He received the M.S. degree in electrical engineering in 1987 and the Ph.D degree in electrical engineering in 1991 both from the Polytechnical University of Madrid. In 1987 he joined the Department of Signals Systems and Radiocommunications of the same University where he became assistant professor in 1993. His current areas of interest are radiowave propagation and communication systems development. Luis Mercader del Rio was born in Barcelona Spain in 1923. He earned the M.S. degree in electrical engineering and the Ph.D. degree in electrical engineering from the University of Moscow in 1948 and 1954. In 1982 he received the Ph.D. degree in electrical engineering from the University of Barcelona. He has subsequently been Professor in the University of Moscow (1965–1978) the University of Barcelona (1978–1982) and the Polytechnical University of Madrid (1982–1988). He has been Emeritus Professor in the Polytechnical University of Madrid since 1988 and in the Public University of Navarra since 1992. His areas of research are microwave radiocommunication systems and microwave propagation.

He joined NTT Communication Laboratories the same year. He has engaged in the development of optical character readers (OCR) environmental image processing and image recognition. He was a guest researcher of the Electrical Engineering Department Irvine campus of University of California. At present he is a Principal Researcher in Media Application Department NTT Interface Laboratory. He is a member of Institute of Information Processing Japan and of IEEE. Members Ken-ichiro Isbii:received his B.E. and M.S. degrees in 1972 and 1984 respectively from the University of Tokyo and his Ph.D. later. He joined NTT Communication Laboratories in 1984. He had been a guest researcher in the Electrical Engineering Department Purdue University (USA) in 1979 and working on character recognition image processing and optimal character readers. He received his bachelor's degree from the Indian Institute of Technology Bombay in 1977 an M.E. from the University of Florida Gainesville in 1979 and a Ph.D. from the University of Hawaii Honolulu in 1981 all in Electrical Engineering. Besides working at AT&T Bell Laboratories he has spent a year teaching at I.I.T. Bombay and has worked with the Centre for Development of Advanced Computing Pune India. His research interests include performance modelling and analysis techniques queueing theory communication systems and natural language processing.

Pond received the M.Sc. and Ph.D. degrees in electrical engineering from the University of Southern California in 1983 and 1990 respectively. Dr. Pond is currently a scientist at Hughes Space and Communications Company having joined in 1980. He has worked in the fields of communication system design mobile communication network and spacecraft payload design. He is currently working on the development of satellite-based ATM transport and switching architectures for BISDN and Defense Information System Network amlications. Dr. Pond is a member of IEEE. Victor O. K. Li was born in Hong Kong in 1954. He received his SB SM and Sc.D. degrees in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology Cambridge Massachusetts in 1977 1979 and 1981 respectively. Since February 1981 he has been with the University of Southern California (USC) LOS Angeles California where he is Professor of Electrical Engineering and Director of the USC Communication Sciences Institute. He has published 150 technical papers and has lectured and consulted extensively around the world. His research interests include high-speed communication networks personal communication networks intelligent networks distributed databases queueing theory graph theory and applied probability. Dr. Li is very active in the Institute of Electrical and Electronic Engineers (IEEE) having been a member of the Computer Communications Technical Committee since 1983 and having served as Chairman from 1987–1989. He served as Chairman of the Los Angeles Chapter of the IEEE Information Theory Group from 1983–1985. In 1976 he became a Research Associate at the Research Institute of Electrical Communication Tohoh University. In 1979 he joined the Department of Electrical Engineering Faculty of Engineering Tohoku University where he was an Associate Professor from 1988 to 1993 and became a Professor in 1994. He has been studying ultrasonic metrology especially acoustic microscopy and its applications and established a method of material characterization by line-focus-beam acoustic microscopy. He also has been interested in biological tissue characterization in the higher frequency range applying both bulk and acoustic microscopy techniques.
