Key Success Factors of Implementing Green Procurement in Public Construction Projects in Malaysia

In construction industry, sustainability is no longer an option but an imperative. It turns to be an essential element for project stakeholders. Although green procurement is an environmental policy instrument that considers the impact of procurement and purchasing process for the sustainability of project development. However, the concept in Malaysia is still in its early stages and encounters barriers to make a paradigm shift towards a greener approach. This paper tends to shed light on the key success factors and to develop a roadmap for implementing green procurement in building and infrastructure projects. This could pave the road for establishing a transformation plan that could gradually overcome the current challenges. In this study, 380 Malaysian corporations were surveyed to determine their perspective on 50 factors affecting procurement delivery. A number of 142 questionnaires were assessed as valid responses. Results revealed that there is an excellent consistency in the investigated factors which have been statistically analyzed. The significant factors can be categorized into themes namely, perception, organizational management, regulative, logistical, contractual, technical, strategic and financial factors.

Improving thermal comfort conditions in K-12 educational buildings in hot and humid climate: a case study in Cucuta, Colombia

The school buildings in Colombia are built based on geographical locations and regional construction systems. However, external weather conditions and building design can have a significant impact on the thermal comfort of students, which affects the academic performance and productivity. This paper investigates the thermal comfort performance for an educational building in a hot and humid city in Cucuta, Colombia, built under national guidelines. This school is a concrete structure without mechanical cooling. However, field observation discovered that 82% of the time students experienced thermal discomfort. To investigate causes and provide mitigation strategies, a whole building energy simulation is conducted. Design Builder is used to evaluate the indoor thermal conditions compared to outdoor data collected. ASHRAE 55 adaptative model is used for the evaluation. It is found that 79% of the time the thermal conditions are outside the acceptable range during the year. The effect of mitigation measures i.e., occupancy, roof insulation, and natural ventilation rates are investigated through simulations. It is found that occupancy and natural ventilation rate have a significant impact on the indoor temperature and relative humidity, and thus the thermal comfort. Passive design strategies are proposed in optimizing the school building design to meet ASHARE-55 requirements.

In view of the continuously rising environmental problems and the increasing energy demand worldwide in general, the utilization of sustainable renewable energy and treatment methods have become a scientific and industrial move in the last few years. One of the most important energy sources, biomass constitute a precious source. The sustainable conversion of biomass products and the use of different agricultural and forestry-derived residues can play an important role in reducing pollution in many phases. Date palm Phoenix dactylifera L. is one of the most important fruit trees that is found in tropical, sub-tropical and arid regions of the world precisely those stretching from North Africa to the Middle East. There are about 120 million date palm trees in the world where each date tree generates around 20 kilograms of dry leaves annually while date pits account for almost 10% of date fruits. A varied range of physicochemical, biochemical and thermal technologies has been applied for sustainable application of date palm biomass. The present review elucidates the possible use of date palm waste and the efforts so far made in both producing biochar and its use in different treatment processes. The review also defines the future required solutions for the date palm waste problems.

Although the concept of green procurement is increasingly debated as environmental policy instrument that considers the impact of procurement as well as the purchasing process for the sustainability of project development. However, the concept in Malaysia is still in its infancy and facing various barriers and challenges to make a paradigm shift towards greener approach. Therefore, this paper tends to determine the challenges that hinder the green procurement implementation. In addition, this study aims to develop a roadmap for implementing green procurement in building and infrastructure projects. This could pave the road to establish a transformation plan that could gradually overcome the current challenges in order to reach to the holistic level. The study is based on a survey conducted in Malaysian organizations at which 100 organizations were surveyed to determine their perspective on 40 pre-determined challenges. A number of 89 questionnaires were returned and 76 were valid responses. Results revealed that an excellent consistency on the significance of the current challenges. These are mainly due to the higher upfront cost associated with eco-products and services, gap existence between policy formulation and actual project delivery, lack of legislation to introduce mandatory influence for green adoption.

The construction industry has always been considered as one of the most hazardous industries globally. The condition is worse in developing countries due to poor implementation of safety management. To overcome this problem, there is a need to focus on improving the implementation of safety programs. This paper aims to identify the factors that have the potential to influence the implementation of safety programs in construction projects in developing countries. An extensive review of literature found 21 critical success factors. Sixteen semi-structured interviews with experts in the Iraqi construction industry was conducted to gain in-depth insight and understanding of these factors. The interviewees confirmed the relevance of the success factors and emphasized on the importance of several factors, including management commitment, safety training, the enforcement of safety rules and regulations, and stakeholder collaboration. Technology is a new factor identified by the interviewees. The findings can used in the Iraqi construction industries and in developing countries to support the implementation of safety programs.

