LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. He received a B.A. in Mathematics (magna cum laude)from Wabash College and an M.S. in mathematics an M.S. in statistics and a Ph.D. in statistics from the University of Wisconsin. From November 1973 until February 1999 he was president and principal statistician at Desmatics Inc. where he participated in a number of studies involving the application of statistical methods to various technical problems in the Navy's environmental-protection and auxiliary-machinery programs. Dr. Smith was instrumental in developing the statistical procedures underlying the Navy's ODS reserve monitoring plan. DAVID A. BRESLIN P.E. is the director of technical operations for the Naval Surface Warfare Center and chairs the ASNE/SNAME Joint Committee on Environmental Engineering. He received a master of science in aerospace engineering from Virginia Tech a master of engineering administration in industrial and systems engineering from Virginia Tech and a bachelor of engineering in mechanical engineering from Stevens Institute of Technology. From 1993 to 1997 he was the program manager of the Naval Sea Systems Command's CFC and Halon Elimination Program and played a critical role in establishing the Navy's strategic reserve of ozone-depleting substances. Because of his many efforts he received a Stratospheric Ozone Protection Award in 1995 from the U.S. Environmental Protection Agency in recognition of “exceptional contributions to global environmental protection”. GREGORY S. TOMS P.E. is the CFC &Halon Elimination Program Manager for the Naval Sea Systems Command (NAVSEA). He received a master of science degree in mechanical engineering from the University of Maryland and a B.S. degree in mechanical engineering from West Virginia University. Paraone Guest Editor Dr. Tsuang is the Stanley Cobb Professor of Psychiatry Director Harvard Institute of Psychiatric Epidemiology and Genetics and Superintendent and Head Harvard Department of Psychiatry at Massachusetts Mental Health Center. He received an M.D. degree at the College of Medicine National Taiwan University and his Ph.D. at the Institute of Psychiatry Faculty of Medicine University of London. Dr. Tsuang also received a Doctor of Science (D.Sc.) in Psychiatric Epidemiology and Genetics Faculty of Science University of London. Professor Tsuang has worked throughout his career as a clinician teacher researcher and administrator in a variety of private state federal and international mental health care settings. He has been recognized both nationally and internationally for his research in schizophrenia and other major psychiatric disorders including manic-depressive illness and substance abuse. One of his areas of interest is in the rapidly developing field of research related to the interactions between genetic and environmental risk factors for severe mental disorders. Professor Tsuang is the recipient of a myriad of awards for his work among them the First Prize in Clinical Research Award from the American Academy of Clinical Psychiatrists the Rema Lapouse Award for Mental Health Epidemiology from the American Public Health Association and the Stanley Dean Award for Basic Research in Schizophrenia from the American College of Psychiatrists. He is also a Member of the Institute of Medicine National Academy of Sciences and Member Academia Sinica of Taiwan. Recently Professor Tsuang received the Lifetime Achievement Award from the International Society of Psychiatric Genetics and the Taiwanese-American Award for Achievement in Science and Engineering. He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration.
