Sejd received his B.S. degree in Civil Engineering from Case Western Reserve University and has since undergone considerable graduate study at both The George Washington and American Universities. He served almost four years in the U.S. Navy as a Naval Aviator and enjoys the unique distinction of being qualified in both Heavier- and Lighter-than-Air aircraft. Early in his career he was employed at the Navy's Bureau of Ships in the capacity of a Structural Designer and Structural Research Monitor. In 1966 he joined the Staff of the Center for Naval Analyses where he was involved in the mathematical modeling of ships and aircraft and in economic “trade-off‘ analysis. In 1970. he went to the Naval Ship Engineering Center as an Operations Research Analyst in the Ship Design and Development Division. At the present time he is employed as a Program Manager for the Naval Sea Systems Command Ship Design Research and Development Office. A member of ASNE since 1973 he also is a member of the Association of Scientists and Engineers at NAVSEA the Operations Research Society of America and the Lighter-Than-Air Society. Mr. Kenneth W. Watkinson received both is B.S. and M.S. degrees in Engineering Science from Florida State University in 1970 and 1971 respectively. Since graduation he has been employed at the Naval Coastal Systems Center (NCSC). Panama City. Fla. where he is primarily involved in the investigation of the stability and control of underwater vehicles. For the past four years he has been the Task Leader and Principal Investigator for the NCSC portion of the Advanced Submarine Control Program involved in developing control design methods and the instrumentation system for the Submarine Control System Test Vehicle. Mr. William F. Hill is currently the ASCOP Program Manager at Lockheed Missiles & Space Company (LMSC) Inc. where he has the overall responsibility for design and construction of the Control System Test Vehicle (CSTV). Brace: USN reported for active duty in the U.S. Naval Reserve in June 1945 and upon his release from active duty in 1948 entered Chaffey Junior College Ontario Calif. from which he received his Associate Degree in Engineering in June 1949. Subsequently he attended Purdue University from which he received his BS degree in Chemical Engineering in 1951 and while on a Westinghouse Research Fellowship his MS degree in Engineering in 1952. He joined Phillips Petroleum Co. in Oklahoma as a research engineer with the Jet Fuel Research Group upon receiving the latter degree and while so serving obtained 12 patents. In January 1955 he was recalled to active duty and reported to Officers Candidate School. Newport R.I. Upon being commissioned in the U.S. Naval Reserve in May of that year he began his flight training at the Naval Air Training Command ultimately being designated a Naval Aviator and augumented into the regular Navy in 1956. He served with four carrier-based attack squadrons including three combat tours and in 1962 completed a duty assignment with the U.S. Army in South Vietnam. Other assignments include Catapult and Arresting Gear Officer USS Enterprise (CVN-65) duty on the Staff. Commander Naval Air Force. U.S. Atlantic Fleet: Assistant Chief of Staff for Material Task Force 78 during the mine countermeasure operations in North Vietnam Officer-in-Charge. Fleet Air Western Pacific Repair Activity Cubi Point P.I.: and Head. Aircraft Launch and Recovery Equipments Branch Ship Installations Division. Naval Air Systems Command from 1974 to 1976 during which he had full responsibility for all shore-based and shipboard aircraft launching and recovery systems and was Acquisition Manager for the SERD Catapult Program. Capt. Plato:is Head of the Design Work Study/ Shipboard Manning/Human Factors Engineering Section Systems Engineering and Analysis Branch Naval Ship Engineering Center (NAVSEC). He graduated from the City College of New York in 1956 receiving his Bachelor of Mechanical Engineering degree. Following this he started work at the New York Naval Shipyard in the Internal Combustion Engine and Cargo Elevator Section. During 1957 and 1958 he was called up for active duty with the U.S. Army Corps of Engineers and served in Europe with a Construction Engineer Battalion. After release from active duty he returned to the shipyard where he remained until 1961 when he transferred to the Naval Supply Research and Development Facility Bayonne New Jersey. Initially he was in charge of an Engineering Support Test Group and the drafting services for the whole Facility. Later he became a Project Engineer in the Food Services Facilities Branch with duties that included planning and designing new afloat and ashore messing facilities for the Navy. In 1966 he transferred to NAVSEC as a Project Engineer in the Design Work Study Section and in this capacity worked on selected projects and manning problems for new construction and also developed a computer program (Manpower Determination Model) that makes accurate crew predictions for feasibility studies. In 1969 he became Head of the Section. He has been active in the U.S. Army Reserve since his release from active duty and his duties have included command of an Engineer Company various Staff positions and his present assignment as Operations Officer for a Civil Affairs Group. He has completed the U. S. A rmy Corps of Engineers Career Course and the Civil Affairs Career Course and is presently enrolled in the U.S. Army Command and General Staff College non-resident course. He has completed graduate work in Chemistry at the University of Maryland and Temple University and in Technology and Management at American University. He has been with the Navy Department Washington since 1949 and is currently Head of the Coatings and Chemistry Branch of the Materials Development and Application Office of the Naval Ship Engineering Center. Responsibilities of this Branch include such items as coatings corrosion control techniques insulation chemical cleaning water treatment toxicology and detection and decontamination of biological and chemical warfare agents. Prior to this Mr. Birnbaum was employed in the Industrial Test Laboratory Philadelphia Naval Shipyard from 1938 to 1949. Work during this period included supervision of a section which inspected paints and allied materials and petroleum products to determine their suitability for Naval use and direction of research in fire retardant treatments. He is a member of the American Chemical Society Washington Paint Technical Group. National Association of Corrosion Engineers and the American Society of Naval Engineers. Mr. Bukzin is a research and development program manager in the Naval Ship Systems Command of the Department of the Navy in the fields of non-metallic materials fuels lubricants cold weather operations and several other areas. He is a graduate chemical engineer from New York University with additional training in naval architecture and management which culminated in his participation in the Senior Development Program at Cornell University during the summer of 1960. He has been employed by the Command and its predecessor for the past 2b years and has been in his present position of R&D planning and programming for the past six years. Harrahy has eleven years of engineering experience of which the past six years have been specifically in reliability/maintainability engineering or related product assurance activities in a managerial capacity. After five years as an equipment engineer at Western Electric Mr. Harrahy joined Raytheon in 1962 as a reliability engineer and group head and in January 1966 was appointed Product Assurance Manager of the Nike-X programs at Raytheon's Wayland Laboratory. In February 1967 he was appointed to his present position of Manager System Reliability/Maintainability Engineering at Wayland. Mr. Harrahy has had considerable experience in applying system reliability analysis and operations research techniques to the solution of system design and design tradeoff problems. He holds B.S. and M.S. degrees from Lowell Technological Institute and Northeastern University respectively. He currently teaches a two-course series in System Reliability Engineering Techniques as a part of Northeastern University's Professional State-Of-The-Art course program for engineers in their Center for Continuing Education. A registered professional engineer in the state of Massachusetts Mr. Harrahy is the co-author of the papers “Effects of Failure on Phased Array Radar Systems” and “Inventory Control Models for Logistics Planning and Operational Readiness with Cost Constraints.” He is a member of NSPE ASME and IEEE. Mr. Harrahy is co-chairman of the Boston Section IEEE Reliability Group's Education Committee and has organized and lectured in courses on reliability and maintainability engineering sponsored by the Boston Section IEEE. Robert Ingram Powell was born in San Diego California on 24 August 1923. He served with Naval Communications Intelligence OP-20-G during World War II and as an officer with Army Security Agency Intelligence Branch during the Korean War.
