He attended the University of Tokyo Japan where he received his Master's and Ph.D. degrees in 1986 and 1989 respectively. All his degrees are in Electrical Engineering. He worked for one year in the Hitachi research Laboratory Japan and for more than one year in Ohio State University U.S.A. as a Visiting Scholar. In 1991 he joined the National University of Singapore and is currently an associate professor in the Department of Electrical Engineering. His research interests lie in the fields of learning control variable structure control fuzzy logic control discontinuous signal processing and applications to motion control and process control problems. He is the associate editor of Asian Journal of Control member of TC on variable structure systems and sliding mode control of IEEE Control Systems Society and a senior member of IEEE. He has produced more than 90 peer-refereed journal papers near 160 technical papers in conference proceedings and authored/edited 4 books. A professor of Computer Science at the College of Integrated Science and Technology at James Madison University in Harrisonburg Virginia. He holds a Ph.D. in computer science from the University of Texas at Austin and a BA in philosophy from the University of Houston. Reynolds is the Director of Information System Security Education at James Madison University. Since 1997 Reynolds has led the development of the first remote Internet-based curriculum that leads to an M.S. degree in computer science with a concentration in information security. Thus far 160 students have completed this program. A professor of computer information systems at Idaho State University and the manager of its Simplot Decision Support Center.

The true belief components of Plato's tripartite definition of knowledge as justified true belief are represented in formal epistemology by modal logic and its possible worlds semantics. At the same time, the justification component of Plato's definition did not have a formal representation. This paper introduces the notion of justification into formal epistemology. Epistemic logic with justification, along with the usual knowledge operator F (F is known), contains assertions t:F (t is a justification for F). We suggest an epistemic semantics which augments Kripke models with a natural Fitting-style treatment of justification assertions t:F. Completeness and some new specific properties of basic systems of epistemic logic with justification are established.

digital writing is strikingly playful. This playfulness flourishes particularly in synchronous chat modes on the Internet. This paper is a study of writing, play and performance on IRC (Internet Relay Chat). We analyze a “virtual party” on IRC, whose highlight was a typed simulation of smoking marihuana. Three interrelated, yet analytically distinct types of play are discussed: 1) play with identity; 2) play with frames of interaction; and 3) play with typographic symbols. We adopt a qualitative, textual, and micro-sociolinguistic approach, drawing on work in discourse analysis, the study of orality and literacy, and the anthropology of play and performance. In all play there is reduced accountability for action. In the material world, masks and costumes at carnival time liberate participants; here, the ephemeral, non-material medium, the typed text, and the use of nicknames provide the mask. Although the improvisation analyzed here is typed and occurs between geographically dispersed strangers, it has fascinating affinities with “live” interactional forms such as jazz, charades, and carnivals.

Human systems integration and advanced technology in engineering department workload and manpower reduction

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Aboard current ships, such as the ddG 51, engineering control and damage control activities are manpower intensive. It is anticipated that, for future combatants, the workload demand arising from operation of systems under conditions of normal steaming and during casualty response will need to be markedly reduced via automated monitoring, autonomous control, and other technology initiatives. Current ddG 51 class ships can be considered as a manpower baseline and under Condition III typical engineering control involves seven to eight watchstanders at manned stations in the Central Control Station, the engine rooms and other machinery spaces. In contrast to this manning level, initiatives such as dd 21 and the integrated engineering plant (IEP) envision a partnership between the operator and the automation system, with more and more of the operator's functions being shifted to the automation system as manning levels decrease. This paper describes some human systems integration studies of workload demand reduction and, consequently, manning reduction that can be achieved due to application of several advanced technology concepts. Advanced system concept studies in relation to workload demand are described and reviewed including. Piecemeal applications of diverse automation and remote control technology concepts to selected high driver tasks in current ddG 51 activities. development of the reduced ship's crew by virtual presence system that will provide automated monitoring and display to operators of machinery health, compartment conditions, and personnel health. The IEP envisions the machinery control system as a provider of resources that are used by various consumers around the ship. Resource needs and consumer priorities are at all times dependent upon the ship's current mission and the availability of equipment pawnbrokers.

Dr. Smith was instrumental in developing the statistical procedures underlying the Navy's ODS reserve monitoring plan. DAVID A. BRESLIN P.E. is the director of technical operations for the Naval Surface Warfare Center and chairs the ASNE/SNAME Joint Committee on Environmental Engineering. He received a master of science in aerospace engineering from Virginia Tech a master of engineering administration in industrial and systems engineering from Virginia Tech and a bachelor of engineering in mechanical engineering from Stevens Institute of Technology. From 1993 to 1997 he was the program manager of the Naval Sea Systems Command's CFC and Halon Elimination Program and played a critical role in establishing the Navy's strategic reserve of ozone-depleting substances. The domestic production of the most powerful ozone-depleting substances (OdSs) has permanently ceased and the abundant supplies of a number of refrigerants, fire-fighting agents, and solvents, once taken for granted, are now a thing of the past. The Navy has adopted a successful strategy for addressing the threat posed by the unavailability of OdSs. That strategy includes relying on a strategic reserve of OdSs. Considering that the strategic reserve will play a critical role in sustained Fleet operations into the middle of the century, it is important to record the history of the reserve and to document lessons learned in order to educate future generations that may face similar challenges. This is the third of three papers that cover all aspects of the Navy's strategic reserve of OdSs. Breslin (1999) documented the history of the Navy's effort to size, establish, and monitor a reserve designed to support Fleet operations until the middle of the century. Breslin, Smith, and Toms (2000) addressed in detail the process used to estimate the required size of the reserve, including the survey method, statistical analyses, and sizing algorithms. This paper discusses the Navy's plan for monitoring the Navy's strategic reserves of OdSs and describes the methods used in the monitoring process. In particular it discusses the underlying assumptions and statistical techniques associated with the Navy's prediction of the expected drawdown of the reserves. A comparison of actual data, collected since the strategic reserves began operations in 1995, with the predicted reserve drawdown, is included in the paper.

