From June to December 1978 he was a Research Fellow of the Polytechnic Institute of New York. From January 1979 to March 1982 he was with the Defense Research Center of the Defense Agency. In April 1982 he became a Lecturer at the National Defense Academy. From September 1984 through February 1985 he was a Visiting Scholar at the Polytechnic Institute of New York. In 1985 he became an Associate Professor at the National Defense Academy where he was promoted to Professor in 1990.
