Since 1990 he has been the recipient of a United States Air Force Laboratory Graduate Fellowship. His main research interests include electromagnetic scattering radar cross section prediction and numerical techniques. Mr. Li is a member of Tau Beta Pi and a student member of IEEE. M. Ali Tassoudji:received his BS (1987) and MS (1989) degrees in Electrical Engineering from the University of Michigan Ann Arbor. Since 1989 he has been a research assistant at the Massachusetts Institute of Technology where he is currently working towards his PhD in Electrical Engineering. His research interests include electromagnetic scattering and propagation modeling of microwave circuits and numerical techniques. Mr. Tassoudji is a member of IEEE and Eta Kappa Nu. Robert T. Shin:received his SB (1977) SM (1980) and PhD (1984) in Electrical Engineering from the Massachusetts Institute of Technology. Since 1984 he has been a member of the Air Defense Techniques Group at MIT Lincoln Laboratory as a Research Staff member and as a Senior Staff member from 1989. His research interests are in the areas of electromagnetic wave scattering and propagation theoretical model development and data interpretation for microwave remote sensing. He is the coauthor ofTheory of Microwave Remote Sensing(Wiley 1985). Universitat de Valéncia Spain. He is currently Assistant Professor in the Department of Applied Physics. His rescarch interests are in the area of microwave engineering and numerical method for solving electromagnetic wave propagation problems. Jose M. Femenia was born in Segorbe (Castellón) Spain in 1962. He obtained in Physics from the the Licenciado degree in Physics from the Universitat de Valéncia Spain in 1987 Universitat. After working in Laser and Optical Technology in the Department d'Optica di la Universitat de Valéncia he received a grant to work in numerical techniques for electromagnetics in the Departnment de Fisica Aplicada. He currently works in Computer Science and Communications in the Servei d'lnformàtica de la Universitat de Valéncia. Vicente Such was born in Valéncia Spain on August 10 1943. He received the Licenciado degree in Physics in 1967 and the PhD degree in 1971 both from the Universitat de Valéncia Spain. From 1967 to 1974 he was Assistant Professor with the Department of Electricity and Magnetism Universitat de Valéncia and with the Universitat Politécnica de Valkncia. From1974 to 1981 he was Professor of Electricity and Magnetism at the Universitat de Extremadura Universitat de Valéncia and Universidad de Palma de Mallorca Spain. He is now a Professor in the Department of Applied Physics at Universitat de Valéncia. He joined the Department of Electrical Engineering at Syracuse University for his graduate studies in 1989 where he is currently a research assistant. His research interests are in microwave measurements numerical electromagnetics and signal processing. Biographies and photos are not available for M. Manela and R. K. Lade. Tapan K. Sarkar (Sf69-M'76-SM'X1) was born in Calcutta. India on August 2 1948. He received the BTech degree from the Indian Institute of Technology Kharagpur India in 1969 the MScE degree from the University of New Brunswick Fredericton Canada in 1971. and the MS and PhD degrees from Syracuse University. Syracuse NY in 1975. From 1975-1976 he was with the TACO Division of the General Instruments Corporation. He was with the Rochester Institute of Technology (Rochester NY) from 1976-1985. He was a Research Fellow at the Gordon Mckay Laboratory Harvard University Cambridge MA from 1977 to 1978. He is now a Professor in the Department of Electrical and Computer Engineering Syracuse University. His current research interests deal with numerical solutions of operator equations arising in electromagnetics and signal processing with application to system design. He obtained one of the “ best solution” awards in May 1977 at the Rome Air Development Center (RADC) Spectral Estimation Workshop. He has authored or coauthored more than 154 journal articles and conference papers and has written chapters in eight books. Dr. Sarkar is a registered professional engineer in the state of New York. He received the Best Paper Award of the IEEE Transactions on Electromagnetic Compatibility in 1979. MOORE (DD-747) as Engineering Officer and USS CIMARRON (AO 22) as First Lieutenant and Gunnery Officer. After a short tour as Ship Superintendent Long Beach Shipyard he attended Webb Institute of Naval Architecture for three years while studying Naval Construction and Engineering. After receipt of a Master of Science in Naval Architecture degree he was designated an Engineering Duty Officer (EDO) and assigned to duty at the Long Beach Naval Shipyard. While there he served in billets of Assistant Repair Superintendent and Assistant Planning and Estimating Superintendent and as such was primarily concerned with the repair and conversion of U.S. naval surface ships. After two years at Long Beach he was ordered to duty as Staff Maintenance Officer Commander Mine Force. U.S. Pacific Fleet. He then served as an instructor in the Engineering Department of the U.S. Naval Academy during which time he was awarded an M.S. in Financial Management from George Washington University. He is currently studying in a PhD program at Catholic University Washington DC.

THE AUTHORS:Irving Granet received his B.M.E. from The Cooper Union his M.M.E. from Polytechnic Institute of Brooklyn has taken Pre-Doctoral Studies at Polytechnic Institute of Brooklyn and is a graduate of the Oak Ridge School of Reactor Technology. He has worked in Republic's Plasma Propulsion Laboratory on nuclear propulsion systems space radiators thermodynamic power cycle considerations for generating electric power and system design and operation for space propulsion. He was formerly Director of Staff Engineering Nuclear Energy Department of Foster Wheeler Corporation where he directed engineering design and analysis for complete nuclear plants. Mr. Granet has taught thermodynamics and heat transfer at the Polytechnic Institute of Brooklyn and at present is Adjunct Assistant Professor of Engineering and Physics at Long Island University. He has published over 40 articles in the fields of thermodynamics applied mechanics heat transfer and nuclear energy. He is a member of the American Society of Mechanical Engineers National Society of Professional Engineers Pi Tan Sigma and Sigma Xi. He is a licensed Professional Engineer in the State of New York. Mr. Granet is listed in the 1960 edition of American Men of Science and is a reviewer for the American Chemical Society's technical publications. William J. Guman received degrees of B. Aero. E. M. Aero E. from and has completed courses for PhD. Aero. E. at Rensselaer Polytechnic Institute. Since coming to Republic in 1959 Mr. Guman has been conducting theoretical and experimental studies on non-steady interactions and flow processes in plasma engine configurations. Mr. Guman was Assistant Professor at Rensselaer Polytechnic Institute lecturing on fluid mechanics aerodynamics performance and stability and conducting laboratory courses in experimental fluid dynamics and wind tunnel research.
