A new video coding standard, H.264/AVC, has recently been standardized. It achieves its high coding efficiency by employing a number of advances in video coding technology. We propose an efficient rate control method for MPEG-2 to H.264/AVC transcoding. Specifically, the values of quantization parameters for I and B frames are computed adaptively based on the side information from the precoded video. Simulations show that our proposed method can meet the target bitrate accurately and achieves a better performance than the rate control scheme of the reference software, H.264/AVC JM 7.4, without increasing the complexity.

In content-based video analysis, shot boundary detection (SBD) is a common first step to segment a video into fundamental units of shots, each composing consecutive frames filmed with a single camera act. Many methods have been proposed in the literature for SBD, and many require the use of different models to determine the types of various shot boundaries. In this paper, we propose a new and effective shot boundary classification (SBC) and refinement method by analyzing the inter-frame similarity patterns around the detected shot boundaries. In particular, the proposed method can classify the detected shot boundaries into five types-shot cuts, wipes, dissolves, fades, and non-boundaries-using a more generic and accurate manner, and the non-boundaries obtained in the classification can be used to refine the SBD results by eliminating the false detections to attain a better detection performance, as evidenced by the experimental results presented

A number of video browsing and retrieval systems use a hierarchical video structure (video, scene, group, shot, and keyframe) as the basis for information organization and access. However, this structure cannot represent and manage efficiently the videos recorded from TV channels, since TV videos are usually very long and consist of many scenes. More importantly, people tend to watch these videos by program and not by scenes or shots. To address this problem, we insert a new structure level, referred to as program, between the video and scene level to enhance the hierarchical structure representation. An automatic program segmentation algorithm is presented for constructing the video structure in this paper. Experimental results based on real-world TV videos demonstrate the effectiveness of the proposed approach.

Retrieving similar video clips from large video database requires high query efficiency, precision and recall, which remains a challenging problem since the traditional query algorithms are inefficient and time-consuming. In this paper, we adopt the high-dimensional index structure vector-approximation file (VA-file) to organize the video database, and propose a new similarity measure which takes the temporal order among the video representations into account to improve the accuracy of query. Based on the VA-file and similarity measure, a new video clip retrieval algorithm is proposed in our method to achieve high query efficiency by using restricted sliding window to construct candidate video clips. Pseudo-semantic labeling is a novel approach to organize mobile multimedia content such as images and videos. We have developed low-complexity algorithms to derive labels, such as "indoor/outdoor", "face/not face", that can be run on the mobile device. "Indoor/outdoor" classification is done based on the presence of sky in the images. Skin like pixels are detected based on the color information and if present they are matched to a pre-defined "facetemplate" to detect the presence of faces in images. We have developed an initial framework for finding the degree of blurriness in an image, which can be used for labels like "blurry/not blurry".

In this paper a method for the design of fuzzy controllers that overcome the problems of lack of guaranteed stability and of computational explosion is developed. The proposed fuzzy controller takes into account the technological constraints on the input and output variables and can be easily designed even for multivariable systems. In the first part of the paper, a new fuzzy controller, named natural logic controller, is presented. Then the stability properties of systems controlled by this type of controller are studied.
