M.P.H. is with the Financial Management Office and the Public Health Law Program of the Centers for Disease Control and Prevention. Dr. Goodman who has worked for the CDC since 1978 has held assignments in state health department and academic settings and for a decade served as Editor-in-chief of the CDC's Morbidity and Mortality Weekly Report (h4MWR) series. Zita Lazzarini J.D. M.P.H. teaches health law and bioethics at the University of Connecticut Health Center and the Harvard School of Public Health and directs the Division of Medical Humanities at the University of Connecticut Health Center. Professor Lazzarini has co-authored Human Rights and Public Health in the AIDS Pandemic published by Oxford University Press in 1997. She has also co-authored national surveys on health information privacy syringe-related laws and HIV-testing and HIV-counseling provisions. Anthony D. Moulton Ph.D. is the Director of the Public Health Law Program within the Public Health Practice Program Office at the Centers for Disease Control and Prevention. Before serving in this capacity he served as Associate Director for Policy Program Development and Academic Affairs in the CDC's Public Health Practice Program Office and Acting Deputy Director of the office. He received his doctoral degree political science from the University of Chicago. Scott Burris J.D. is a Professor of Law at the Beasley School of Law of Temple University and Associate Director for the Center for Law and the Public's Health at Georgetown and Johns Hopkins Universities. Nanette R. Elster J.D. M.P.H. is Assistant Professor at the Institute for Bioethics Health Policy and Law and in the Department of Obstetrics and Gynecology at the University of Louisville School of Medicine. Paul A. He received a B.A. in Mathematics (magna cum laude)from Wabash College and an M.S. in mathematics an M.S. in statistics and a Ph.D. in statistics from the University of Wisconsin. From November 1973 until February 1999 he was president and principal statistician at Desmatics Inc. where he participated in a number of studies involving the application of statistical methods to various technical problems in the Navy's environmental-protection and auxiliary-machinery programs. Dr. Smith was instrumental in developing the statistical procedures underlying the Navy's ODS reserve monitoring plan. DAVID A. BRESLIN P.E. is the director of technical operations for the Naval Surface Warfare Center and chairs the ASNE/SNAME Joint Committee on Environmental Engineering. He received a master of science in aerospace engineering from Virginia Tech a master of engineering administration in industrial and systems engineering from Virginia Tech and a bachelor of engineering in mechanical engineering from Stevens Institute of Technology. From 1993 to 1997 he was the program manager of the Naval Sea Systems Command's CFC and Halon Elimination Program and played a critical role in establishing the Navy's strategic reserve of ozone-depleting substances. Because of his many efforts he received a Stratospheric Ozone Protection Award in 1995 from the U.S. Environmental Protection Agency in recognition of “exceptional contributions to global environmental protection”. GREGORY S. TOMS P.E. is the CFC &Halon Elimination Program Manager for the Naval Sea Systems Command (NAVSEA). He received a master of science degree in mechanical engineering from the University of Maryland and a B.S. degree in mechanical engineering from West Virginia University. METREY retired from U.S. government service in January 2001 having served as the director of the Naval Surface Warfare Center Carderock Division and prior to formation of the Carderock Division as the technical director of the David Taylor Research Center for a combined total of 15 years. Prior to serving as the technical director of the David Taylor Research Center Mr. Metrey held key positions in the Navy secretariat among them serving as the deputy assistant secretary of the Navy for surface warfare and the principal advisor to the assistant secretary of the Navy (research engineering and systems). He holds a bachelor of science degree in mechanical engineering from Marquette University Milwaukee Wisconsin and a master of science degree in mechanical engineer-ing from George Washington University Washington D.C. DR. SCOTT C. TRUVER is group vice president National Security Studies Anteon Corporation and directs the Center for Security Strategies and Operations in Anteon's Systems Engineering Group. Since 1972 he has participated in numerous studies for government and private industry in the United States and abroad he has also written extensively for U.S. and foreign publications. He has supported key offices in the Navy Secretariat Office of the Chief of Naval Operations and Headquarters U.S. Marine Corps Navy Systems Commands and laboratories and other Navy and Marine Corps commands and activities. Dr. Truver holds a doctor of philosophy degree in marine policy studies (1978)—the first Ph.D. in this field ever awarded by an institute of higher education—and a master of arts degree in political science and international relations (1974) from the University of Delaware where he held research and university fellowships.
