Considering video transmission over an ATM network for a video on demand system, we propose a server of quality (SoQ) that has the main function of fitting the video transmission rate to the available network bandwidth. The SoQ uses a "backpropagation" neural network to fit the MPEG quantization coefficients in a nonlinear way. Here are shown the SoQ specification and the results obtained from its main module implementation.

Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. In addition he was a 1998 fellow of the Foreign Service

The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.

This paper presents user-level dynamic page migration, a runtime technique which transparently enables parallel programs to tune their memory performance on distributed shared memory multiprocessors, with feedback obtained from dynamic monitoring of memory activity. Our technique exploits the iterative nature of parallel programs and information available to the program both at compile time and at runtime in order to improve the accuracy and the timeliness of page migrations, as well as amortize better the overhead, compared to page migration engines implemented in the operating system. We present an adaptive page migration algorithm based on a competitive and a predictive criterion. The competitive criterion is used to correct poor page placement decisions of the operating system, while the predictive criterion makes the algorithm responsive to scheduling events that necessitate immediate page migrations, such as preemptions and migrations of threads. We also present a new technique for preventing page pingpong and a mechanism for monitoring the performance of page migration algorithms at runtime and tuning their sensitive parameters accordingly. Our experimental evidence on a SGI Origin2000 shows that unmodified OpenMP codes linked with our runtime system for dynamic page migration are effectively immune to the page placement strategy of the operating system and the associated problems with data locality. Furthermore, our runtime system achieves solid performance improvements compared to the IRIX 6.5.5 page migration engine, for single parallel OpenMP codes and multiprogrammed workloads. © 2020 Elsevier B.V.. A framework for implementing ISO 14000 in construction

ISO 14000 has been developed as a new international standard series for promoting environmental protection and sustainable development. Since the introduction of ISO 14001 in September 1996 it has attracted great attention from organizations in various industries. ISO 14001 specifies the requirements and procedures for establishing an environmental management system. An increasing number of organizations from various industrial sectors have actively participated in implementing this new standard. However, very few construction companies – for example, in Australia – have actively pursued certification to this standard despite having an obligation to implement it, as the services and products they produce directly impact the environment. By reviewing the strategic issues posed by the entire family of ISO 14000 standards, this paper analyses its relevance to construction and the difficulties and problems that may be encountered in their implementation. A framework for implementing the standard in construction companies is proposed. It is suggested that the adoption of ISO 14000 by construction companies may enable them to improve their environmental performance as well as the built environment, which in turn will contribute to sustainable development.

Rework that is experienced in construction projects is often caused by errors made during the design process. Factors that contribute to design errors are identified and used to design and develop a systems dynamics model, which is used to simulate a number of practical scenarios that can be used to reduce design errors and rework. The model presented in this paper can enable design and project managers to understand better the process of design documentation and how design errors occur in construction projects. © 2000 Taylor & Francis Ltd.

Strategic alliances are becoming an important means of survival for managing construction organisations. Such alliances are a compromise between organisations doing business in isolation and in mutual partnership with another organisation(s). The key to competitive advantage and improving customer satisfaction lies in the ability of organisations to form learning alliances ; these being strategic partnerships based on a business environment that encourages mutual (and reflective) learning between partners. Well-designed, successful alliances enhance co-operation and a high level of trust and commitment. A learning framework is presented to foster successful co-operative strategic alliances between construction organisations. A case study is highlighted based on Rameses Associates and Lloyds TSB Insurance of the UK, to illustrate the advantages of the thesis proffered.

Many construction organizations have misunderstood the reality that total quality management (TQM) based on continuous improvement requires a commitment to learning and that essentially it is the means to a learning organization. The paper argues that if the construction industry is to improve its performance and competitiveness, then there needs to be a cultural and behavioural shift in the mind-set of practitioners, academics and the professional institutions. Their focus should be on re-thinking their approaches to TQM so that learning becomes the norm. It is demonstrated that a relationship exists between the constructs of TQM, organizational learning, and the learning organization. Based on a review of existing literature, a conceptual model for a learning organization in construction is presented and discussed. The paper proposes some refinements to the concept of the learning organization, directed at clearly positioning the critical focus of learning at the organizational level in construction.

Identification analysis of structural damage on unit-linked offshore floating models

This paper is concerned with the identification analysis of structural damage detection on the unit-linked floating structure model based on the fluid-coupled free vibration equation and filtering theory. The problem of structural damage detection is formulated as an inverse problem. The formulated inverse problem is analyzed under the consideration of stochastic properties on the responses of the system. In this study, two kinds of filtering algorithm, namely, the extended Kalman filter and the new filtering algorithm based on the projection filter, are employed as the analytical methods of inverse problem. The location and grade of connector with the assumed damage for the unit-linked floating model are identified by using the natural coupled frequencies as observation data.
