In this article, we present a neurobiologically inspired multinetwork architecture based on knowledge of cortico-cortical connectivity and its application on an anthropomorphic head-arm-hand robotic system to provide reach-and-grasp kinematics based on multimodal sensorimotor learning. The system incorporates artificial neural network modules (matching units) trained by the locally weighted projection regression (LWPR) algorithm that enables progressive learning from simple to more complex sensorimotor tasks. We report the actual performance of the system by comparing the simulation with the experimental results obtained by the implementation on the real world artefact

Future USN aircraft carrier analysis of alternatives

作者： Raber, JD Perin, DA Mr. James D. Raber:received a master of science degree in naval architecture and marine engineering from the Massachusetts Institute of Technology in 1967. Since 1967 he has worked for the Navy Sea Systems Command (NAVSEA) and predecessor organizations in the area of early stage design of naval ships. Among the major USN programs he has supported are the FFG 7 and DDG 51. In the late ‘70s he was the NAVSEA representative to the CNO DDX Study Group which established the general requirements for the DDG 51 class. He has been active in international technical exchange programs for which he was awarded membership in the National Order of Merit by the Republic of France in 1992. Since early 1996 he has been the NAVSEA Ship Concept Team Leader for what is now the CVNX Program. Dr. David A. Perin:received a PhD in mathematics from the University of Michigan in 1971. He joined the Center for Naval Analyses in 1973 where he has led a wide variety of studies on naval warfare. From 1985 to 1987 he served as the CNA representative on the staff of Commander Striking Fleet Atlantic for which he was awarded a Defense Distinguished Service Medal. During the 1990s he has led formal analysis of alternatives for the LPD-17 F/A-18E/F and CVX. Currently he is the Director of the JCC(X) Analysis of Alternatives.

In March 1996, the Department of Defense established a new program, then known as CVX, to develop a new class of aircraft carrier that would eventually replace the Nimitz class. The first step in the concept develop was exploring a wide range of alternative design concepts in a formal study known as an Analysis of Alternatives (AOA), which assessed their cost and operational effectiveness. About 70 total ship studies were developed to explore the range of design features, including airwing size and type, propulsion type, ship mobility performance, and a variety of survivability features. The AOA also assessed the performance of and total ownership cost of a large number of potential subsystem technologies. This paper summarizes the total ship studies developed for the AOA describes the ship system performance and total ownership cost of these alternatives, and discusses the rationale for determining some of the primary system requirements. Thus, the paper will provide insight into the Navy's intentions for system requirements and features to be incorporated into the U.S. Navy's future aircraft carriers.

Most recently he worked with both NASSCO and ABS MZ the Arsenal Ship Program. Steve was very active with the Ships Structure Committee in developing R&D programs for ship structure and he is a member of the ASNE Journal Committee. Steve received a BS in Mechanical Engineering (Naval Architecture Option) from Virginia Polytechnic Institute in 1964. He is a member of the ASNE TAU BETA PI PI TAU SIGMA and PHI KAPPA PHI. William 1. Lind joined ABS in 1992 after ten years with Sparkman and Stephens Inc. He is currently ABS Amekas Manager of Engineering jm New Orleans and Cleveland. Both ofices conduct plan reviews for militavy commercial and private marine craft fm self-propelled vessels under 300 feet in length and bargus unlimited in length. As Vice-Chaimn ojthe Western Rivers Technical Committee Great Lakes Technical Committee and the Small Vessel Committee Bill participated in the writing of the 1997 ABS Guide for Building and Classing High Speed Craft and the 1997 ABS Rules for Building and Classing Steel Vessels Under 9OM. Bill received an MBA from Florida Atlantic University in 1995 a BS in Mechanical Engineering from New York Institute of Technology in 1986 and a BA in Histoy from Colgate University in 1976. He is Chaimn of SNAME HS-9 Composite Panel Testing & Fire Protection and a member of ASNE. John J. Turner is Senior Vice President of SYNTEK Technologies Inc. in Arlington Virginia. The Defense Advanced Research Project Agency (DARPA), in conjunction with the U.S. Navy, initiated a research program for the design and construction of a distinctive warship for the 21st century known as the Arsenal Ship. By using an innovative development and acquisition approach it was hoped to streamline the procurement process and reduce costs. In an environment where budgets are being cut, both industry and Government were challenged to develop, design, and produce the innovative ship and related mission systems to meet specific performance capabilities within strict affordability constraints. A key element of this innovative acquisition approach was a new certification scheme designed to replace the traditional test and evaluation (T&E) and acceptance process. The purpose of this paper is to describe the development of the certification plan during Phase LI of the Arsenal Ship program by the American Bureau of Shipping and the contending Shipyard teams, and to discuss the potential benefits of this alternative certification approach. Although the Arsenal Ship program was canceled late in 1997, insight derived from the exploration of new certification concepts could benefit future design and building programs.