Thermal Comfort Analysis in Both Naturally Ventilated and Air-Conditioned Classrooms in a Warm and Humid Climate

Thermal discomfort in schools can compromise students and teachers well being and health; in addition, many cognitive processes are influenced by thermal environment. One solution to avoid thermal discomfort in a tropical climate can be the installation of air conditioning devices. However, little do we know about the thermal comfort in air-conditioned school buildings, specially considering the particularities of a tropical climate. This study aims to analyse the perception and sensation of thermal comfort in school buildings. Naturally ventilated and air-conditioned classrooms of public schools in João Pessoa, northeast Brazil, were investigated. A number of 352 children, aged 8 to 11 years old, were interviewed. The research's methodology consisted in measuring environmental variables (air temperature, mean radiant temperature, relative humidity, air velocity), while questionnaires were applied to the children, containing four questions regarding their sensation and preference towards the thermal environment. In the naturally ventilated rooms, we observed the average air temperature of 28,78 °C, with 45,53% of the children feeling discomforted by heat, and 22,77% of them discomforted by cold, also 47,97% of the children reported a preference for a colder room and 24,39% reported a preference for a warmer room. In the air-conditioned rooms, we observed the average air temperature of 26,99 °C, with 39,37% of the children discomforted by heat, and 25,57% of them discomforted by cold, also 55,68% of the children reported a preference for a colder room and 14,46% reported a preference for a warmer room. The study emphasizes the occurrence of different votes of thermal sensation at the same air temperature range. The results also showed divergence between PMV and children real votes in air-conditioned rooms, encouraging the questioning about the indiscriminate use of air condition systems.

Modeling the response of ultra high performance fiber reinforced concrete beams

A finite element based numerical model is applied for tracing the response of Ultra High Performance Fiber Reinforced Concrete (UHPFRC) beams under the effects of flexural and shear dominant loading. The numerical model, developed in ABAQUS, accounts for superior strength properties of UHPFRC, including high compressive and tensile strength, and stain hardening effect in tension. The developed model can generate various response parameters including flexural and shear capacity, as well as load deflection response and propagation of cracks. Predictions from the model are compared with measured test data on UHPFRC beams, tested under dominant shear and flexure loading. The comparisons indicate that the model is capable of capturing the response of UHPFRC beams in the entire range of loading from preloading stage to failure through crushing of concrete or rupture of rebars.

Planning the departure of vacant transit vehicles to the median stops in a single line

In transit lines planning, a common issue is that transit vehicles get overcrowded as they arrive at some intermediate stops. Dispatching a portion of vacant transit vehicles to the intermediate stops may seem to be a suitable solution for this problem. This study aimed at explaining whether or not this solution can assist in enhancing the system performance in terms of the total discomfort of transit users. A mixed integer nonlinear model was proposed by adopting some simplifying assumptions. The vehicles’ headway and the first boarding stop for each vehicle were the decision variables in the proposed model. The solution algorithm was a kind of hybrid algorithm consisting of a convex programming solver and a Tabu search algorithm. The results, interestingly, indicated that the total discomfort of transit users increased after dispatching vacant vehicles to the intermediate stops, although some transit users in intermediate stops may profit from dispatching vacant vehicles.

Building 3D Profile for Lake Nubia, Using RS/GIS for Accurate Estimation of Sediment

Lake Nubia (LN) is the upstream part of Aswan High Dam Lake (AHDL) that lies in Sudan. This portion has been well studied; however, its bed profile had been lacking due to the lake's complex morphology. The goals of this paper are to create a 3D model robust enough to capture the lake bed heterogeneity, conduct sensitivity data processing to increase confidence in created 3D profile, and provide engineering applications of this model to aid in the management of the lake. One of these applications involved in this study is to estimate the total amount of sediments deposited in LN in order to make it possible to optimize the utilization of the sediment and accurately manage its removal in a better way. In this study, the hydrographic survey data of the lake which is conducted by using the echo-sounder via field missions and remote sensing data represented in several Landsat ETM+ images are processed and analysed by Remote Sensing and GIS software to build the 3D profiles of the lake. The method used by the Aswan High Dam Authority (AHDA) based on the complementary cross-sections is evaluated too, and its results of the accumulated sediment amount in the lake are compared with the present one that is relaying on the created 3D profiles of the lake. The results showed that the total amount of sediment in the study area till 2012 is about 5.876 billion m 3 . Also, results indicate that the present approach overestimates the sedimentation amount by about 0.22% compared to the results of the method used by AHDA. In conclusion, the created 3D model using RS/GIS captured the heterogeneity of the lake efficiently. Consequently, this model was able to analyse this morphologically complex lake.
