Circular Economy Public Policies: A Systematic Literature Review

The traditional form of production is called linear economy, which consists of extracting, transforming, producing, consuming and discarding, and is threatened by a series of factors. Among them, we can list the increase in the world population, which went from 3.3 billion people in 1965 to 7.79 billion in 2020, which will consequently lead to an increase in the consumer class. One of the philosophies for meeting this challenge is the Circular Economy (CE), which provides the economic system with an alternative flow model. CE is seen as a new form of sustainability and has gained popularity in the scarcity of resources, the circulation of materials and the facilitation of the reuse and recycling paradigm. Some countries, concerned about the impact of the linear economy on the environment, have proposed specific laws that address the shift from the traditional mode of production to a circular approach. Germany and Japan were pioneers in promoting CE in concrete policies. Followed by China in 2008. Given this scenario, this study aimed to raise which public policies were objects of study in the period 2017 to 2021 and which tools were used to analyze the policies. A systematic review of the literature was carried out, with articles searched in the ScienceDirect and WoS databases, using the descriptors: Circular Economy and Policies. The Sample consisted of 29 articles. The study identified an increase in initiatives to seek circularity through the formulation of public policies. Many countries are demanding more sustainable production processes, with an emphasis on energy savings and fewer carbon emissions. For this, a waste treatment policy is an initial step to seek greater degrees of circularity. The most used tool to study these policies was Framework 9R. Because with it you have an idea of what initial stage the country is in and what stage can be pursued in the future.

Optimizing care of visually impaired people in the Emergency Care Units (UPA) – a technical briefing applying Lean concept

Lean principles have been largely used with excellent results in the automotive business and in many other different areas of human knowledge such as health care. The objective of this work is to evaluate the application of lean principles and methods as assistive technology for the optimization of care of visually impaired people in the Emergency Care Units (24h -UPA). To explore this issue, it is proposed an empirical analysis of the environmental performance in one chosen UPA, installing a sensory guidance system and other auxiliary devices following ABNT standards. The idea is to reduce the waste of waiting time of these patients and make this UPA a “state of art” in accessibility for people with visual impairment and used as a “pilot Unit” for innovations evaluation and results comparison with other UPA. Two indicators “Length of Stay” and “Door to Dock” during the service of these patients will be closely monitoring (a kind of fast track service), also aiming the accessibility and inclusion of these individuals, improving their self-esteem and quality of life.

Sustainable development is crucial for the competitive advantage of industries. However, implementing this business model faces challenges that can impact its integration and compromise the adoption of actions to address environmental, social, and governance (ESG) issues that are of interest to stakeholders. To date, no in-depth study has presented the relationship between ESG issues and practical actions employed for sustainable development in companies within the Latin American context. Therefore, this article aims to evaluate the relationships between the main ESG issues and the actions applied to develop this theme in the Latin American industrial context, highlighting the main barriers, opportunities, and implications for this integration. As a methodology, a documentary analysis of 79 reports from Brazil, Peru, Mexico, Chile, Colombia, and Argentina was conducted using the content analysis method. This analysis highlighted central concerns such as climate change, water management, waste management, biodiversity, local communities, diversity, and inclusion. Additionally, a trend of ESG thematic dissemination was identified, which is in an early stage of maturity and lacks studies to quantify and diagnose the environmental impacts of Latin American industries. These findings directly impact the empirical evidence of how the Latin American industry is neglecting social issues, is still developing studies to quantify its environmental impacts, and strongly adheres to the concept and theme of ESG. The conclusions of this study highlight three main points: (i) From 2018 to 2022, 47% of material topics were related to at least one ESG pillar, with a predominance of the environmental dimension, (ii) there was a trend of increased adherence to ESG and improvements in the materiality of reports, and (iii) it is recommended to enhance indicators, accelerate the sustainable transition, and integrate ESG themes into supplier selection and workplace safety to strengthen sus

Overcrowded public emergency services are global issues and their serious healthcare problems are widely discussed in literature. Therefore, there are high rates of morbidity and mortality due to lack of specialized care, especially regarding low-acuity patients identified as those responsible for overcrowded services in scientific literature. Thus, a Lean Healthcare approach was developed in order to understand Fast Track applications in Emergency Care Units (UPA 24H) through a descriptive qualitative research using a statistical data analysis software called IRAMUTEQ, which processes data obtained from technical reports prepared during the Lean Project at 24-Hour UPA..

Queuing Theory: Contributions and Applications in the Field of Health Service Management – A Bibliometric Approach

This article aims to analyze contributions and applications of Queuing Theory (QT) in solving health service management problems. A literature bibliometric review was carried out to present a chronological classification of health care systems examined with the aid of queuing models with the purpose of describing the main trends in QT application to assist decision makers in health services. Methodology: A bibliometric review was carried out to investigate the area of health supported by queuing models. Articles describing models of problems were sought and their topics or keywords related to QT and health care or health problems of the population. Results: 314 articles addressing the applications of QT in Health Care Management (HCM) from 2014 and 2020 were analyzed. Conclusion: It was found that QT contributes to improve health services and provides managers with resources to achieve such improvement. It was also evidenced that it is widely applied in emergency services.