This paper presents a proposed algorithm for controlling an induction motor pump set powered from photovoltaic (PV) generator through a current source inverter. In particular, problems related to the efficiency of induction motors have received much attention due to their wide applications. An improved constant flux control system is used to optimize the motor efficiency by reducing the air-gap flux. From an other interesting point of view, the reduced air-gap flux may result in undesirable dynamic responses. In order to overcome this drawback, an accident stability region is designed using the eigenvalues-zero pattern with the necessary linearization procedures.

This paper reports a new scheme where ferrite materials and high-frequency signals are used to detect power system faults. The ferrite acts as a broad band dissipater. The attenuation properties of ferrite beads on high-frequency signals is studied and are then used on a 10 m long single-phase transmission line model to investigate their use as a primary detection device in a non-unit protection scheme which possesses unit protection properties. The results show that the ferrite beads attenuate the high-frequency noise quite effectively. But the picking up of high-frequency noise has to be considered as well.

This paper proposes the use of evolutionary programming (EP) to reactive power planning (RPP). Several techniques have been developed to make EP practicable to solve a real power system problem and other practical problems. The proposed approach is described in detail for the IEEE-30-bus system. Simulation results, compared with those obtained by using a conventional gradient-based optimization method, Broyden's method, are presented to show that the present method is better for power system planning even under network contingencies. In the case of optimization of non-continuous and non-smooth function, EP is much better than non-linear programming. The comprehensive simulation results show a great potential for applications of EP in power system economical and secure operation, planning and reliability assessment.

Design: a missing link in manufacturing strategy

作者： Charles Wainwright National Coal Board as an apprentice draughtsman during which time many basic engineering skills were attained. Following his apprenticeship he studied for and was awarded a degree in Mechanical Engineering and won an IMechE prize for project work relating to the design of squeeze‐film damper bearings. Following his degree the author continued with the National Coal Board for several years as an engineering designer before joining Spooner‐Vicars as a strategic planning engineer. While with Vicars the author was involved with a number of strategic projects including capital investment in CAD CAM and machine tool systems. During this period the author also gained his PhD from UMIST. Recently the author joined De Montfort University as Senior Lecturer to continue research established during the PhD study. At present manufacturing strategy research is focused on theinteraction between the manufacturing and marketing functions to theexclusion of product design. As product design aims to meet the needs ofcustomers, market knowledge is vital to determine the products todesign. However, without both market and product knowledge it isimpossible to provide optimum manufacturing facilities. Thus productdesign should be considered as an essential aspect during theformulation of manufacturing strategy. Typically the validity of amanufacturing strategy is measured using a series of strategic product,order‐winning criteria. Initially discusses the effects of productdesign in relation to those strategic criteria and subsequentlyhighlights the need to treat design as a manufacturing strategy contentvariable via a case study conducted within a medium‐sized, multi‐productbatch manufacturing company.

Abdel-Bary:obtained the BEng degree in Electronics Technology from Arab Maritime Transport Academy in 1986. In 1995 he obtained the MSc degree in Information Technology from the Institute of Graduate Studies & Research Alexandria University. His current research interests include ICAL hypermedia and automatic programming.

In this article a multimedia computer-assisted learning (MCAL) system is presented. The major objective of this work was to investigate the potential of using such systems as tools for transferring instructional course information through various types of computer media as opposed to the classic CAL systems. The philosophy and techniques employed to design the system are investigated. Usage of the implemented system and its merits have been illustrated through its application to teach engineering students and technicians the theory and concepts of marine radar. System design, implementation, test, and revision phases are presented and discussed.
