作者: Paul N. Ylvisaker Dr. Ylvisaker is director of the Public Affairs Program of The Ford Foundation where his particular area of concern is urban and regional planning. He was formerly executive secretary then consultant to the mayor of Philadelphia and professor of political science at Swarthmore College. In 1953–54 Dr. Ylvisaker was staff director of the Inter-University Case Program a t Swarthmore and is author of several of its publications. This article is based on his address before the World Traffic Engineering Conference Washington D. C. August 21 1961.

作者: GROVES, d.N The Author is a member of the ASNE who has in the past written several technical papers for theJOURNAL.Mr. Groves is a Naval Reserve Officer and is currently attached as Program Coordinator to NRR Co. 5–8 (Washington D. C.). He has been a baseball coach and scout as well as a High School College Sandlot Navy and Professional ballplayer. This past year he served as Vice President of the Washington D. C. Industrial Semi-pro Baseball League. Mr. Groves is the co-author of a recent book on Oceanic Science and Technology as well as the author of over 50 articles which have appeared in such publications as “Undersea Technology” “Data” “U. S. Naval Institute Proceedings” “Machine Design” “Sea Frontiers” “U. S. Congressional Record” “Columbia” “Reserve Weaponeer” “Hydrogram”JOURNAL OF THE ASNE and others. He is currently employed as a Staff Engineer of the Division of Engineering & Industrial Research of the National Academy of Sciences-National Research Council.

Naval Academy Annapolis Maryland and graduated in 1934 with a B.S. degree in Engineering. Served 291/2 years as Commissioned Officer in U. S. Navy retiring December 1963 with rank of Captain. Navy duty primarily in Antisubmarine Warfare Fleet Training and Research and Development. World War II duty as Air Defense Officer USS RALEIGH at Pearl Harbor December 7 1941 Executive Officer USS PHILIP and Commanding Officer USS WOODWORTH in South Pacific. In Korean Conflict was Executive Officer battleship USS IOWA during its recommissioning and war service. In 1957–1959 was Commander of the Key West Florida Test and Evaluation Detachment. Last duty 31/2 years in Pentagon as Director of the Undersea Warfare Development Division on the Staff of the Chief of Naval Operations. Combat awards include NAVY CROSS 2 BRONZE STAR Medals 10 Campaign Medals Philippine and Korean Presidential Citations N. Y. State Conspicuous Service Cross.
