ships can be considered as a manpower baseline and under Condition III typical engineering control involves seven to eight watchstanders at manned stations in the Central Control Station, the engine rooms and other machinery spaces. In contrast to this manning level, initiatives such as DD 21 and the integrated engineering plant (IEP) envision a partnership between the operator and the automation system, with more and more of the operator's functions being shifted to the automation system as manning levels decrease. This paper describes some human systems integration studies of workload demand reduction and, consequently, manning reduction that can be achieved due to application of several advanced technology concepts. Advanced system concept studies in relation to workload demand are described and reviewed including. Piecemeal applications of diverse automation and remote control technology concepts to selected high driver tasks in current DDG 51 activities. Development of the reduced ship's crew by virtual presence system that will provide automated monitoring and display to operators of machinery health, compartment conditions, and personnel health. The IEP envisions the machinery control system as a provider of resources that are used by various consumers around the ship. Resource needs and consumer priorities are at all times dependent upon the ship's current mission and the availability of equipment pawnbrokers.

Electrical breakdown and recovery processes in water have been studied using electrical and nanosecond optical diagnostics. The breakdown electric field in submillimeter gaps with 200 ns voltage pulses applied has been measured as 1 MV/cm, the rate of current rise during breakdown reaches 4⋅10 11 A/s. The switch recovery time is determined by expansion and decay of a vapor bubble. The experimental results, together with the results of a model with a percolative approach, provide design criteria for compact, high power, high repetition rate, liquid-switch pulse generators.

We report on our experiences in a participatory design project to develop ICTs in a hospital ward working with deliberate self-harm patients. This project involves the creation and constant re-creation of socio-technical ensembles that satisfy the various, changing and often contradictory and conflicting needs in this context. Such systems are shaped in locally meaningful ways but nevertheless reach beyond their immediate context to gain wider importance and to be integrated with the larger environment.

High Spatial Resolution Assessment of the Structure, Composition, and Electronic Properties of Nanowire Arrays

We have employed transmission electron microscopy (TEM) and analytical electron microscopy to perform preliminary assessment of the structure, composition and electronic properties of nanowire arrays at high spatial resolution. The two systems studied were bismuth and bismuth telluride nanowire arrays in alumina (wire diameters ~40nm), both of which are promising for thermoelectric applications. Imaging coupled with diffraction in the TEM was employed to determine the grain size in electrodeposited Bi2Te3 nanowires. In addition, a composition gradient was identified along the wires in a short region near the electrode by energy-dispersive x-ray spectroscopy. Electron energy loss spectroscopy combined with energy-filtered imaging in the TEM revealed the excitation energy and spatial variation of plasmons in bismuth nanowire arrays.

We have synthesized single crystal bismuth nanowires by pressure injecting molten Bi into anodic alumina templates. By varying the template fabrication conditions, nanowires with diameters ranging from 10 to 200nm and lengths of ~50μm can be produced. We present a scheme for measuring the resistance of a single Bi nanowire using a 4-point measurement technique. The nanowires are found to have a 7nm thick oxide layer which causes very high contact resistance when electrodes are patterned on top of the nanowires. The oxide is found to be resilient to acid etching, but can be successfully reduced in high temperature hydrogen and ammonia environments. The reformation time of the oxide in air is found to be less than 1 minute. Focused ion beam milling is attempted as an alternate solution to oxide removal.

A technology overview for a proposed Navy surface combatant DC Zonal Electric Distribution System

While working on his degrees he has done extensive research fm P. C. Krause and Associates in electric drive modeling and simulation. Following post-doctorate work at Purdue he joined the staff at the Naval Postgraduate School in 1994 as an Assistant Professor in the area of Power Systems. Robert W. Ashton:graduated from Virginia Polytechnic Institute with a B.S.E.E. in 1982. He worked for Unisys Corporation as a Component Engineer until returning to school in 1986. He received his M.S.E.E. in 1989 from Worcester Polytechnic Institute. He earned a Ph.D. in the area of power electronics while a fellow with Northeast Utilities in Connecticut. He currently holds the position of Associate Professor in the Department of Electrical and Computer Engineering at the Naval Postgraduate School in Monterey GI.

The U.S. Navy is currently investigating the implementation of a DC Zonal Electric Distribution System (DC ZEDS) as a component of an Integrated Power System (IPS) for the next generation of surface combatant. In replacing the current ac radial distribution system, significant gains can be realized in terms of survivability, weight, manning and cost. DC ZEDS is predicated on having starboard and port de busses feeding electrical zones delineated by watertight bulkhead compartments. The main bus de voltage is stepped down within the zone and then converted to three-phase ac and lower voltage de by additional power converters. Due to the large interconnection of tightly-regulated power converters in a stiffly-connected system, negative input impedance effects create the possibility of unwanted resonances. In this paper the authors describe the rationale for the de zonal system, characterize the key components, and highlight the stability issues.

In deep submicron silicon MOSFETs, GaAs-based HEMTs, and in new emerging heterostructure systems, such as AlGaN/GaN, electrons forming a two-dimensional (2D) conducting channel exhibit new interesting effects that might find important device applications. Some of these effects are related to the space dependence of the electron mass. Other effects are linked to a large sheet electron concentration, when electrons behave not as a 2D gas but rather as a 2D electron electron fluid. We consider plasma effects in this fluid and discuss plasma wave electronic devices that rely on these effects. We also discuss the properties of 2D electrons in silicon devices, where plasma effects might also play an important role in deep submicron MOSFETs.

Chemical interactions between La-Sr-Mn-Fe-O-based perovskites and yttria-stabilized zirconia

Orthoferrite-based perovskites are of interest as materials for the cathode in solid oxide fuel cells (SOFCs). Therefore, the chemical compatibility between perovskites of the composition (La1-xSrx)(z)Fe1-yMny O3-delta (O less than or equal to x less than or equal to 0.3;0.2 less than or equal to y less than or equal to 1;z = 0.90, 0.95, 1.00) and the solid electrolyte zirconia (ZrO2) doped with 8 mol% yttria (Y2O3) (8YSZ) has been investigated, Powder mixtures of the two materials have beers annealed at different temperatures, The formation of monoclinic ZrO2 at 1000 degrees C, as well as of La2Zr2O7 and SrZrO3 at 1400 degrees C, has been determined in some samples. The reactions that are observed are discussed, with respect to the thermodynamic activities, tolerance factor, and oxygen-ion migration energies. Some perovskite compositions seem to be compatible with Y2O3-stabilized ZrO2 (YSZ), thereby offering the possibility to use orthoferrite-based perovskites in SOFCs with a solid electrolyte made of YSZ.

A Polynomial Function Discovery System — FFS

This paper presents a function discovery system FFS that has two core parts: FFS-0-CORE and FFS-1-CORE. Both cores are with polynomial time complexity in discovering functions of either a•f(x)+b form or a 1 f 1 (x)+…+a n f n (x)+b form. FFS-0-CORE allows users to define their own models. FFS-1-CORE uses novel principles to increase information which helps the function discovery procedures. Three computational examples are included.