This paper reviews an inexpensive statistical-sampling methodology that can be used to determine the attrition rates of certain types of shipboard equipment. The methodology relies on surveys that are conducted in conjunction with regularly scheduled ship visits over a period of time and a statistical analysis of the survey results. The statistical technique allows for reasonably accurate estimates to be made of attrition rates. The specific example cited in this paper is related to galley-type refrigeration equipment, such as salad chillers, beverage dispensers, et cetera. In the case of galley-type refrigeration equipment, the Navy needs to know whether the Fleet's inventory of equipment relying on Class I Ozone-depleting Substances (OdSs) will be replaced through natural attrition by the end of fiscal year (FY) 2005, at which time supplies of OdS-based refrigerants will no longer be available for use by ship galleys. This paper outlines the process used to gather data, the analysis of the data, and concludes that the Navy's inventory of galley equipment using Class I OdSs will be replaced through natural attrition by the end of FY05. The methodology reviewed by this paper has wider applications. For various types of shipboard equipment, the methodology can also be used to estimate with reasonable accuracy life expectancies, configurations, conditions, and other items of interest.

His other tasks have included the command and control for the AEGIS shipbuilding program systems engineering for the 21st Century Surface Combatant combat system survivability and the development of NATO standardization agreements for naval ordnance. He was previously a Senior Engineer with San Diego Gas & Electric with responsibility for its energy application and lighting programs. Prior to joining SDG&E Mr. Leite was a commissioned officer in the U.S. Navy where he served in operations and engineering assignments. Following active duty he accepted a Naval Reserve commission and has retired with the rank of Captain. His assignments included command operational and engineering tours. Mr. Leite has also served as an expert witness in admiralty and engineering matters. He is a gradate of the University of California Berkeley with a Bachelor of Science Degree in Engineering and also holds a Masters Degree in Business Administration from National University in San Diego. Mr. Leite is a Registered Professional Engineer in the States of California and Minnesota. Mr. Leite is a member of ASNE ASCE MORS the Illuminating Engineering Society and the U.S. Naval institute. Dennis Roy Mensh:is a Senior Engineer with PRC Inc. a division of Litton Industries in Crystal City VA where he supports modeling and simulation tasking for combat systems. This paper defines, develops and examines a set of generic analysis tools that can be applied to Models and Simulations at the Systems Engineering level of fidelity. The tools examine the performance and effectiveness of Sensors;Weapons;and Battle Management, Command, Control, Communications, computers, and Intelligence ((BMCI)-I-4) systems and equipment. The Measures of Performance (MOPs), Measures of Effectiveness (MOEs) and Measures of Force Effectiveness (MOFEs) were extracted from the Modular Command and Control Structure Paradigm which was developed at the Naval Postgraduate School. The paradigm provides for the development of evaluation criteria (MOPs, MOEs, and MOFEs) in a framework that ensures the traceability of system performance and effectiveness to the system operational requirements as specified in the Operational Requirements document (ORd). Also, the analysis tools provide insight and valid estimates of numerical measures of the defined system functionality threads, which represent the system's operational requirements as specified in the ORd. The tools are directly transferrable and applicable to test and evaluation exercise events which are conducted in support of the development and acquisition of systems and equipment. Once the levels of system performance have been defined, the Paradigm generates a quantitative database that becomes a useful tool in system tradeoffs and selection. Once the alternative system suites have been defined, the suites can be analyzed in terms of system functionality threads and their corresponding performance capabilities versus cost.

Previous professional employment includes positions at Rensselaer Polytechnic Institute and General Motors Corporation. He received his master's and doctoral degrees at Purdue University and his bachelor's degree at Rose-Hulman Institute of Ethnology. His research interests include artificial intelligence robotics and paraliel computing. Rammohan K. Ragade:is professor of engineering mathematics and computer science at the University of Louisville. He received his Ph.D. from the Indian Institute of Technology at Kampur in 1968. He has been a faculty member at the University of Waterloo and held an engineering position with Bell Northern Research. His research interests include human-computer interaction decision support systems object-oriented simulation and modeling distributed database systems and fuzzy logic. John G. Shea Jr.:served until 1995 as a project manager in the Phalanx Engineering Section of Naval Surface Warfare Center Crane Division Louisville Station. He received his bachelor's and master's degrees from the Speed Scientific School at the University of Louisville. He was a member of the American Society of Naval Engineers.

Hybrid simulation includes both functional computer software models and actual hardware subsystems operating as an integrated whole. A ''hot test bed'' or a ''hybrid simulator-emulator'' enables design engineers to evaluate conceptual models in a more realistic real-lime context, but places increased cognitive demands on the designer. This paper describes an architecture, and results from a prototype implementation, for a design decision support system to allow a designer to make more productive and cost effective use of a test bed system.
