Operational systems, logistics engineering and technology insertion

作者: Grubb, MJ Skolnick, A Michael J. Grubb:has perfomzed naval engineering at the Crane Division Naval Surface Warfare Center (NSWC) for more than twenty-five years. He currently the program manager for the Sustainable Hardware and Affordable Readiness Practice Program (SHARP). is a Navy-wide logistics research and development prgram aimed at the successful transiton of proved technologies inot the fleet. SHARP focuses on reducing acquisition performance capability reliability maintainability and readiness of these systems. Mr. Grubb has served as a department director for the past eleven years. His most recent assignment was as director of the Tactical Computer Resources and Test Equipment Department. This organization provided acquisition and in-service engineering support of the Navy's tectical embedded computers priphirals displays and mass memory storage devices. The organization also provided a complete range of product engineering and metrology engineerig services for SSP NevSeaSysCom and the Trident Program. Prior to this appointment Mr. Grubb was deptuy director psysical security programs department and site responsible for program management and system integration of ashore integrated security systems. Mr. Grubb holds a B.S. degree in industrial engineering from Iowa State Universtiy an M.S. degree in industrial engineering from Purdue University and has copleted the course work (Dec.'96 for a master's degree in public and environment affairs at Indiana University-Purdue Univeristy Indianapolis. Dr. Alfred Skolnick operates System Science Consultants (SSC) specilizing in strategic planning technical program definiton technology assessment and engineering analyses on selected matters of national interest. He has taught physics mathematics and management sciences at University of Virginia and Marymount University and is currently adjunct professor of mathematics at Northern Virginia Community College. He served as branch manager of the Surface Ship ASW Combat System Branch which acted as the acquisition engineering agent for the AN/SQQ-89 Surface Ship Anti-Submarine Warfare Weapon System. He was then selected to manage the Module Engineering Department which provided engineering support to numerous naval systems including the AN/BSY-1 Submarine Combat System and the Trident II fire control and navigation system. He then served as the deputy program manager for NAVSEA Progressive Maintenance (2M/ATE). He holds a B.S. degree in Electrical Engineering from Purdue University and currently is pursuing a Maste's degree in Public Environmental Affairs at Indiana University—Purdue University Indianapolis. He served at Applied Physics Laboratory/The Johns Hopkins University in missile development then aboard USS Boston (CAG-1) and played leading roles in several weapon system developments (Regulus Terrier Tartar Talos) inertial navigation (Polaris) deep submergence (DSRV) and advanced ship designs (SES). He later was director Combat System Integration Naval Sea Systems Command and head Combat Projects Naval Ship Engineering Center. He led the Navy's High Energy Lasers and Directed Energy Weapons development efforts. He has directed more than a dozen studies of technologies in foreign countries under the sponsorship of the National Science Foundation ARPA Departments of Energy and Commerce and other agencies. He has a continuing interest in assessing foreign technologies in comparison to the United States.—-On the faculty of the Sellinger School of Business at Loyola College Dr. DeHaemer is a former department chairman and an associate professor of information systems and decision sciences. He teaches the strategic use of information technology and human-computer interface design. His research includes user performance with automated speech recognition systems for computers and business applications of artificial intelligence. Dr. DeHaemer completed an earlier career as a submarine officer including command of a ballistic missile submarine. He holds a B.S. degree from the University of Notre Dame and a Master's degree in Operations Analysis from the Naval Postgraduate School. Among these were the Trident II fire control and navigation systems the BSY-I Anti-Submarine Warfare System and the Navy standard computers (UYK44 and EMSP). He served as manager of the Digital Circuits Engineering Branch and was then appointed as manager of the Automatic Test Equipment (ATE) Technology Division. As manager of the ATE Technology Division he was responsible for the SP-23 Fire Control System Support Project the SP-24 Navigation Project and the Fleet Progressive Maintenance Program (2M/ATE). This Division was responsible for selection and application of electronic product technology and for developing fleet test and repair techniques. He holds a B.S. in Electrical Engineering from the University of Evansville and is currently pursuing a Masters of Public Administration at Indiana University-Purdue University Indianapolis. Dr. Alfred Skolnick:retired from the Navy in 1983 with the rank of captain. He is president of System Science Consultants (SSC) specializing in strategic planning technical program definition technology assessment and engineering analyses on selected matters of national interest. During his naval career he served on USSIndependence (CVA-62) and USSLuce (DLC-7/DDC-38). He also served at Supship Quincy Mass. and Hunters Point Naval Shipyard. He was stationed in Washington D.C. with assignments at CNO (OP 98) ASN (S&L) and the Naval Sea Systems Command. Captain Vinroot was technical director of the Battleship Reactivation Program (PMS 378) technical director of the Destroyer Acquisition Program (PMS 389) and deputy program manager of the Amphibious Warfare and Strategic Sealift Program (PMS 377). Most recently he served as program manager for Gas Turbine Surface Combatants (PMS 314) and Surface Combatants (PMS 330). Ornergraduated from Wittenberg University in Springfield Ohio in 1979 with a bachelor of arts degree in political science and earned a master's of science degree in business from The American