Work accidents result in consequences to the employment of the population and increasing public spendings. Caused by workplace and work activity characteristics, occupational accidents may also derive from ergonomics and comfort issues. Heat stress is a discomfort factor that affects workers when exposed to temperatures above the body limits, resulting in exhaustion, dizziness, loss of concentration and, eventually, injuries and accidents. Under the current climate change scenario characterized by increase of temperature projections all around the world, the heat stress issue becomes even more significant. However, in Brazil, this topic is yet little explored, especially regarding the investigation of historical data on occupational accidents considering the climatic variables. The present study aims at filling a part of this gap by presenting a new database that unifies a work accident database - with over a decade of records - with meteorological data of the place and time of the accident. We investigate the relationship between these two datasets through the application of Multiple Correspondence Analysis on the database. Our results show some association between accident variables and heat stress variables. We identify some of the more critical workers' characteristics in this context and the most exposed regions of Brazil. Our database allows the continuity and expansion of this type of research in Brazil, and the MCA results point to a positive association between the occurrence of accidents with climatic variables. It may pave a new path for research that can detail and deepen the discussion on the behavior of these variables. © 2022, The Authors. All rights reserved.

This paper aimed to develop a model to estimate the generation of electrical energy through human muscular effort, using a generator bicycle, connected to the electrical grid. The motivation resulted from the author's experience in distributed electrical energy generation, which identified a difficulty in installing photovoltaic solar generation systems on the top of buildings. As a research methodology, this study used multiple linear regression using time, weight, height, and body mass index (BMI) as independent variables. The model showed promising results, presenting a high adjusted R-squared, respecting the assumptions associated with a linear regression model. The simulations based on the model showed a considerable energy generation potential for Brazil. In conclusion, although the estimated regression model presented a high predictive capability, further studies are recommended before any financial investment. © 2022, European Association for the Development of Renewable Energy, Environment and Power Quality (EA4EPQ). The aim of this study is to analyze the results of a research carried out in Brazilian manufacturing companies that have typical initiatives of Industry 4.0, in order to identify the main challenges and opportunities of building a flexible industry and to provide elements that enable manufacturers to guide this construction with a little more security. Through the literature review, 28 challenges and 23 opportunities were identified and submitted by a questionnaire to 39 leaders of national and multinational manufacturing companies in Brazil, identifying which challenges and opportunities were the most and the least important. This study brings two theoretical contributions: it enriches the literature on challenges and opportunities of flexibility and draws attention to issues on the implementation of a flexible industry that needs studies. The management contributions are: (1) show the relative importance of 28 challenges and 23 opportunities and (2) detail the content of 24 questions (the 6 most and the 6 least relevant challenges and opportunities) in order to give certain security to the manufacturers to guide the building of the flexible industry and direct implementation actions. The limitations of this study are the reduced number of companies and segments of economy observed (Auto Parts, Metal-mechanics and Metallurgy) for an empirical study and the opinions of leaders in a moment, which may change, not allowing generalizations. © 2020, Global Institute of Flexible Systems Management.

Additive manufacturing is one of the pillars of Industry 4.0 and has been revolutionizing the global market through highly technological and groundbreaking products. One example is the use of additive manufacturing (AM) applied to the construction industry through 3D printing (3DP), which allows greater freedom in the development of new projects, with the use of more complex concrete geometric shapes, greater quality control., and less wasted material. The objective of this paper was to analyze how additive manufacturing, with the help of 3D printing, can help the evolution of civil construction. For this, a systematic literature review of articles published in journals between the years 2015 and 2021 was performed. After the final extraction, a total of 24 articles from 15 countries were identified. It was noticed that even in the face of all the potentials of 3D printing technology for civil construction, its development must be advanced in the coming years, especially in emerging countries like Brazil.

A Group Decision Making Predictive Model for Supplier Evaluation Based on Anfis

Supplier evaluation is a core activity in supplier management and it is a key issue for organizations to retain and increase their competitiveness. Some critical factors must be considered to properly evaluate suppliers: the present uncertainty in decision makers’ (DMs) judgments and the judgments of multiple DMs from several functional areas. Hence, to achieve a choice that is accepted by the majority of the group, consensus reaching process (CRP) techniques are being studied in the literature. CRP techniques consist in an interactive process that is composed of multiple negotiation rounds, which enables the DMs to modify their judgments to reach the group consensus. However, this is very time consuming, which requires valuable resources from the organization. On the other hand, the use of machine learning techniques can eliminate the necessity of conducting multiple negotiation rounds during a CRP. Since no studies were found dealing with the pointed CRP problem, this study proposes a group decision making predictive model (GDMPM) based on ANFIS and on the Possibility Distribution-based Hesitant Fuzzy Linguistic Term Sets. Results show that the proposed GDMPM is capable to predict the results of a CRP only with DM’s initial judgments, without spending limited organization resources such as time and money. In addition, this study makes it possible for other purchase items to be assessed by multiple experts, and not only the most important ones. © 2023, The Authors. All rights reserved.
