In Malaysia, the area of management information systems (MIS) is growing rapidly in most of the higher learning institutions, in line with the government's encouragement to make information technology (IT) a part of our lives. Thus, a survey was carried out to oversee the roles and application of MIS in the higher learning institutions of Malaysia, emphasising managerial roles in decision making. Decision-making consists of stages that can be described as intelligence, design, choice, and implementation. In our survey, twelve higher learning institutions are used to help identify factors/activities involved in the first stage of decision making i.e., intelligence. From the survey, it was found that managers of higher learning institutions play a vital role in the implementation of MIS to enable business objectives and improve productivity. Any management decisions made about IT are critically important, since it will determine the prosperity and survival of the organization.

The problems of power and energy shortage (natural or associated with the advisability of load management) allocation at different levels of territorial, temporal, and situational hierarchy of consumption control are formulated within the framework of multicriteria optimization models. This permits one to realize a new technology of load management providing consideration and minimization of diverse negative consequences of power and energy shortage allocation and creation of incentive influences for consumers. The solution of multicriteria problems is based on the Bellman-Zadeh approach to decision making in a fuzzy environment. The advantages and capabilities opened by its application are discussed. The results of the paper are realized within the framework of an adaptive interactive decision making system, which can be used in allocating diverse types of resources or their shortages.

An approach associated with experimental design is considered to construct diverse types of sensitivity indices, which serve as the basis for multi-attribute evaluating efficiency of control actions and, therefore, for forming rules included in a knowledge base. Procedures related to classifying power system states are presented. Questions of the construction and tuning of linguistic variables as well as rational implementation of fuzzy logic procedures are discussed.

This paper presents results of research associated with the development of a fuzzy set based approach to improving the efficiency of distribution system operational planning on indices of service quality and economic feasibility. To reach this goal the problem of operational planning is formulated and solved within the framework of a fuzzy mixed integer linear programming model. An example illustrating the validity of the approach is considered.

Ship design is often multidisciplinary involving several design elements with various types of objectives and constraints (O/C) some easily described as mathematical formulas, others better modeled as descriptive assertions. This paper describes a method based on fuzzy functions and an integrated performance index to model O/C using descriptive assertions to be used with mathematical formulas in optimization. Another issue addressed in this paper concerns the coordination of design elements when sequentially coupled, that is, when one leads the other and the performance of the follower depends greatly on the design of the leader. Based on neuro-fuzzy techniques, the method described here coordinates and optimizes sequentially coupled elements. The two methods are applied to machinery arrangement (MA) and pipe routing (PR). Preliminary models for optimization of MA and PR are described considering convenience, producibility: engine room size, interference and location as factors in the O/C set. Some test results from MA/PR applications are presented and discussed. The methods are generic and can be extended to other elements in ship design. They are mutually independent and may be used separately Two advantages of their use are an improvement in overall performance and a reduction in the need for redesign of elements.

The impact of ozonation and ozonation combined with biotreatment on the molecular size (MS) distribution, hydrophilicity, chlorine reactivity and chemical composition of a groundwater natural organic matter was investigated. Chlorination of isolated fractions was conducted under constant precursor concentrations and chlorination conditions. In the untreated solution, the <1K MS fraction was the most reactive to chlorination, and the nonhumic fraction showed the highest bromine incorporation. Ozonation caused a shift to smaller MS and hydrophilic fractions, and from a polyaromatic nature to a polysaccharidal and proteinaecous nature, as measured by pyrolysis-GC/MS analyses, but did not affect the disinfection by-product (DBP) specific yield in the larger MS fractions. It did cause a shift towards more bromosubstituted DBFs. Subsequent biotreatment was most effective in dissolved organic carbon removal for the <1K MS fraction, but did not exhibit selective DBF precursor removal in any fraction.

The Advanced TOMAHAWK Weapons Control System (ATWCS) is being developed to support current and future tactical cruise missiles onboard navy ships. The ATWCS utilizes the Navy's standard Tactical Advanced Computer (TAC) 3 components and commercial standard Local Area Networks (LANs) to provide a flexible, robust system with excellent growth potential. Aggressive use of systems engineering principles has refined the system design so that it is adaptable to various Navy platforms. An excellent example of the success in meeting this design goal is the Submarine ATWCS. The primary data pathway for ATWCS is a Fiber Distributed Data Interface (FDDI) LAN connecting the four TAC 3 processors. Existing Common Display Consoles (CDCs) are used for display and control of the TAC 3 processors. The Submarine ATWCS builds on software already developed for surface ships. The open system architecture of this software is based on Computer Software Configuration Items (CSCIs) and several are obtained from other programs. Direct weapons interface in the Combat Control System (CCS) provides optimum efficiency in weapons control while gaining the functionality advantages of ATWCS. This paper describes the systems engineering solutions for both software and hardware to achieve a modern cruise missile weapons control capability for submarines utilizing non-development items (NDI), Commercial Off The Shelf (COTS) technology LANs and open system architecture.