University in Washington D.C. in 1982. He has ten years of professional experience with the Naval Sea Systems Command in positions with responsibilities for logistic support planning policy and delivery computer-aided acquisition and logistic support and Fleet Modernization Program (FMP) and ship construction issues. He was a key player in establishing the current FMP integrated logistic support (ILS) process and in implementing of the Ships' Configuration and Logistic Support Information System (SCLSIS). Since 1966 he has had more than 300 articles and papers presented at professional meetings and published in various journals and technical magazines concerning the subjects of energy thermodynamics heat transfer fluid dynamics computer science and education. LCdr. Thomas Walker USN: graduated from Purdue University in 1973 with a B.S. degree in electrical engineering and earned an M. S. degree in mechanical engineering in 1979 at the U.S. Naval Postgraduate School Monterey. In his 24 years in the Navy he has served on a number of ships ranging from diesel submarines to guided missile destroyers. Compton is a Webb graduate who since 1966 has been a part of the naval architecture faculty at the U.S. Naval Academy. Since accepting the appointment to the Academy he has been instrumental in establishing the ABET accredited major program in naval architecture in the conceptual design and operation of the Naval Academy Hydromechanics Laboratory and in the conceptual design of the 108-ft yard patrol craft. Besides his Naval Academy involvement he serves as an adjunct professor with Virginia Polytechnic Institute in its NAVSEA Institute graduate program at Crystal City. He is an active member of both ASNE and SNAME and has published technical papers with both societies. Howard A. Chatterton:began his career as a Navy coop student at the Boston Naval Shipyard in 1960. He received his bachelor's degree in naval architecture and marine engineering from Massachusetts Institute of Technology in 1966 and his master's degree in 1968. He was employed by the Preliminary Design Division of BuShips in the submarine design and hydrofoil design groups until 1972 when he joined the Coast Guard's Naval Engineering Division. He remained with the Design Branch until 1981 when he accepted a faculty position at the U.S. Naval Academy as the research director for the Academy's hydromechanics laboratory. He has recently returned to Coast Guard Headquarters as the assistant chief Naval Architecture Branch Office of Merchant Marine Safety. Gordon Hatchell:is a naval architect at the Naval Sea Combat Systems Engineering Station Norfolk Virginia in the Combatant Craft Engineering Department. He served as lead-ship YP project engineer from its inception to delivery and continues to serve as project coordinator on follow-up ship procurements. He has worked on other boat procurements as well as serving as weight and stability coordinator. Stimsonreceived his B.S. degree in mathematics from the University of Texas at El Paso in 1964 and his M.S. degree in engineering from the University of Santa Clara in 1971. He served in the U.S. Army Artillery during the Korean Conflict and subsequently was employed at IBM Huntsville Alabama until 1968 where he worked in the design of automatic control systems of the Saturn vehicle. From 1968 until 1971 he was employed at Ames Research Center Moffett Field in the design of nonlinear control systems for sounding rockets and pencil-shaped spacecraft. Following this Mr. Stimson worked at Hewlett Packard Sunnyvale California as a test engineer in automatic test systems. Since 1973 Mr. Stimson has been employed at the Naval Ship Weapon Systems Engineering Station Port Hueneme. He was a ship qualification trials project supervisor for many years and is now serving as master ordnance repair deputy program manager. Mr. Stimson is a member of the American Society of Naval Engineers and is program chairman of the Channel Islands Section. Cdr. Michael T. Marsh USNreceived a B.S. in mathematics from the University of Nebraska and was commissioned via the NESEP program in 1970. He holds an M.S. in computer science from the U.S. Navy Postgraduate School and an MBA from the State University of New York. Cdr. Marsh has served in the weapons department of USSFrancis Hammond (FF-1067) and of USSJohn S. McCain (DDG-36). He was weapons officer aboard USSSampson (DDG-10). As an engineering duty officer Cdr. Marsh was the technical design officer for PMS-399 at the FFG-7 Class Combat System Test Center from 1978 to 1982. He began his professional career in 1954 at the New York Naval Shipyard as a naval architect (structures) performing detail structural design and fabrication studies for CVAs LPDs DDs and CGs and eventually became a supervisory naval architect (structures). From 1965 to 1973 he was a member of the staff of the Computer-Aided Design Division at the David Taylor Naval Ship Research and Development Center (DTNSRDC). As such he was involved in the development of the computer structural design tool the SSDP (in association with Frank M. Lev) and automated detail design programs (CASDOS). His current position is Senior Naval Architect Consultant in the structural integrity group of the Ship Structures Division Structures Department DTNSRDC. Mr. Nappi is the author and co-author of numerous technical papers and reports covering a wide spectrum of topics such as automated structural design process design for producibility and survivability material weight and cost trade-off studies and structural weight determination for high performance ships (i.e. SES SWATH HYSWAS). He has lectured on the subjects of design for survivability and ship structures at the Naval Post Graduate School and MIT. He is a member of ASNE ASCE U.S. Naval Institute Sigma Xi and is a registered Professional Engineer in the State of New York. Mr. Nappi was a member of the NAVSEA working commitee for the computer supported design planning effort and is currently a member of the DTNSRDC ASSET Advisory Committee. Ronald W. Walz:graduated in 1974 from Pennsylvania State University with a B.S. degree in civil engineering.
